[01] European Commission President Jacques Santer welcomes the "yes" vote
in Denmark
"I am delighted that the result of the referendum among the Danish people
will allow its government to ratify the Amsterdam Treaty. I am convinced
that the new Treaty, by improving areas of direct concern to the citizens,
such as employment, the environment and consumer protection, by promoting
openness and transparency and by paving the way for enlargement will help
to improve the living and working conditions in the European Union. I look
forward to the continued Danish participation in this development."
[02] La Commission approuve l'acquisition du groupe Steyr par le
fournisseur de pièces pour automobiles Magna
La Commission européenne a approuvé l'acquisition du groupe autrichien
Steyr-Daimler- Puch par l'entreprise canadienne Magna Inc. (Magna). Magna
et Steyr sont actifs en tant que fournisseurs de pièces pour les
constructeurs d'automobiles. Magna, un des grands fournisseurs sur le plan
mondial, dispose d'une large gamme de produits. Steyr est une entreprise
de taille moyenne qui s'est spécialisée comme fournisseur automobile de
certains produits. En outre, Steyr fabrique des modèles spéciaux pour de
grands constructeurs d'automobiles et distribue des automobiles en
Autriche. Le secteur des armes portatives de Steyr ne fait pas l'objet de
la concentration.
[03] La Commission approuve une aide de 205 millions d'Ecus pour 1.115
kilomètres de gazoducs en Espagne
La Commission européenne a approuvé un concours financier du Fonds Européen
de Développement Régional (FEDER) de 205,4 millions d'Ecus pour la
construction d'une série d'infrastructures destinées à l'acheminement du
gaz naturel dans les régions espagnoles de l'objectif 1 (régions en retard
de développement). Le coût total des travaux est évalué à 513,5 millions
d'Ecus dont 60% seront pris en charge par le privé (l'entreprise ENEGAS) et
40% par le FEDER. La longueur totale des réseaux de gazoducs à construire
atteint 1.115 km. "Ils permettront une diversification de l'approvisionnement
énergétique et contribueront à l'amélioration de l'environnement et de la
compétitivité des régions concernées", a souligné Monika Wulf-Mathies,
Commissaire responsable de la Politique régionale et de la cohésion.
Pendant la phase de construction, la création d'emplois est estimée à plus
de 1.900. Pendant la phase d'utilisation, 80 emplois directs seront créés
et les emplois indirects associés à l'exploitation des gazoducs sont
évalués à 1.200.
[04] La Commission examine le fonctionnement des accises sur les tabacs
La Commission européenne a présenté au Parlement européen et au Conseil des
Ministres un rapport sur le fonctionnement du système des accises frappant
les tabacs manufacturés au vue du marché intérieur, de la valeur réelle des
taux d'accises et des objectifs du traité en général. A la lumière de cet
examen, la Commission considère qu'il n'y a pas lieu de proposer des
modifications fondamentales dans la structure ou dans le niveau des taux
d'accises, mais que des simples adaptations techniques sont souhaitables
afin de remédier aux quelques problèmes de mise en oeuvre qui sont apparus.
L'objectif est de donner une plus grande flexibilité aux Etats membres pour
adapter l'incidence de l'accise lors d'un changement du prix de détail des
cigarettes ou dans la taxe sur la valeur ajoutée. La proposition de
Directive prévoit également une possibité pour les Etats Membres de
percevoir une accise minimale sur tous les autres tabacs manufacturés comme
c'était déjà le cas pour les cigarettes et le tabac à rouler. Ces
propositions ne comportent pas d'incidences sur les niveaux des accises
actuellement pratiqués dans les Etats membres.
[05] Commission convenes a Social Dialogue Mini-Summit, 2 June 1998
A mini-summit meeting of the European Social Dialogue will take place next
Tuesday, 2 June, at Val Duchesse in Brussels. The meeting will be chaired
by the President of the European Commission, Jacques Santer, who will be
accompanied by the Commissioner for Employment and Social Affairs, Padraig
Flynn. A small delegation of each of the inter- professional social
partner organisations, ETUC, CEEP and UNICE, will be led by their
respective Presidents. This mini-summit was convened by President Santer
following the decision by UNICE not to enter into negotiations with its
partners on the Commission initiative on information and consultation of
employees. The purpose of the meeting is not to go over that issue, but to
overcome the negative impact which it has had by examining the evolution of
the social dialogue and to highlight the challenges and opportunities
presented by the new Amsterdam Treaty and the new employment strategy. The
meeting will therefore focus on the themes of the development and
adaptation of the social dialogue and of the role to be played by the
social partners themselves, as well as the specific issue of their
contribution to the Employment Guidelines, particularly on the adaptability
aspects.
[06] Réaction de la Commission aux essais nucléaires au Pakistan
"La Commission européenne est profondément déçue par le Pakistan qui a
effectué cinq tests nucléaires, en réaction aux essais indiens, au mépris
des appels à la retenue de la Communauté Internationale. Elle est
gravement préoccupée par ces développements qui provoquent un regain de
tension et d'insécurité en Asie du Sud. La Commission appelle le Pakistan
et l'Inde à ne pas entrer dans une course aux armements. L'Inde et le
Pakistan doivent au contraire rétablir le dialogue entre eux et avec la
Communauté Internationale et préparer leur adhésion au Comprehensive Test
Ban Treaty (CTBT). Ces deux pays devraient consacrer leurs ressources en
priorité pour résoudre les difficultés économiques et sociales auxquelles
ils sont confrontés."
[07] World No Smoking Day, 31 May 1998
Padraig Flynn, European Commissioner with responsibility for Public Health
matters, today promised a continuation of the Commission's strategy to
prevent smoking. "The recent agreement to outlaw publicity and sponsorship
for tobacco products is a welcome step showing that the European Union (EU)
is prepared to tackle the biggest cause of preventable death and disease in
our society", he said. Mr Flynn also spoke about the plans of the
Commission to reinforce the prevention of smoking through EU policies. "My
policy paper on this subject, published at the end of 1996, has been warmly
welcomed by the European Parliament, which furthermore called for a
reinforcement of the measures I originally envisaged", he remarked. "I am
giving active consideration to bringing forward policy proposals in the
areas of labelling of tobacco products, on tar and nicotine levels,
additives and on other related matters, in order to reduce the difficulties
caused by differing approaches in the Member States". The Commissioner
praised the efforts of the European Cancer Leagues, the International Union
against Cancer, and the many non governmental organisations active in
prevention of smoking - the efforts of which benefit from the financial
support of the Europe Against Cancer Programme. He also called on the World
Health Organisation (WHO) to give a higher priority to development of the
planned international Convention on tobacco control. "I welcome the
commitment given by Dr. Brundtland, the new WHO Director General, to give
increased priority to tobacco control in the work of the WHO at the
international level", he said.
[08] Franz Fischler : "Women's labour gains importance in keeping the rural
areas viable"
In a speech given in Berlin today to a congress of the "Deutscher
Landfrauenverband", an association of women in agriculture, European
Commissioner for Agriculture and Rural development Franz Fischler pointed
at the severe impact of structural change and technological progress on the
role of women in agriculture. "Today, women are charged with a major share
of farming labour, but still have to face difficulties in their working
environment", said Mr Fischler. He named the lack of part-time employment,
of transport and day-nursery facilities as major problems for women in the
countryside and stated that "we must admit that beneficiaries of structural
funding used to be mostly men." Mr Fischler explained that the
participation of women in rural development will be an important topic for
the reform of structural funding. By introducing women's questions into
program-planning and evaluation "the reform package of Agenda 2000 will be
a milestone for the integration of equal treatment of women in funding of
rural development."
