    [01] Drogues : la Commission tient un premier débat d'orientation

    La Commission européenne a entamé une réflexion d'ensemble sur les problèmes liés à la lutte anti-drogue en vue de la préparation du deuxième plan d'action de l'Union européenne (UE) de lutte contre la drogue 2000- 2005. "Le débat tombe à un moment particulièrement propice", a déclaré le Président de la Commission, Jacques Santer, "étant donné que l'UE prépare sa stratégie post 1999, qu'il y a un débat public dans tous nos Etats membres et que les Nations-Unies tiennent une session spéciale en juin sur ce sujet". La Commission a eu un échange de vues sur les atouts et les faiblesses de l'approche multidisciplinaire qui caractérise l'approche menée depuis de nombreuses années. M. Santer a conclu à ce propos que "le bilan est certes positif, et nous constatons qu'il sert de référence sur la scène internationale. Mais il faut pouvoir réagir de plus en plus rapidement aux nouveaux produits qui apparaissent sur le marché, telles les drogues synthétiques, et au développement de ramifications criminelles, ainsi que développer nos efforts de prévention." "Il n'y a pas de réponse simple à ce phénomène", a encore dit le Président, "mais il faut impérativement renforcer la cohérence et la visibilité de nos politiques ainsi qu'intensifier l'échange de données et de bonnes pratiques".

    [02] La Commission lance un service d'accès direct aux textes législatifs sur Internet (EUR-Lex)

    La Commission européenne a ouvert aujourd'hui au nom de l'ensemble des institutions de l'Union européenne un nouveau service en ligne sur le serveur EUROPA appelé EUR-Lex (http://europa.eu.int/eur-lex). Dans sa première phase, EUR-Lex permet aux citoyens d'accéder gratuitement au Journal Officiel des Communautés européennes (séries L et C) des vingt derniers jours, aux Traités, aux textes consolidés de la législation en vigueur et à la Jurisprudence récente de la Cour de Justice européenne. Les documents sont proposés dans les onze langues officielles. Dans une deuxième phase qui sera complétée d'ici l'été prochain, EUR-Lex rendra accessible la totalité des textes législatifs en vigueur. Enfin, d'ici fin 1998, les utilisateurs pourront aussi accéder en ligne aux nouveaux projets législatifs présentés par la Commission au Parlement européen et au Conseil des Ministres, ainsi qu'aux autres documents accompagnant le processus législatif. Marcelino Oreja, Commissaire responsable de la communication et de l'information, considère EUR-Lex comme une "contribution essentielle à la politique de transparence de la Commission et de l'ensemble des institutions et un service qui répond à l'attente croissante des citoyens".

    [03] Commission authorises the placing on the market of four GMO products

    The European Commission has formally approved the placing on the market of four genetically modified products under Directive 90/220 on the dissemination of genetically modified organisms into the environment. The products are : AgrEvo herbicide-tolerant swede rape to be imported to the European Union for processing, notified to the United Kingdom (UK) ; AgrEvo herbicide-tolerant maize to be used as any other maize, notified to France ; Monsanto Bt-maize to be used as any other maize, notified to France ; and Novartis Bt-maize, tolerant to glufosinate ammonium, to be imported for processing, notified to the UK. The Commission's approval of the products follows the favourable opinion by Member States delivered on 18 March (see IP/98/358). According to the procedure foreseen by Directive 90/220 the Member States to which the products were originally notified must give their consent to the companies before the genetically modified products are allowed on the European market for the uses notified.

    [04] Commission clears the acquisition of BTR Packaging by Owens-Illinois

    The European Commission has decided to clear the acquisition of BTR's Packaging Business Group (BTR Packaging - UK) by Owens-Illinois, Inc (Owens- Illinois - USA), subject to commitments submitted to the Commission. The Commission initially concluded that the proposed operation, as originally notified, would have created or reinforced Owens-Illinois's dominant position in the glass container market in the UK and Ireland. Those concerns were addressed by commitments to divest all glass-related businesses which would have led to an increased market share of the joint entity.

    [05] Relance des programmes de coopération décentralisée en Méditerranée

    La Commission européenne a pris la décision de relancer la coopération décentralisée en Méditerranée. Les programmes de coopération décentralisée (appelés "programmes MED") facilitent la coopération entre les acteurs de la société civile et représentent un élément important dans les relations euro-méditerranéennes. A la fin 1995, la Commission a pris la décision de suspendre temporairement ces programmes en vue d'améliorer les mécanismes et systèmes de gestion de leur mise en œuvre. La Commission a par la suite procédé à une évaluation approfondie de ces programmes tant sur le plan technique que financier. Elle a mis en place des nouvelles dispositions de gestion et de contrôle, suivant notamment les recommandations du Parlement européen. La relance portera sur les programmes MED URBS, MED CAMPUS et MED MEDIA.

    [06] Franz Fischler : "A competitive European agriculture is needed to ensure employment in food industry"

    Speaking to a conference in Brussels organised by Agra Europe on the reform of the Common Agricultural Policy, European Commissioner for Agriculture and Rural Development Franz Fischler maintained his conviction that an agreement on the proposed reform package Agenda 2000 will be found. Public criticism in the Council of Agricultural Ministers in March was due to the opening of the negotiations, according to Mr Fischler. European Agriculture could open the opportunity to produce and export value added food products to the benefit of the European Union's (EU) economy and employment in the food sector, but only, if rendered more competitive by reform. In this context Mr Fischler warned that without such measures "there is a serious danger that food companies will not alone source their raw material elsewhere but move their manufacturing base out of the EU." He also added that he was "somewhat surprised by the conspicuous absence of public comment by the EU food industry and traders on the implications of Agenda 2000 or indeed on the implications of doing nothing".
