    [01] Fonds structurels : la Commission adopte les nouvelles orientations pour les "actions innovatrices" dans les régions pour la période 2000-2006

    La Commission européenne a adopté de nouvelles orientations pour des actions soutenues par l'Union européenne pour promouvoir l'innovation dans les régions. Un financement de l'ordre de 400 millions d'euros sera mis à disposition des régions à partir des fonds structurels pour développer des actions innovatrices pour la période 2000-2006. Cette politique, qui fait suite aux conclusions du Conseil européen de Lisbonne, visera les régions les moins compétitives et aura comme objectif principal de contribuer à réduire leur "déficit d'innovation" par rapport au reste de l'UE.

    [02] Pour un traité fondamental pour l'UE : contribution complémentaire à la CIG

    La Commission européenne a approuvé une communication sur la réorganisation des traités européens. Cette contribution donne suite au rapport de l'Institut universitaire européen de Florence, remis à la Commission le 15 mai dernier. Sans se prononcer sur les choix qui ont été effectués par l'Institut de Florence, la Commission estime que la conférence intergouvernementale actuelle devrait établir des modalités de procédure et un calendrier pour engager ultérieurement ce travail, sans interférer avec le processus d'élargissement en cours.

    [03] Commission releases list of banks in cartel investigation

    The European Commission today released the list of banks which have received statements of objections in relation to a cartel investigation into the fixing of charges for exchanging currencies in the euro zone. Such statements are a step in antitrust proceedings and do not prejudge the final outcome of the investigation.

    [04] Commission approves e-commerce joint venture between Deutsche Bank and SAP

    The European Commission has given the go-ahead to the joint venture emaro between Deutsche Bank and the software company SAP, which is also established in Germany. With emaro Deutsche Bank and SAP will have an electronic trading platform where suppliers of office equipment (furniture, office material, computer hardware and software) can do on-line business with customers. The transaction does not give rise to any competition concerns since the activities of the two parent companies do not overlap in any of the relevant markets.

    [05] Directive "habitats" : la Commission prend des mesures à l'encontre du Portugal et de l'Espagne

    La Commission européenne a décidé d'envoyer un avis motivé (deuxième lettre de mise en garde) au Portugal pour n'avoir pas proposé suffisamment de sites à protéger dans le cadre du réseau communautaire connu sous le nom de Natura 2000. Ce réseau aurait dû voir le jour en juin 1998. La Commission a également décidé de transmettre un avis motivé à l'Espagne pour non-respect d'autres dispositions de la directive "habitats", notamment en ce qui concerne les habitats d'une espèce menacée de poissons (Valencia hispanica - cyprinodonte de Valence), dont la survie est compromise par des projets de développement du littoral dans la région de Peñíscola (Castellón).

    [06] Commission again takes action against Italy and Ireland for failure to respond to Commission queries on environmental complaints

    The European Commission has decided to send a Reasoned Opinion (second warning letter) to Italy and Ireland because these Member States have failed to respond to Commission letters requesting environmental information. Article 10 of the EC Treaty requires Member States to actively cooperate with the Commission in dealing with complaints. The decision reflects the Commission's concern that, in the cases concerned, it is not receiving the usual degree of cooperation it expects from Member States.

    [07] Accord de principe entre les autorités luxembourgeoises et la Commission sur l'idée de définition d'une stratégie d'ensemble concernant le développement de la présence de la Commission à Luxembourg dans les années à venir

    Le Vice-Président de la Commission européenne Neil Kinnock a rencontré successivement le Premier Ministre luxembourgeois M. Jean-Claude Juncker, la Ministre des Affaires étrangères Mme Lydie Polfer et la Ministre des Travaux publics, Mme Erna Hennicot. Le développement d'une stratégie d'ensemble visera à assurer la pérennité, tant quantitative que qualitative des services de la Commission travaillant à Luxembourg, et à aboutir à une plus grande cohérence et efficacité, notamment en assurant pour le personnel le meilleur environnement de travail possible. Cette stratégie devrait être présentée au Collège à la fin de l'année et sera définie en concertation avec le gouvernement luxembourgeois, les représentants du personnel et les autres institutions européennes.

    [08] Commission proposes negotiations with Switzerland on fight against financial crime

    Organised fraud, smuggling and other illegal activities, involving Switzerland as a base outside the European Union, have assumed sizeable proportions. Given the intensity of economic relations between the EU and Switzerland, which will shortly be strengthened by the entry into force of seven new bilateral agreements (COM(1999)229 final), measures to improve cooperation against fraud and financial crime are in the interest of both the EU and Switzerland. On proposal of European Commissioners for Budget Michaele Schreyer and External Affairs Chris Patten, in agreement with Justice and Home Affaires Commissioner António Vitorino, the Commission therefore adopted today a recommendation to the Council, proposing a mandate to open negotiations with Switzerland on an anti-fraud agreement. This follows a series of EU initiatives taken since 1997 to meet the need for improved cooperation with Switzerland on financial crime affecting the EU's financial interests.

    [09] Commission promotes Intellectual Property Rights in Bangladesh and Sri Lanka

    Chris Patten, European Commissioner responsible for External relations, has signed Financing Agreements with Bangladesh and Sri Lanka as part of a euro 2 million, five year economic cooperation programme between the European Union and South Asia, in the field of Intellectual Property Rights (IPR). The EU is providing a contribution of euro 750,000 for specific activities in Bangladesh and euro 570,000 for activities in Sri Lanka. The purpose is to enhance investment and commercial exchanges between the EU and South Asia countries and to facilitate further transfer of technology by upgrading the IPR system in line with the EU standards and practices.

    [10] EU-China Scholarship 2000

    Chris Patten, European Commissioner for external relations, and Mr Shi Guansheng, Minister of Foreign Trade and Economic Cooperation of the People's Republic of China, signed a Financing Agreement for a euro 32 million Scholarship Programme that will enable some 2000 Chinese students to complete their studies or conduct research in Europe. Chris Patten said : "Today's students are tomorrow's leaders. This programme will give 2000 members of the younger generations of China the chance to study in Europe and gain a first-hand knowledge of Europe's countries, institutions, governments, history and culture. The experience they take home with them will go a long way towards creating the mutual understanding which is necessary if Europe's relationship with China is to flourish". The programme will grant 2000 short term (3 months) and long term (10 months) scholarships for research, postgraduate courses and advanced training in the fields of Natural sciences and Technology, Business administration and Law, Social sciences and Humanities, and European Studies.
