  • [01] Jacques Santer and Mario Monti meet leaders of European Stock Exchanges

    The President of the European Commission, Jacques Santer, and Internal Market Commissioner Mario Monti met informally with the Stock Exchange Leaders (SEL) of London, Paris, Frankfurt, Milan, Madrid, Amsterdam and Brussels, as well as the Chairman of EASDAQ and the Chief Operating Officer of the London AIM Market. The purpose of the informal meeting was to discuss how to accelerate the development of risk capital in the European Union to provide the broadest possible access to equity capital for growth oriented small and medium sized companies in the near future. Given the strategic importance of developing these risk capital markets for employment creation, and on the eve of the launch of the euro, the President and Mr Monti specifically asked the SEL to give their views on the main barriers that need to be removed. The views of the SEL will be particularly helpful in the preparation of the Commission's Financial Services Review - requested by the Cardiff European Council of 15-16 June - due in the Commission at the end of October and for discussion in Ecofin on 23 November.

    [02] La Commission donne son feu vert à l'acquisition par Pirelli des activités câbles d'énergie de Siemens

    La Commission européenne a décidé d'approuver une opération par laquelle Pirelli SpA va acquérir l'activité câbles d'énergie du groupe Siemens. Les activités vendues comportent aussi bien des sociétés que des actifs. Si les marchés de produit au sein du secteur des câbles d'énergie étaient séparés entre les câbles de puissance (du type utilisé par les sociétés d'électricité ou de grandes unités telles que les sites pétrochimiques) et câblage général, le seul cas où des parts de marché importantes apparaîtraient concerne les câbles de puissance en Italie, en supposant que le marché géographique soit défini comme national. Cependant, les données recueillies auprès de parties tierces suggèrent que le marché est en transition d'une dimension nationale à une dimension internationale ; dans ce cas, la taille des parts de marché au niveau national ne soulève pas d'inquiétude. De plus, la majorité de la production de ce type de câble en Italie est achetée par un seul client, qui possède un pouvoir d'achat considérable. C'est pourquoi la Commission a conclu que cette concentration ne soulève pas de problèmes de concurrence et qu'elle est compatible avec le marché commun.

    [03] Commission approves Wolseley's take over of Hall & Co. in the United Kingdom building merchants sector

    The European Commission has approved the acquisition by Wolseley plc (Wolseley) of Hall & Co Ltd (Hall), two UK companies operating in the supply of building materials. The concentration will only affect the UK market. Given the parties' position on the market and the presence of important competitors, the concentration would not cause serious concerns for competition.

    [04] Reports on the agricultural situation and prospects in the CEECs

    The Directorate General of Agriculture of the European Commission just published a series of ten country reports and one summary report on the agricultural situation and prospects in the Central and Eastern European Countries (CEECs). The reports provide an analysis of agriculture and the agro-food sector in these countries in the nineties and an assessment of the outlook for the main agricultural commodity markets till the year 2003. The underlying working hypothesis for the reports is that the first CEECs will join the European Union (EU) and will start to be integrated into the single market and the Common Agricultural Policy after 2003. They have been prepared by the services of the Commission in close cooperation with national experts of the countries concerned and with the help of scientific advisers. The individual reports and the summary report are available at the Commission's Agricultural Directorate (DG VI) home page on internet under the address : http://europa.eu.int/eu/comm/dg06/new/peco/index_en.htm.

    [05] Des règles claires en matière de TVA et de droits d'accise pour les voyageurs intracommunautaires après la suppression des ventes hors taxes

    A la suite d'une réunion tenue le 1er octobre avec les représentants des États membres, la Commission européenne a précisé la manière dont les règles relatives à la taxe sur la valeur ajoutée (TVA) et aux droits d'accise devront être appliquées aux ventes aux voyageurs intracommunautaires à bord des avions et des ferries à partir du 1er juillet 1999, date à laquelle les ventes hors taxes aux voyageurs se déplaçant à l'intérieur de l'Union européenne seront supprimées. La Commission a confirmé que la législation en vigueur en matière de droits d'accise prévoit que les ventes effectuées à bord de bateaux et d'avions lors de voyages intracommunautaires sont frappées des droits d'accise au taux appliqué dans le pays où les biens ont été embarqués sur le moyen de transport. En ce qui concerne la TVA, les règles en vigueur prévoient la taxation au taux appliqué par l'Etat membre de départ. La Commission a également réaffirmé qu'en vertu de la législation en vigueur, les voyages entre deux Etats membres sont considérés comme des voyages intracommunautaires (et les ventes effectuées à l'occasion de ces déplacements sont donc soumises à la TVA et aux droits d'accise), même si le ferry ou l'avion traverse les eaux ou l'espace aérien internationaux. La seule exception à ces règles concerne les biens vendus en vue d'une consommation immédiate à bord des ferries et des avions. Lorsque la législation d'un Etat membre prévoit cette faculté, ces biens pourront continuer d'être exonérés de la TVA et des droits d'accise. Les contacts avec les administrations fiscales nationales seront poursuivis afin que celles-ci soient en mesure d'appliquer le système en temps utile.

