[I] Résultats de la Commission de ce jour - Outcome of today's Commission
meeting
[01] La Commission propose une stratégie de lutte contre le dopage dans le
sport
La Commission européenne a adopté une communication définissant un plan
d'appui communautaire de lutte contre le dopage dans le sport. L'action
communautaire complète les dispositifs des Etats membres et des
organisations sportives. Elle consistera principalement en une mobilisation
accrue des instruments communautaires (recherche, éducation/formation,
jeunesse, coopération policière et judiciaire, santé publique). Cette
action s'appuiera aussi sur une coopération européenne plus large, en
particulier avec le Conseil de l'Europe, et sur la nouvelle agence mondiale
antidopage. Le Collège a dans ce contexte habilité Mme Viviane Reding,
Commissaire chargée de l'Education et de la Culture, responsable des sports,
à communiquer formellement au Président du Comité International Olympique
(CIO) la participation de la Commission à l'Agence mondiale antidopage en
tant qu'observateur.
[02] Rapport d'Helsinki sur le sport : la Commission en faveur d'une
nouvelle approche
La Commission européenne a adopté un rapport sur la sauvegarde des
structures sportives et sur le maintien de la fonction sociale du sport
dans le cadre communautaire. Ce rapport va être remis aux chefs d'Etat et
de gouvernement lors du prochain Conseil européen d'Helsinki. Ce rapport
demande une convergence des efforts de l'Union européenne, des Etats
membres et des fédérations sportives pour préserver le rôle social du sport
dans son nouvel environnement économique.
[03] La Commission définit le cadre de sa politique environnementale dans
le transport aérien
La Commission européenne a adopté une Communication sur les transports
aériens et l'environnement face aux enjeux de développement durable. La
Communication tâche de concilier de façon pragmatique compétitivité du
transport aérien et améliorations environnementales. Elle vise à définir,
en accord avec les autres institutions, les priorités et les calendriers
des initiatives législatives à lancer à partir du deuxième semestre 2000.
Le cadre de travail proposé devra faire l'objet fin 2001 d'une évaluation
des résultats atteints au niveau international et leur compatibilité avec
les exigences européennes.
[04] Quinze Etats, un ciel unique européen
En adoptant la communication sur la création d'un ciel unique européen, la
Commission européenne s'attaque résolument aux retards très importants de
ces dernières années et appelle les Etats membres à un geste politique
majeur. Afin d'éviter une nouvelle crise l'été prochain, la communication
rappelle l'urgence de prendre rapidement les mesures techniques et
opérationnelles appropriées. Mais elle préconise surtout d'agir plus
radicalement sur la cause profonde des retards et d'organiser la gestion
collective de l'espace aérien, en affirmant que l'UE "ne peut maintenir
dans son ciel les frontières qu'elle a su supprimer sur son sol".
[05] Commission authorises the AlliedSignal/Honeywell merger, subject to
substantial conditions
The European Commission has decided to authorise the merger between
AlliedSignal Inc. and Honeywell Inc., both US firms. The authorisation is
subject to compliance with a number of commitments. The commitments were
necessary because the Commission's in-depth investigation raised serious
doubts about the creation or strengthening of a dominant position on
particular markets for avionics products. The undertakings offered by the
parties are sufficient to lift the Commission's concerns about the
compatibility of the operation under the EC merger regulation.
[06] Proposition de directive sur le droit au regroupement familial
La Commission européenne a adopté une proposition de directive du Conseil
sur le droit au regroupement familial. Il s'agit de la première initiative
présentée par la Commission dans le domaine de la politique d'immigration
depuis l'entrée en vigueur du Traité d'Amsterdam. Elle s'inscrit dans la
lignée des objectifs fixés par les chefs d'Etat et de gouvernement réunis
lors du Conseil européen extraordinaire de Tampere, les 15 et 16 octobre
1999.

[07] Commitments by Japanese and Korean Car Manufacturers to reduce CO²
emissions comply with EC Competition rules
The Associations of Japanese and Korean Automobile Manufacturers have made
voluntary commitments to reduce carbon dioxide (CO²) emissions from new
passenger cars sold in the European Union. The commitments correspond to
those made in 1998 by the Association of European Automobile Manufacturers
(ACEA). The European Commission takes the view that these commitments
comply with EU Competition rules.
[08] 12 candidate countries support Commission text in Seattle
European Commissioner for Agriculture, Franz Fischler, welcomes the solid
support of the 12 candidate countries to the European Union's position on
the text that will launch the next round of WTO negotiations on
agriculture. The EU and the 12 candidate countries members of WTO share a
firm commitment to negotiate further liberalisation of agricultural trade
on the basis of what was decided in the Uruguay Round. This means that the
reduction in support and protection should be conditioned by other concerns,
notably for multifunctional role of agriculture, food safety and support
for animal welfare.
[09] EU puts sustainability at heart of its approach to Seattle
The European Union is determined to ensure future liberalisation has
positive effects on society and the environment as well as on economic
growth. It is therefore placing sustainability as a top priority at this
week's global trade talks in Seattle. The European Commission, the EU's
executive body, has commissioned a new Sustainability Impact Assessment.
This report, just published by the University of Manchester, UK, concludes
that trade liberalisation has a broadly - though not universally - positive
impact on economic growth and significant consequences for sustainable
development.
[10] First joint visit of an Israeli and a Palestinian Minister to the
Commission
The Israeli Minister of Justice, Mr Yossi Beilin, and the Palestinian
Minister of Justice, Mr Freih Abu Medein, are visiting the European
Commission's headquarters in Brussels on 1 and 2 December 1999. This is the
first time that Israelis and Palestinians will hold a joint visit at
ministerial level to the European Union's executive body. This
unprecedented event confirms the growing momentum of Israeli-Palestinian
relations in the past months as well as the continued involvement of the EU
in the Middle East Peace Process. The two ministers will hold a joint and
bilateral meeting with Commissioner Antonio Vitorino, in charge of the
Justice and Home Affairs portfolio. The parties will explore possibilities
for trilateral cooperation. Beilin and Abu Medein are expected to ask for
European support for the planned Legal Liaison Office (LLO). The LLO will
bring Israeli and Palestinian jurists together to help create and regulate
the infrastructure for joint legal cooperation, to propose legislation for
faciliation for economic and trade relations and to assist cooperation in
special cases such as child custody and labour issues.
