[01] Commission sets out tailor-made nuclear safety strategy and streamlines assistance to candidate countries and Newly Independent States

The European Commission has adopted a new Communication on nuclear safety in the candidate countries and the Newly Independent States (NIS). This Communication sets out recent achievements, presents the overall policy approach of the Commission and proposes new ways to streamline the delivery of assistance in this area. It also responds to requests made by the European Parliament and the Court of Auditors.

    [02] Commission proposes post-ECSC framework

The European Commission is proposing a comprehensive framework on financial and research activities after the expiry of the Treaty on the European Coal and Steel Community. The Treaty, which will run out on 23 July 2002, will not be renewed. The coal and steel sector will be placed under the Treaty establishing the European Community. The assets of the ECSC, around euro 1.6 billion, will be transferred to the EU and the Commission will be entrusted with the management of these funds. Net revenue from this fund, which is estimated at around euro 45 million per year, will be used to finance research projects in the coal and steel sectors. It will also be managed by the Commission. These research activities will be aimed at boosting competitiveness, growth and employment in the coal and steel industries.

[II] Other news - Autres nouvelles

[03] Commission calls for clear labelling of eggs

The European Commission has adopted a proposal for the compulsory labelling of the farming method used to produce eggs. It would replace the existing voluntary scheme. The method by which hens are farmed has become a major factor in how people choose which eggs they buy. Clear and unambiguous labelling is therefore essential for consumers to make an informed choice. Commenting on today's proposal, EU Commissioner for Agriculture, Fisheries and Rural Development Franz Fischler said : "Consumers increasingly care about the way eggs are produced. This proposal underlines our determination to provide maximum information, giving consumers the right to choose. This compulsory labelling scheme will back up the animal welfare rules we agreed last year to protect laying hens". The obligation will apply to all eggs marketed in the EU including those from third countries. The proposal also includes provisions to simplify the marketing of eggs.

[04] Water pollution by nitrates : Commission moves against Finland

The European Commission has decided to send a second warning letter (reasoned opinion) to Finland for non-respect of the European Union's Nitrates Directive. Finnish rules are not sufficiently strict in relation to storage capacity for animal manure, the periods of prohibition on land spreading, and the restrictions on land application of fertilizers do not go far enough to avoid nitrate pollution. The decision is the latest in the Commission's ongoing concerted efforts to reduce water pollution by nitrates from agriculture across the EU. Most Member States are also the subject of legal action by the Commission.

[06] Commission adopts further rural development programmes

The European Commission has today adopted the following rural development programmes for the period 2000-2006 : France, National Rural Development Plan (total cost euro 12694,4 million ; EU contribution euro 4995 million) ; Italy, Tuscany (total cost euro 730,41 million ; EU contribution euro 328, 93 million) ; Italy, Piemont (total cost euro 868 million ; EU contribution euro 363 million) ; Germany, Saxony-Anhalt (total cost euro 235 million ; EU contribution euro 175 million) ; Germany, Saxony (total cost euro 443,86 million ; EU contribution euro 330,5 million) ; Germany, North Rhine Westphalia (total cost euro 940 million ; EU contribution euro 302,5 million) ; Germany, Bavaria (total cost euro 3269 million ; EU contribution euro 1634,5 million) ; Germany, Baden-Wurttemberg (total cost euro 1890 million ; EU contribution euro 763 million).
