[I] Résultats de la Commission de ce jour - Outcome of today's Commission
meeting
[01] Commission reviews strategy and calls for actions to stimulate
development of risk capital in Europe
Although 1999 was a good year for the EU risk capital market, the gap with
the US, particularly in the early stages, remains as large as ever. In a
Communication to the Council the European Commission argues that more needs
to be done to create an environment favourable to creating and sustaining
new and innovative businesses in Europe. According to Pedro Solbes,
Commissioner for Economic and Monetary Affairs, "there is a need for
further progress in implementing relevant structural reforms, in financial-
market integration and in promoting a culture of entrepreneurship." Frits
Bolkestein, Commissioner for Internal Market, stresses that "timely
implementation of the Financial Services Action Plan by 2005 will do much
to foster a more integrated EU risk capital market". Member States are
asked to act in three priority areas : (i) the easing of quantitative
constraints on institutional investment in equity capital ; (ii) the
softening of bankruptcy laws to allow failed entrepreneurs a second chance
(while affording adequate protection of creditors' rights) ; and (iii) the
development of a fiscal framework more conducive to investment and
entrepreneurship.
[02] Commission reviews EU financial instruments for SMEs and sets
framework for future action
In a Communication to the Council the European Commission reviews EU
financial instruments related to SMEs, whether managed by the EIB, the EIF
or the Commission, and sets up a framework for future EU action. SME
support should be offered through four windows (loans, equity, guarantees,
grants). According to Pedro Solbes, Commissioner for Economic and Monetary
Affairs, "Community financial instruments must play a catalyst role and
work with the market to create the right conditions and encouragement for
the private sector to fulfil its potential." Recommendations are made under
three headings : (i) measures to refocus the available financial
instruments on the political priorities identified at the Lisbon European
Council, (ii) measures to improve the coherence and coordination between
the various EU financial instruments and (iii) measures to enhance the
visibility and accessibility of EU actions.
[03] Prolongation jusqu'en décembre 2000 de l'aide accordée aux pêcheurs
touchés par le non-renouvellement de l'accord sur la pêche conclu avec le
Maroc
La Commission européenne a autorisé la prolongation du régime d'aides
allouées par l'Espagne et le Portugal à leurs ressortissants propriétaires
de bateaux et pêcheurs dont les activités avaient pris fin lorsque l'accord
sur la pêche conclu entre l'Union européenne et le Maroc a expiré le 30
novembre 1999. Le premier régime d'aide temporaire couvrait la période se
terminant au 30 juin 2000. L'aide sera désormais prolongée jusqu'au 31
décembre 2000. Les aides nationales seront complétées par l'UE dans le
cadre de l'Instrument Financier d'Orientation de la Pêche (IFOP). Le régime
d'aide total se monte à 55 millions d'euros pour l'Espagne et à 5,5
millions d'euros pour le Portugal.
[04] Multiannual support programme for Colombia
The European Commission has endorsed the approach proposed by External
Relations and Development Commissioners Chris Patten and Poul Nielson to
grant substantial aid to Colombia in support of the peace efforts
undertaken by President Pastrana. Following a donors' meeting held in
Madrid on 7 July, the Commission took the initiative in coordinating a
European Aid Package to Colombia, which would encompass contributions from
the Commission and the 15 Member States. The Commission proposal is likely
to be one of the highest contributions to the overall EU package of aid,
which will be announced at a meeting scheduled for the 24th of October in
Bogota.
[05] Commission approves aid to R&D-project of Océ NV
The European Commission has decided to approve the Dutch government's
proposal to give aid of euro 22.7 million to Océ, a company producing
mainly copiers and printers for office and specialised uses, for a research
and development project concerning colour inkjet printing technology. The
Commission has assessed the nature of the R&D and concluded that the
research can be classified as 'pre-competitive development', because of the
technical challenges of the project. The Commission also concluded that the
aid would have an incentive effect on the company. As eligible costs are
expected to amount to euro 95.1 million, the aid-intensity is 24%. Given
these facts, the Commission concluded that the aid could be approved on the
basis of its guidelines for aid to R&D.
[06] Commission opens State aid proceedings on Regional Venture Capital
Funds in England
The European Commission has decided to open the formal State aid procedure
on a venture capital scheme notified by the UK authorities. Under the
proposed scheme at least one risk capital fund aimed at SMEs and financed
by the Government and private investors will be set up in each of the
English regions. Although the Commission is in favour of promoting the
supply of venture capital to SMEs, it believes that care is needed when
state aid is proposed to fulfil this objective. In the current case the
state aid proposed does not fall within the existing rules for state aid
which can be found compatible with the Treaty.
[07] Commission approves continuation of British R&D support scheme
The European Commission has approved a further five-year (from fiscal year
2000/2001 to fiscal year 2004/2005) refinancing of the "LINK" collaborative
research scheme in the United Kingdom. The scheme aims at stimulating R&D
collaboration between research centres and industry. It provides for
support, through grants, to industrial research projects in key areas of
science, technology and engineering with aid intensities up to 50%. Each
supported project has to include at least one research centre and one
industrial company. The scheme complies with the provisions of the
Community Framework for State Aid for Research and Development.

