  • [01] Commission moves quickly to respond to the earthquake in El Salvador The European Commission has moved quickly in response to the earthquake which struck El Salvador on Saturday 13 January. As soon as the catastrophe occurred, the Humanitarian Aid Office arranged for an expert to be sent to the crises zone for an emergency initial assessment, to identify the most pressing needs. Following up on President Romano Prodi's commitment, made on 14 January (see IP/01/47) during his visit to Morocco, a rapid decision to allocate humanitarian aid worth euro 2 million is being prepared. This money will cover the provision of drinking water and sanitation, shelter, food aid and medical supplies. This initial decision will be followed up by further commitments depending on the needs identified. On Wednesday, a further team of experts will be dispatched to carry out a more thorough assessment. In the meantime, ECHO is in contact with its partners already present in the region in order to co-ordinate relief efforts. It is likely that ECHO humanitarian operations will be implemented, among others, through the Red Cross Family, Médecines Sans Frontières (MSF) and Médecines du Monde (MDM).
  • [02] Signature de trois conventions de financement de projets de coopération UE-Algérie A l'occasion de sa visite en Algérie les 12 et 13 janvier 2001, le Président de la Commission européenne, M. Romano Prodi, et M. Abdelaziz Belkhadem, ministre algérien des Affaires étrangères, ont procédé à la signature de trois conventions d'un montant total de 30 millions d'euros portant sur le financement des projets suivants : consolidation de la réforme des télécommunications et des services postaux et développement de la société de l'information (17 millions d'euros) ; programme d'appui aux journalistes et à la presse indépendante en Algérie (5 millions d'euros) ; appui à la modernisation de la police scientifique algérienne (8 millions d'euros).
  • [03] Romano Prodi signe trois conventions de financement de projets au Maroc pour une valeur de 109 millions d'euros Le Président de la Commission européenne, M. Romano Prodi, et M. Abderrahmane Youssoufi, premier ministre marocain, ont signé le 14 janvier 2001 à Rabat trois conventions de financement inscrites dans le cadre du Programme MEDA I (1996-99) et MEDA II (2000-2002). Le programme MEDA tient compte des grandes priorités du Gouvernement et a pour but principal d'encourager et soutenir la transition économique des pays partenaires méditerranéens et la réforme des structures économiques et sociales, en vue de l'établissement d'une zone de libre-échange avec l'Union européenne. Les trois projets déjà approuvés vont bénéficier de 109 Millions d'euros de subventions, soit plus de 1 milliard de dirhams. Ils concernent les domaines suivants : appui aux réformes du secteur financier (52 millions d'euros) ; appui aux réformes dans le secteur de la santé et de l'assurance maladie (50 millions d'euros) ; habitat social à Tanger (7 millions d'euros).
  • [04] Commission clears merger between United Airlines and US Airways subject to conditions The European Commission has authorised UAL Corp., whose principal operating subsidiary is United Airlines Inc., to acquire US Airways Group Inc. The Commission's review has shown that the operation could raise competition concerns on four transatlantic routes (Frankfurt-Philadelphia, Charlotte and Pittsburgh and Munich- Philadelphia). But United submitted undertakings in the form of slot divestitures at Frankfurt and Munich which will facilitate the entry of new competitors on those routes.
  • [05] Directive "habitats" : les législations suédoise et française mises en cause par la Commission La Commission européenne a décidé de déposer une première demande auprès de la Cour de justice européenne à l'encontre de la Suède et d'envoyer en deuxième instance un avis motivé (deuxième lettre d'avertissement) à la France, au motif que ces deux pays n'ont pas correctement transposé dans leur législation nationale la Directive "habitats" de l'Union européenne. Commentant ces décisions, Margot Wallström, commissaire de l'environnement, a fait la déclaration suivante : "Il est essentiel que les législations nationales soient correctement adaptées pour pouvoir appliquer la Directive "habitats". J'appelle la France et la Suède à faire leur possible pour mettre rapidement leur législation en conformité avec les exigences de la Directive."
  • [06] Loyola de Palacio and Bill Richardson meet on oil prices Loyola de Palacio, vice-president of the European Commission in charge of Energy and Transport, and Bill Richardson, US Secretary of Energy, met Friday at the headquarters of the Commission in Paris to discuss the oil market situation. "Because the market is still volatile, producing nations should be extremely careful about cutting production and should consult with the countries that will feel the greatest impact. Precipitous action to severely decrease world production levels at a time when inventories are building will increase volatility and raise prices, hurting both producer and consumer countries and the developing world", said Loyola de Palacio.
  • [07] Aide humanitaire au Pérou : la Commission octroie 1.320.000 d'euros La Commission européenne a approuvé une décision de 1.320.000 d'euros en faveur des populations les plus vulnérables frappées par les changements bio-climatiques intervenus depuis 1997 dans le pays. Les régions les plus pauvres sont particulièrement touchées par les conséquences du phénomène "El Niño". Près de 100.000 enfants bénéficieront de ce nouveau programme d'assistance. Géré par l'Office d'aide humanitaire de l'UE (ECHO), ce financement permettra au cours des six prochains mois d'intervenir dans les secteurs prioritaires suivants : aide médicale d'urgence, réhabilitation agricole et sécurité alimentaire. Les partenaires d'ECHO pour cette opération sont Médecins du Monde (Espagne) et la Croix Rouge allemande. Depuis 1997, ECHO a financé plusieurs opérations humanitaires au Pérou pour faire face aux dommages et dévastations causées par El Niño. Suite à cette nouvelle décision, le montant global de l'aide allouée par l'Office d'aide humanitaire s'élève à 8.855.000 d'euros.
  • [08] Commission agrees intervention plan worth euro 15 million for humanitarian aid to Sudan in 2001 The European Commission has approved the sum of euro 15 million, directed through its Humanitarian Aid Office (ECHO), for an intervention plan aimed at maintaining the delivery of humanitarian assistance to Sudan. Though seldom now in the headlines, this country is entering its eighteenth year of civil war and disruption. Administrative structures have all but collapsed in the South and there are large numbers of internally displaced people (IDPs) in both government and rebel-held areas. As in previous years, the main aim of the plan is to reduce mortality rates among the most vulnerable sections of the population and to promote, where possible, increased self-reliance in this war-torn society. ECHO, therefore, will continue to apply a needs-based approach. Its humanitarian action will focus on health, water/sanitation, food security, non-food relief and logistical support both in government-controlled and rebel-held areas. During 2000, the security situation in Sudan remained highly volatile, jeopardising the safety of relief workers. For the humanitarian aid organisations who are ECHO's partners in the field, this security aspect and the ability to obtain physical access to the affected populations will be key to the success of future proposed interventions. ECHO aims, in this intervention plan, to maintain the flexibility needed to enable it to adapt to the ever-changing situation on the ground.
