    [01] Réforme de la Commission : le processus s'accélère

    La Commission européenne a adopté un calendrier de mise en oeuvre de sa réforme interne. Ce calendrier concrétise les engagements pris par Jacques Santer, le Président de la Commission, le 11 janvier 1999 devant le Parlement européen. Il couvre l'ensemble des points figurant dans la résolution du Parlement du 14 janvier. "Nous avons commencé à mettre en oeuvre un large programme de modernisation de notre gestion dès 1995. Aujourd'hui nous jetons les bases d'une véritable culture administrative européenne fondée sur l'indépendance, l'efficacité et la transparence", a déclaré Jacques Santer. Parmi les nombreuses mesures annoncées, la Commission adoptera le 3 mars les codes de conduite "commissaires" et "cabinets". Le 28 avril, elle se donnera de nouvelles règles en matière de "personnel extérieur" et adoptera le vade-mecum "bureaux d'assistance technique" (BAT). La refonte du règlement financier sera à l'ordre du jour de la Commission au mois de juin. Par ailleurs, Erkki Liikanen, commissaire responsable du personnel, a donné dès à présent instruction à ses services d'accélérer encore davantage l'instruction des procédures disciplinaires. Enfin, la Commission a rappelé qu'elle coopérera pleinement avec le Comité d'experts indépendants créé sous les auspices du Parlement et les siens. Le Président a répété l'engagement ferme qu'il a pris au Parlement le 14 janvier dans les termes suivants : "Un mot sur l'idée du Comité des Sages. Je l'accepte car elle nous permettra de mettre à plat nos méthodes, à améliorer notre gestion, à jeter un oeil critique sur la lutte anti-fraude. Le Comité aura accès à tous les documents, sans exception. Je le dis sans équivoque : les recommandations du Comité seront suivies d'effet."

    [02] Commission adopts a Communication on "Directions towards sustainable agriculture"

    The European Commission has adopted a Communication to the Council of Ministers and the European Parliament on "Directions towards sustainable agriculture". The purpose of the Communication is to elaborate on the approach taken by the Commission to the integration of environment in agriculture in its Agenda 2000 proposals. The need to integrate environmental concerns into agricultural policy was underlined in recent European Councils in Cardiff and Vienna. Sustainable development was made an objective of the European Union in the Amsterdam Treaty. The Communication shows how environmental considerations have become a major concern for the Common Agricultural Policy, particularly in the context of the Agenda 2000 reforms. On the one hand, agriculture and forestry policies need to become more sensitive to their environmental impact while, on the other, their abandonment threatens, in many areas, landscapes and biodiversity which have been shaped over centuries.

    [03] La Commission donne son feu vert à l'acquisition de London Electricity par Electricité de France

    Après avoir examiné l'opération en vertu du règlement sur le contrôle des concentrations, la Commission a autorisé l'acquisition de London Electricity par Electricité de France (EdF). EdF est un groupe français, dont l'activité principale est la production, le transport, la distribution et la fourniture d'électricité en France. Il fournit également une petite partie de la demande britannique d'électricité, par le biais du câble d'interconnexion reliant la France et le Royaume-Uni. London Electricity (LE) distribue et fournit de l'électricité en Angleterre et au Pays de Galles, principalement dans la région de Londres. Elle est l'une des douze sociétés régionales d'électricité (des 'REC') opérant en Angleterre et au Pays de Galles.

    [04] Commission proposal for distribution of lorry permits for transit through Switzerland

    The European Commission has made a proposal for the fair distribution of permits between the Member States of the European Union (EU) for heavy goods vehicles to circulate on Swiss territory. The Agreement reached with Switzerland in December 1998 grants unlimited access to the Swiss road network with 40 tonne lorries from 01/01/2005. From 2000 to 2004 a fixed number of permits will be issued annually for EU lorries to circulate on Swiss territory. A fixed number of permits granting transit for empty and light lorries at a reduced infrastructure charge, also for the years 2000- 2004, will also be granted. The total number of permits for EU lorries of up to 40 tonnes is set at 250,000 for the year 2000, 300,000 for 2001 and 2002, and 400,000 for 2003 and 2004. Each permit shall be valid for either one transit journey or one round-trip bilateral journey in Switzerland. The Commission proposes that each Member State shall be given a minimum quantity of 1,500 permits per year to ensure that all Member States shall benefit from the increased weight limits. Half of the remaining permits shall then be distributed according to the needs for bilateral trade and the other half according to the needs for transit traffic through Switzerland. For empty and light lorries there will be 220,000 permits for empty and light lorries to transit Switzerland at a reduced infrastructure charge for each year 2000-2004. The Commission proposes that these shall be distributed proportionally amongst the Member States according to the current distribution by nationality of empty lorries and lorries under 28 tonnes weight transiting Switzerland.

    [05] Commission authorises the acquisition of shares from Elsa Elbe-Saale Recycling GmbH by Alba AG & Co. KG

    The European Commission has approved the acquisition of 50% of the shares of Elsa Elbe-Saale Recycling GmbH, a wholly owned subsidiary of Otto, by Alba AG & Co. KG. As the parties combined market shares will be low the merger will not give rise competition problems.

    [06] La Commission autorise l'entreprise commune créée entre Pechiney et Samancor dans le secteur du silicium-métal

    La Commission européenne a décidé d'autoriser l'entreprise française Pechiney Electrométallurgie (PEM) et l'entreprise sud-africaine Samancor Ltd (Samancor) à créer une entreprise commune dans le secteur du silicium- métal. PEM fabrique des ferro-alliages, des corindons, du silicium-métal et du magnésium. Samancor, qui appartient au groupe Billiton, produit un certain nombre de minéraux, tels que du chrome, du manganèse et des minerais de manganèse, du ferrochrome et des alliages de ferromanganèse, ainsi que du silicium-métal. L'opération notifiée consiste pour les parties à regrouper leurs activités dans le domaine du silicium-métal au sein de la nouvelle entreprise commune.
