[01] Romano Prodi and Chris Patten receive Emissary of Israeli PM elect
Ariel Sharon
Ambassador Ovadia Sofer, personal emissary of Israeli Prime Minister elect
Ariel Sharon paid a visit today to the European Commission, for breakfast
with President Romano Prodi and a meeting with Commissioner for External
Relations, Chris Patten. The Ambassador came with a message confirming Mr
Sharon's intention to seek peace and stability in the region, and
information about progress on the creation of a new Israeli Government.
President Prodi and Commissioner Patten welcomed this visit and stressed
the interest of the EU to work with Israel in the framework of the EU-
Israel Association Agreement, the Barcelona Process as well as the Middle
East Peace Process on the basis of a clear commitment to peace. The hope
was expressed that the parties would proceed on the basis of the progress
already achieved.
[02] La Commission souligne sa préoccupation concernant la situation
politique en Côte d'Ivoire
A la demande du gouvernement ivoirien, le Commissaire européen chargé du
Développement et de l'Aide humanitaire, M. Poul Nielson, a rencontré ce
vendredi 16 février M. Bouabre Bohoun, Ministre des Finances. Aucune
décision n'a été prise concernant une éventuelle reprise de la coopération
financière. L'avenir de la coopération financière de l'Union Européenne
avec la Côte d'Ivoire sera, en partie, déterminée par l'issue des
consultations menées avec ce pays au titre de l'article 96 de l'Accord de
Cotonou qui se sont tenu la veille, jeudi 15 février. M. Nielson a rappelé
la préoccupation de l'UE au sujet de la situation politique en Côte
d'Ivoire. Il a mentionné en particulier les événements de fin octobre et
début décembre 2000 et la répression brutale par les forces de l'ordre des
manifestations de rues ; il a rappelé le souci de l'UE que des poursuites
judiciaires soient systématiquement lancées contre les auteurs de ces
exactions. Il a également souligné que les mauvais traitements infligés
actuellement aux populations étrangères de Côte d'Ivoire doivent cesser et
être condamnés officiellement par les autorités du pays. Enfin, il a
insisté sur la nécessité d'ouvrir le système politique à l'ensemble des
sensibilités politiques, y compris le RDR qui avait boycotté les élections
législatives à la suite d'une décision d'inéligibilité de son leader, A.
Ouattara. Cette ouverture est nécessaire, a-t-il expliqué, afin d'éviter
que ses partisans soient tentés de se faire entendre par la violence.
[03] Commission initiates detailed investigation into merger between Man
and Auwärter
The European Commission has decided to start a detailed second-stage
investigation into the planned merger between German truck and bus
manufacturer Man Nutzfahrzeuge AG and Gottlob Auwärter GmbH & Co. KG,
another bus maker also of Germany. The Commission's initial one-month
review suggests there are serious concerns, particularly in relation to the
companies' strong positions on the German city bus market.
[04] Customs : Commission proposes a new strategy
A new strategy for the Customs Union has been outlined in a Communication
adopted by the European Commission. The Communication outlines orientations
for actions in five main areas to enable customs administrations to meet
their present and future challenges such as the enlargement of the European
Union, the growth in e-commerce related traffic and the increasing amount
of fraud. These five areas are continuing the simplification and the
rationalisation of the customs legislation, improving the operational
implementation of the legislation, improving the service to business,
deepening training activities for both customs and economic operators and
promoting international cooperation. The Communication will be presented to
the Council of Ministers, the European Parliament and the Economic and
Social Committee.
[05] Commission welcomes adoption of new rules for GMOs
European Commissioners for Environment Margot Wallström and for Consumer
Protection and Health David Byrne have welcomed the adoption by the
European Parliament and Council of Ministers of the revised Directive
90/220/EEC on the deliberate release of genetically modified organisms into
the environment. The revised Directive strengthens the existing regulation,
in particular by introducing mandatory consultation of the public,
mandatory labelling and traceability at all stages of the placing on the
market, as well as mandatory monitoring of long term effects. The
Commission believes that this Directive will provide the foundation for a
coherent, transparent and efficient regulatory framework to govern the
handling of genetically modified organisms (GMOs). The Commission will soon
complement this framework by proposing regulatory initiatives on
traceability and labelling of GMOs through the entire chain as well as on
GM feed. Margot Wallström said : "The adoption of this Directive represents
an important first milestone towards the restoration of public and market
confidence. The public is concerned about the use of these new technologies
in the sector of Health and Environment. It is our responsibility as policy
makers to take up those concerns and address them in a coherent and
transparent way. We must show strong political leadership and explain that
we have a strict efficient and transparent system in place to deal with
production and processing of GMOs. But I believe also that it will be
necessary for all stakeholders, including the European institutions, Member
States, industry and research as well as NGOs and the media to reflect upon
their responsibilities and provide a strong and balanced response to the
questions and concerns raised by the general public." David Byrne added :
"The regulatory framework must provide for a high level of protection for
human health and the environment based on sound science and at the same
time should also allow society to profit from the benefits of these new
technologies. The adoption of the new legislation today is an important
point of departure for further legislation on the use of GMOs in food, feed
and seed. I am particularly committed to provide consumers with clear and
precise information through labelling. I believe informed consumers should
be able to make an informed choice and will ensure this rationale to the
proposals in each sector."
[06] Services financiers : la Commission se félicite de l'adoption de la
Directive sur l'assainissement et la liquidation des entreprises
d'assurance
La Commission européenne s'est félicitée de l'approbation par le Parlement
européen, lors de sa session plénière du 15 février à Strasbourg, de la
position commune du Conseil sur une Directive concernant l'assainissement
et la liquidation des entreprises d'assurance. Avec cette approbation, la
Directive est maintenant adoptée, sans qu'une seconde lecture au Conseil ne
soit nécessaire. La Directive comble une lacune majeure de la législation
de l'Union européenne sur les services financiers et fait partie intégrante
du plan d'action pour les services financiers, approuvé par le Conseil
européen de Lisbonne. En vertu de cette Directive, en cas d'insolvabilité
d'une entreprise d'assurance ayant des succursales dans d'autres Etats
membres, la liquidation s'inscrira dans une procédure d'insolvabilité
unique engagée dans l'Etat membre où l'entreprise a son siège statutaire.
Il est bien sûr à souhaiter que les procédures de liquidation soient rares,
mais la directive vise à garantir la protection des consommateurs
lorsqu'elles se produisent. Il importe tout particulièrement de renforcer
la protection des consommateurs en raison de l'expansion du secteur des
services financiers et de la croissance des plans d'investissement et
d'épargne personnels.
[07] Rapport sur les actions visant à l'amélioration de la production et de
la commercialisation du miel
La Commission européenne vient d'adopter le rapport sur l'application du
règlement portant règles générales d'application pour les actions visant à
l'amélioration de la production et de la commercialisation du miel. Ce
rapport analyse la situation mondiale et dans l'Union européenne de
l'apiculture ainsi que l'application des programmes nationaux pour ce
secteur. Les observations communiquées par les Etats membres ainsi que les
organisations de producteurs ont été prises en compte. Le rapport propose
de maintenir le cadre annuel des programmes nationaux et, dans ce sens,
aucune nouvelle proposition de réforme n'est prévue à court terme.
Cependant, vu la ressemblance des programmes d'une année par rapport à la
précédente, la Commission envisage de proposer prochainement une gestion
simplifiée dans le cadre des modalités d'application. Le rapport sera