    [06] 1998 'Europe against Cancer' week : 'Men and Cancer'

    The 1998 'Europe against Cancer' week focuses on raising men's awareness of cancer prevention. Following the 1997 campaign, which targeted women's cancers, this year's campaign advises men to take certain symptoms seriously and to go and see their doctor if these warning signs persist. Padraig Flynn, European Commissioner with responsibility for public health matters, stressed in particular, the importance of early detection. He said : "Cancer need not take us by surprise. Instead, it can often be detected early if we look out for the warning signs. Making that effort could save your life !"

    [07] Commission/EBRD joint working group on assistance to Russia

    Following their meeting in Brussels on 1 October, Horst Koehler, President of the European Bank for Reconstructions and Development (EBRD), and Yves- Thibault de Silguy, European Commissioner for Economic, Financial and Monetary affairs and Governor of the EBRD, decided, in agreement with Hans van den Broek, Commissioner responsible for External relations with Russia, to create a joint working group on assistance to Russia. To further enhance a coherent approach between the Commission and the Bank, this working group will examine the scope for improved coordination and better targetting of policies of the two institutions in the following areas : restructuring of the banking sector, support for small and medium sized enterprises and strengthening of the investment climate throughout Russia. The resulting targeted initiatives will be implemented in consultation with the World Bank and other international financial institutions as appropriate. The group will start its work next week, with a mandate to put forward concrete recommendations within a month.

    [08] République démocratique du Congo : la Commission approuve une aide humanitaire d'un montant de 942.000 Ecus

    La Commission européenne a approuvé une aide globale d'urgence pour un montant de 942.000 Ecus dans le cadre de la crise actuelle en République démocratique du Congo. L'aide, gérée par l'Office humanitaire de la Communauté européenne (ECHO), permettra aux organisations non gouvernementales européennes d'y entreprendre des actions au cours des quatre prochains mois.

    [09] China : Commission earmarks over ECU 1 million for flood victims

    The European Commission has earmarked humanitarian assistance worth ECU 1.05 million for the victims of the current flood disaster in China. This funding tops up an earlier decision worth ECU 605,000. The aid, managed by the European Community Humanitarian Office (ECHO), will help with crisis relief actions, particularly food aid and water purification.

    [10] Padraig Flynn outlines the challenges facing EU health systems

    (! embargo 4 pm !) Speaking today at the European Health Forum in Bad Hofgastein (Austria), Employment and Social Affairs Commissioner, Padraig Flynn, said that in the European Union (EU), "access to healthcare is vitually universal. This distinguishes the Western European model from approaches elsewhere, and it is something of which we should be proud." Mr Flynn outlined the broad challenges facing health systems in the EU, notably, demographic change - ageing population and decreasing birthrate; medical advances and new technology; information and the empowered consumer; enlargement of the EU, Economic and Monetary Union, and health. On the latter point, Mr Flynn said, "the euro will throw useful light on the costs of health services in different parts of the Union. It will be yet another source of information for the consumer/patient. Citizens and health managers alike will be able to make detailed comparisons of prices of goods and services, resources allocated and outputs of systems. Differences between countries in the price of goods, such as pharmaceuticals, are already causing concern and are the subject of EU discussion. Price and its relation to quality of service will in future become even more obvious to consumers and providers alike. The introduction of the euro is also likely to see cross-border movements of patients and purchasing of services from and in other countries, increasing in scale."

    [11] Yves-Thibault de Silguy : "Le système financier mondial devrait être renforcé"

    (! embargo dimanche 4 octobre, 16h30 !) Dans une déclaration au Comité intérimaire du Fonds Monétaire International (FMI), Yves-Thibault de Silguy, Commissaire européen chargé des affaires économiques, monétaires et financières, a notamment fait le point sur la situation économique mondiale et la nécessité de réformes et de renforcement du système financier international avec notamment un rôle plus important pour le FMI. Il a également lancé un appel pour l'accélération de la ratification des nouvelles ressources financières pour le FMI. En ce qui concerne la Russie, le Commissaire a souligné la nécessité de restaurer la stabilité macro- économique et d'intensifier le processus de réformes institutionnelles et structurelles. En outre, M. de Silguy a présenté l'état d'avancement de la préparation pour l'arrivée de l'euro le 1er janvier 1999 et a expliqué les derniers progrès en matière d'élargissement à l'Est.
