[01] Consumers to get more information on fisheries products
The European Commission has adopted a Regulation requiring more detailed
information for consumers about fisheries and aquaculture products. From 1
January 2002, a number of details will have to feature on these products
specifying their names, origin and method of production. "The aim of this
measure is to boost consumer choice. The new labelling requirement will
inform consumers about the production method, the area and the exact name
of the product they buy. It will strengthen the traceability of fisheries
products. Consumers will find it easier to choose their fisheries products
according to the criteria which matter to them. Greater traceability will
also facilitate the monitoring of fisheries products from the ship to the
shop, enhancing conservation of fish stocks", Franz Fischler, Commissioner
for Agriculture, Rural Affairs and Fisheries said.
[02] Philippe Busquin signe un accord de recherche avec la Chine
A l'occasion de la visite aujourd'hui du Ministre chinois de la science et
de la technologie, M. Xu Guanhua, un accord de coopération dans le domaine
des sciences des matériaux sera signé avec la Commission européenne. Cet
accord facilitera la participation des organisations de recherche chinoises,
y compris les entreprises, aux projets de recherche européens avec
financement chinois et vice-versa. En outre, le soutien à la formation, des
initiatives telles que les conférences et ateliers ainsi que l'échange
d'informations scientifiques et techniques sont prévus. Les domaines de
recherche couverts par l'arrangement comprennent les technologies
génériques fondamentales des matériaux, le développement des limites et de
durabilité des matériaux, les matériaux fonctionnels avancés, la production
durable dans l'industrie chimique et les nanotechnologies. Lors de leur
rencontre, MM. Busquin et Xu Guanhua aborderont également l'avenir de la
coopération scientifique Chine-UE, dans le contexte de l'Espace européen de
la recherche et du nouveau programme-cadre 2002-2006 ainsi que la
préparation d'un Forum sur la science qui aurait lieu à Beijing en 2002.
[03] Services and establishment : infringement procedures against France,
Germany, Italy, the Netherlands and Portugal
The European Commission has decided to refer France, Germany, Italy and
Portugal to the Court of Justice for restrictions on the services of
medical laboratories, patent agents, engineers and private security firms
respectively, which it considers violate EC Treaty rules on the freedom to
provide services (Article 49) and the freedom of establishment (Article
43). It has also decided to send a formal request to France amend certain
provisions of its mining code to remove restrictions on the freedom of
establishment and a similar request to the Netherlands to remove
restrictive conditions placed on private security companies. These requests
takes the form of so-called reasoned opinions, the second stage of
infringement procedures under Article 226 of the EC Treaty. Failing a
satisfactory response within two months, the Commission may decide to refer
the Member State concerned to the Court of Justice.

point de vue sur l'Europe"
La Commission européenne a lancé "Votre point de vue sur l'Europe", un
nouveau site web (http://europa.eu.int/yourvoice) qui offre aux citoyens,
aux consommateurs et aux entreprises la possibilité de jouer un rôle actif
dans le processus d'élaboration des politiques de la Commission. Ils
peuvent ainsi donner leur avis sur de nouvelles initiatives et sur la mise
en application de règles existantes, discuter de l'avenir de l'Europe ou
déposer des plaintes. "Votre point de vue sur l'Europe" permet d'accéder à
un large éventail d'outils interactifs tels que les consultations en ligne,
les mécanismes de retour d'informations, les forums, les discussions en
ligne et les procédures de réclamation. Cette participation directe des
intéressés contribuera à la mise en œuvre efficace de nouvelles politiques
conformément aux efforts déployés par la Commission pour réformer la
gouvernance européenne. "Votre point de vue sur l'Europe" fait partie
intégrante de l'initiative d'élaboration interactive des politiques
(IP/01/519).
[05] Euro-denominated bond issuance down to euro 308 billion in third
quarter
According to the latest quarterly note on the euro-denominated bond markets
published today by the European Commission, a total of euro 308 billion was
issued during the third quarter of 2001. Total issuance was disrupted by
the terrorist attacks in the United States. This is a considerable decline
from the total of euro 370 billion in the previous quarter. Nevertheless,
third-quarter issuance almost equalled the euro 310 billion recorded in
Q3/2000. Central governments were the dominant issuers. Private-sector
issuance, particularly by corporates, was negatively affected by the events
of 11 September. Increased uncertainty in bond markets was reflected in a
shift towards smaller issues and shorter maturities. Issuance in euro came
almost exclusively from within the euro-area and the share of the euro in
international issuance declined to 32%. The full document can be found on :