[08] Romano Prodi on Middle East Summit
European Commission President Romano Prodi issued yesterday the following
statement : "I welcome the result of the Sharm El-Sheikh Summit. I thank
all those involved in the Summit - including the High Representative of the
Council Javier Solana - for the efforts they have made to reach this
agreement to end violence in the region. I praise both parties for their
courage. Now the priority must be to resume the peace process. If the
parties show real determination to implement today's agreement, it will be
possible to restore momentum to that process. The Commission reaffirms its
willingness to cooperate with the parties and tackle all the crucial
challenges facing the region. We will do everything in our power to help."
[09] Romano Prodi favorable à plus d'éthique dans les sciences et
technologies
Le Président de la Commission européenne Romano Prodi, en se rendant ce
mercredi 18 octobre à une séance du Groupe Européen d'Ethique (GEE), réuni
au siège de la Commission à Bruxelles, a tenu à souligner l'importance de
l'éthique des sciences et des technologies, comme partie intégrante de la
construction d'une Europe Démocratique. Le GEE, présidé par Noëlle Lenoir
(France) et composé en outre de 11 autres membres, joue un rôle consultatif
auprès de la Commission ainsi qu'éventuellement auprès du Parlement
européen et du Conseil de Ministres. Le Président a d'abord marqué son vif
intérêt pour l'avis que le GEE prépare actuellement sur la délicate
question de la recherche sur les cellules souches humaines, voie
scientifique prometteuse mais qui soulève de nombreuses questions éthiques.
L'avis, destiné aux instances communautaires, sera rendu public à Paris le
14 novembre prochain, et également officiellement remis aux autorités
politiques de la France, dans le cadre de la présidence française de l'UE.
Cette remise officielle donnera lieu à une conférence de presse dans les
locaux parisiens de la représentation de la Commission.
[10] Fonds structurels : signature du Cadre Communautaire d'Appui des
régions espagnoles de l'Objectif 1 pour la période 2000-2006
Michel Barnier, Commissaire européen chargé de la Politique régionale, a
signé aujourd'hui la décision d'approbation du Cadre Communautaire d'Appui
2000-2006 des régions espagnoles de l'Objectif 1 en présence de M.
Cristóbal Montoro, Ministre des Finances du Gouvernement espagnol. Cette
décision confirme l'approbation de principe donnée par la Commission en
juillet dernier pour la nouvelle stratégie de développement de 12 régions
espagnoles. Ces 12 régions couvrent 76% de la superficie du pays et
regroupent 58,5% de sa population. Ce Cadre Communautaire d'Appui prévoit
que l'Union européenne alloue 39.548 millions d'euros à prix courants
(41.269 millions d'euros incluant la réserve de performance) aux régions
concernées, et constitue le plus important instrument financier
communautaire d'aides structurelles pour la période 2000-2006. Au total,
l'intervention de ces crédits communautaires permettra de mobiliser 84.754
millions d'euros (86.475 millions d'euros incluant la réserve de
performance) en provenance de l'Union européenne, des autorités espagnoles
chargées des politiques de développement et du secteur privé.
[11] Commission participates in "Training for entrepreneurship" Forum in
Nice on 19-20 October 2000
The Forum on "Training for Entrepreneurship", to be held in Nice-Sophia
Antipolis (France) on the 19th and 20th of October, 2000, will address the
role of education and training systems in promoting entrepreneurship. The
event is jointly organised by the French Ministry of Economy, Finance and
Industry, and by the European Commission. Participants will include
representatives of public authorities and agencies, representatives of
business associations, professional organisations, educational institutions,
consultants, entrepreneurs, EU and Member States' officials. They will
identify good practices, discuss issues and compare policies and
performances.
[12] Financement d'un projet pour la création d'un "Laboratoire européen de
soutien aux juridictions pénales internationales"
La Commission européenne vient de décider, dans le cadre de l'action
"Soutien aux activités des Tribunaux Pénaux Internationaux et la mise en
place de la Cour Pénale Internationale" un financement de 551.062 euros
pour la création d'un "laboratoire européen de soutien aux juridictions
pénales internationales". Le laboratoire effectuera la recherche et
l'échange d'informations sur les activités des tribunaux criminels
internationaux. Le projet prévoit la création d'une équipe de recherche
européenne d'experts en droit pénal international ainsi que de deux
cabinets de consultation de droit pénal au service des universités de Paris
et de Naples.
[13] Réunion ministérielle UE/CEDEAO (Communauté économique des Etats de
l'Afrique de l'Ouest)
La première réunion ministérielle UE/CEDEAO s'est tenue à Abuja (Nigéria)
le 16 octobre 2000. L'UE est le premier partenaire de l'Afrique occidentale
dans le domaine de la coopération au développement ainsi qu'en matière
commerciale. Les principaux sujets traités lors de la réunion ont été :
l'évolution du cadre institutionnel entre les deux parties, la situation
dans la région et la question de la prévention des conflits. L'UE a en
outre encouragé les Etats de la CEDEAO à mettre en oeuvre la stratégie
régionale en vue de la création d'un marché commun à l'échelle de toute la
région. A cet égard, en marge de la réunion, une convention de financement
d'un montant de 1,95 million d'euros a été signée dont le but est de
renforcer les capacités de la CEDEAO dans le domaine de l'intégrité
régionale.
[14] Chris Patten on Hong Kong and ASEM Summit
European Commissioner for External Relations Chris Patten delivered today a
speech to the European Chamber of Commerce in Hong Kong on "The EU and Asia
- the new Millennium". He commented on the situation in Hong Kong,
explained why Asia matters to Europe, and highlighted the European
Commission's expectations ahead of the Asia-Europe Meeting (ASEM) to be
held on 19-21 October in Seoul, Korea.
