  • [01] Relations monétaires entre la zone euro et la principauté de Monaco, la République de Saint-Marin et le Vatican

    La Commission européenne a adopté ce jour trois recommandations de décision du Conseil autorisant la conclusion d'un accord bilatéral entre l'Union européenne (UE) et la Principauté de Monaco, la République de Saint-Marin et le Vatican, respectivement. Ces décisions sont nécessaires parce que l'Italie et la France entretiennent de longue date des relations monétaires particulières avec ces pays et que les compétences dans ce domaine seront transférées à l'UE à compter du 1er janvier 1999. La Commission recommande que l'UE permette à ces pays d'utiliser l'euro comme monnaie officielle et d'accorder le statut de monnaie légale aux billets et aux pièces libellés en euros. Les trois projets de décision du Conseil donnent mandat à l'Italie pour mener les négociations avec la République de Saint-Marin et le Vatican et à la France pour ce qui concerne Monaco, et définissent la position à adopter dans ces négociations. La Commission et la Banque centrale européenne (BCE) seront pleinement associées à ces négociations.

    [02] La zone euro affiche un excédent de 5,2 milliards d'Ecus avec le reste du monde en septembre

    (! embargo 12h !) La zone euro a enregistré un excédent commercial de 5,2 milliards d'Ecus avec le reste du monde au mois de septembre de cette année, en baisse de 2,2 milliards par rapport à la même période de l'année dernière, selon les chiffres publiés aujourd'hui par Eurostat, l'Office statistique des Communautés européennes à Luxembourg. Les échanges extra- Union européenne (UE15) ont dégagé un déficit de 1,2 milliard d'Ecus en septembre, par comparaison à un excédent de 3,3 milliards en septembre 1997. La croissance extra et intra-communautaire ont continué à ralentir en septembre, tant pour la zone euro que pour l'UE15. Les données révisées pour la France ont apporté des modifications significatives dans les chiffres d'avril 1998.

    [03] Commission to provide over ECU 300,000 to help street children in Sofia

    The European Commission approved an ECU 317,000 grant to the Bulgarian St Sofia Bridge Project run by ChildHope UK in partnership with the Free and Democratic Bulgaria Foundation to help tackle the plight of street children in Sofia over the next three years. The aim of the project is to improve the quality of life of street youth from 16 to 25 years of age and help bring about their reintegration into society through counselling and education. Given that 97% of the street children in Sofia are of from the Roma minority, this project will also contribute to the respect for and protection of minorities, which is an integral part of the European Union enlargement strategy.

    [04] Commission extends cross-border cooperation in central Europe

    From early in January 1999, the European Union (EU) will open up the Phare funds available for cross-border projects, worth some ECU 180 million a year, to cooperation between central European countries, which are candidates for accession. This will boost cross-border cooperation in central Europe, promote regional and grass-roots initiatives and help the candidate countries in central Europe prepare for participation in the EU's structural funds scheme (Interreg). Until now, cross-border cooperation has concentrated on those regions in central Europe that border with the EU. In 1999, two-thirds of Phare funds available for cross-border cooperation will be earmarked for borders with the EU, and one-third for other borders. For the first time, cross-border cooperation funds will be available to Romania. For each border region, new joint committees responsible for defining common programmes will bring together officials from both sides of the border and the Commission in an equal partnership.

    [05] Commission to provide ECU 750,000 to support NGOs in Kosovo and women in Bosnia and Herzegovina

    The European Commission decided to provide approximately ECU 600,000 to help establish Non-Governmental Organisations (NGOs) in Kosovo in order to stimulate the development of civil society there. A NGO Centre will be established and run by Dialogue Development Aid, the Danish charity NGO, in Kosovo to provide documentation and advice for new and existing NGOs from both the Serb and Albanian population groups on developing civil initiatives and civil society. The Centre will also promote links between local and international NGOs. The Centre is a European Union initiative ; it will also be supported by the Open Society Fund and is expected to receive some support from the Governments of Denmark and the United States of America. In Bosnia and Herzegovina, the Commission will earmark ECU 150, 000 to work with the NGO, Biser International, to support women who have been traumatised by the war. Counselling and employment skills will be available at the Musa Women's Centre in Tuzla. There will also be a SOS- helpline and a crèche for young mothers.

    [06] Accises : procédures d'infraction contre l'Italie et la France

    La Commission européenne a décidé d'adresser deux avis motivés (deuxième étape de la procédure d'infraction en application de l'article 169 du Traité de l'Union européenne) à l'Italie et à la France dans le domaine des accises. Dans le premier cas, l'Italie refuse d'exonérer les alcools dénaturés pour les produits cosmétiques en provenance d'autres Etats membres qui n'ont pas été traités selon certains procédés et, dans le deuxième cas, la France applique, depuis le 1er janvier 1998, un système différencié de taxation des cigarettes ayant un effet discriminatoire sur les produits importés. En l'absence d'une réponse satisfaisante dans les deux mois qui suivent la réception de l'avis motivé, la Commission pourrait décider de saisir la Cour de Justice.

    [07] Taxation : infringement proceedings in the value added tax field

    The European Commission has decided to bring actions before the European Court of Justice against Austria for exempting from VAT all transactions involving gold, and against France for not allowing manufacturers to deduct VAT on money-off or cash-back coupons used by consumers. It has also decided to send a reasoned opinion to Germany, for allowing VAT to be deducted on goods and services supplied to persons other than the taxable person, and two reasoned opinions to France, for requiring instruction vehicles to be used exclusively for that purpose in order to qualify for the right to deduct and for applying a reduced rate to appliances for disabled people only where they are reimbursed by the social security system. A reasoned opinion will also be sent to Italy for postponing the refund of tax credits in respect of VAT for longer than allowed by European Union legislation. If a Member State to which a reasoned opinion is addressed does not produce a satisfactory reply within two months of receiving it, the Commission is entitled to refer the matter to the Court of Justice.

    [08] Fiscalité : procédures d'infraction contre la France et le Portugal pour discrimination

    La Commission européenne a décidé de saisir, sur la base de l'article 169 du traité de l'Union européenne, la Cour de Justice européenne à l'encontre de la France pour taxation discriminatoire à l'importation de voitures de forte puissance et d'adresser un avis motivé au Portugal pour discrimination de certains véhicules "monospaces" dans le cadre de l'"impôt automobile". En l'absence d'une réponse satisfaisante dans les deux mois qui suivent la réception de l'avis motivé, la Commission pourrait décider de saisir la Cour de Justice.
