[01] The Year 2000-problem and key infrastructures
The European Commission adopted a report to the European Council in Cologne
on the state of preparedness of key infrastructures for the Year 2000
Computing Problem, the so-called "Millinium Bug". The report notes that
there have been positive developments in most areas : coordination is
increasing, vital infrastructures are being audited, testing programmes
carried out, and wider information is becoming available. However reasons
for concern remain the fact that not all sectors in all Member States
expect to be totally ready in time and the lack of available (verifiable)
information on the situation, particularly in relation to the potential
spill-overs between sectors and between countries. With regard to the
situation beyond the European Union's external borders, the safety issues
in nuclear installations (power plants and other nuclear facilities) and
power grids in Eastern Europe and the former Soviet Union are of the most
concern. The report concludes that work should intensify both in the
private and public sectors, to share information and to coordinate actions,
in particular with regard to the cross-border aspects of contingency and
emergency planning. Member States should continue to make available the
necessary information on the state of preparedness of their vital
infrastructures and services in areas like energy, water, telecommunications
and transport. Member States should continue to make available technical
expertise to assist in the auditing of nuclear installations in Eastern
Europe and the former Soviet Union countries, under coordination of the
International Atomic Energy Agency in Vienna.
[02] La Commission a adopté une décision négative à l'égard des aides
octroyées à Seleco S.p.a., Friuli- Venezia Giulia, Italie
La Commission européenne a décidé de clôturer avec une décision
partiellement négative la procédure ouverte en 1994 et étendue en 1998 à
l'égard des aides octroyées à Seleco S.p.a., société en liquidation depuis
le 17 avril 1997. Seleco S.p.a. est active dans le marché de l'électronique
de consommation (téléviseurs couleurs, décodeurs de programmes criptés,
projecteurs et moniteurs). Dans sa décision, la Commission a demandé la
récupération des aides déclarées incompatibles auprès de Seleco et
subsidiairement de Multimedia, société dans laquelle Seleco, un an avant sa
faillite, avait apporté ses actifs les plus rentables.

[03] La Commission autorise La Poste et Correos y Telégrafos à créer une
entreprise commune
La Commission européenne a autorisé l'opérateur public espagnol des postes,
Correos y Telégrafos (Correos), à devenir actionnaire de Jet Worldwide
España, une filiale de la société française La Poste. En échange d'une
participation de 50% dans la société, Correos transférera intégralement ses
activités de livraison express "d'entreprise à entreprise" à l'entreprise
commune nouvellement créée, Chronopost España. Par l'intermédiaire de la
société détenue conjointement, La Poste vise à renforcer sa position sur le
marché espagnol de la livraison express de documents et de colis, tandis
que Correos bénéficiera du réseau international de livraison de la filiale
Chronopost de La Poste. L'opération ne pose aucun problème de position
dominante sur le marché.
