    (! embargo 15h !) Le Président de la Commission européenne, Jacques Santer, a souhaité prendre la parole en personne sur le rapport Bösch pour avoir un débat serein et constructif sur le renforcement de la lutte contre la fraude et la corruption. Il a rejeté fermement les insinuations selon lesquelles la Commission aurait tendance à étouffer les affaires. Le Président a déclaré : "Je prends cela comme une attaque personnelle que je dénonce fermement et que les faits démentent." M. Santer a insisté sur la différence entre fraude et irrégularités et rappelé qu'il n'approuve évidemment pas les irrégularités administratives. Il a promis une transparence totale. En ce qui concerne l'UCLAF, le Président a rejeté l'affirmation selon laquelle l'UCLAF ne travaillerait pas de façon indépendante à l'heure actuelle. "Mais, si en raison de la présence de l'UCLAF dans notre structure, les efforts de lutte anti-fraude de la Commission sont mis en cause ou dénigrés, je préfère l'externalisation de la fonction d'enquête. Je propose, dès lors, qu'on s'oriente vers la création d'un office d'enquête anti-fraude externe et interne totalement indépendant et sans aucun lien de subordination avec la Commission." Cet office pourrait étendre ses enquêtes à toutes les institutions et tous les autres organes communautaires. M. Santer a lancé un appel pour que la confiance entre institutions soit restaurée.

    [02] Business and Consumer surveys for September 1998 : stock market falls weigh on economic sentiment indicator

    (! embargo 12 am !) The latest results from the business and consumer surveys conducted by the European Commission's Directorate General for economic and financial affairs are published today. The economic sentiment indicator for the European Union (EU15) dropped in August, and fell further in September. This was largely due to the European stock market corrections, which have been observed since the latter half of August. Consumer confidence declined slightly in August but remained stable in September. While the assessment of the financial situation of households strenghtened, optimism of consumers regarding the general economic situation declined. A similar reaction emerged from managers in industry; confidence deteriorated between July and August, followed by a stabilisation in September. The decline in confidence was larger in EU15 than for the future euro zone. A drop in the assessments on order-books was affected by improved production expectations. Confidence in the construction sector is encouraging, where the leading indicator has been rising for four consecutive months. This indicates that domestic growth forces may be compensating for declining confidence over the external environment.

    [03] Commitment by European car manufacturers to reduce CO² emissions from passenger cars complies with EU competition rules

    The Association of European Automobile Manufacturers (ACEA) has made a Commitment on behalf of its members to reduce carbon dioxide (CO²) emissions from passenger cars. The collective effort by the European Automobile industry will make a significant reduction in CO² emission in line with the objective of the European Union (EU). The European Commission takes the view that the Commitment complies with EU Competition rules.
