  • [01] Structural Funds : Commission adopts an Interreg programme for Germany, Luxembourg and Belgium (German-speaking community in Wallonia) of €11.4 million

    Michel Barnier, member of the European Commission responsible for regional policy, has announced the approval by the Commission of a cross-border cooperation programme between Germany, Luxembourg and the German-speaking community in Belgium financed by the Community initiative Interreg III. The incorporation of the German-speaking community is a natural result of co- operation activities started in a former programme. The main priorities are the development of the economy in the regions and to support better transnational co-operation. The total amount available until 2006 is €22.83 million of which the EU finances about €11.4 million. €11.4 million come from the public sector. The programme involves a population of about 0.95 million.

    [02] Fonds structurels : la Commission adopte un programme de développement régional pour le Grand-Duché de Luxembourg et y contribue pour €41 millions

    M. Michel Barnier, membre de la Commission européenne chargé de la politique régionale, a annoncé l'approbation par la Commission, pour la période 2000-2006, d'un programme de développement régional du Luxembourg au titre de l'Objectif 2 des fonds structurels. L'UE fournira une contribution financière de €41 millions en faveur de ce programme, qui sera complétée par des investissements des secteurs public et privé luxembourgeois à concurrence de €131,4 millions au total. Le total du programme est donc de €172,4 millions. Ce programme concerne une zone urbaine au Sud et deux zones rurales au Nord et à l'Est du Grand-Duché de Luxembourg. Son objectif est de contribuer au renforcement des structures économiques propres à chacune de ces zones, en tenant compte de ses besoins de reconversion et des opportunités offertes au niveau de ses vocations principales.

    [03] Fonds structurels : l'UE octroie une aide de 158 millions d'euros pour la Province de Liège (Belgique)

    M. Michel Barnier, membre de la Commission européenne responsable de la politique régionale, a annoncé l'adoption par la Commission du document unique de programmation (DOCUP) pour la Province de Liège au cours de la période 2000-2006. Ce DOCUP relève de l'objectif 2 des fonds structurels (régions en reconversion économique et sociale). Il concerne le bassin industriel liégeois et l'agglomération de Verviers qui totalisent respectivement 404.500 et 67.300 habitants. Il permettra à cette province de bénéficier d'un concours communautaire de €158,3 millions. Au total, l'intervention des crédits communautaires conduira à mobiliser près de €562 millions dont 204 millions en provenance des autorités publiques de l'Etat membre et 199 millions en provenance du secteur privé. Ce nouveau programme devrait permettre la création de plus de 3.000 emplois.

    [04] Fonds structurels : la Commission approuve une aide de 58 millions d'euros pour les Provinces de Namur et de Luxembourg (Belgique)

    M. Michel Barnier, membre de la Commission européenne responsable de la politique régionale, a annoncé l'adoption par la Commission du document unique de programmation (DOCUP) en faveur des Provinces de Namur et de Luxembourg pour la période 2000-2006. Ce DOCUP relève de l'objectif 2 des fonds structurels (régions en reconversion économique et sociale). Il concerne les zones rurales de Wallonie et couvre les arrondissements de Dinant et Philippeville qui totalisent respectivement 97.600 et 60.600 habitants ainsi que trois arrondissements de la province de Luxembourg qui bénéficieront du soutien communautaire dégressif. Il permettra à ces provinces de bénéficier d'un concours communautaire de €58,4 millions. Au total, l'intervention des crédits communautaires conduira à mobiliser €206 millions d'euros dont 87 millions en provenance des autorités publiques de l'Etat membre et 61 millions en provenance du secteur privé. Ce nouveau programme devrait permettre la création de 1.000 emplois et porter le produit intérieur brut par habitant de la province de Namur de 90% de la moyenne communautaire en 1997 à 98% en 2010.

    [05] New indicator-based forecast for euro area GDP for fourth quarter of 2001 and first quarter of 2002

    A new indicator-based model for quarterly GDP growth for the euro area, developed by the Directorate General for Economic and Financial Affairs of the European Commission, predicts for the fourth quarter of 2001 a range of 0.3% to 0.1% for the percentage change of GDP vis-à-vis the previous quarter. This follows a 0.1% increase of the euro area GDP in the third quarter 2001 according to Eurostat's latest update published on 10 January. For the first quarter of 2002, quarter on quarter growth is forecast to be in the range of 0.1% to 0.4 %. It would imply that the trough of the recent slowdown is situated in the last quarter of 2001, but also that activity will only moderately accelerate at beginning of this year.     [06] Commission statement on volcanic eruption near Goma

    ECHO, the EU's Humanitarian Aid Office, has moved quickly in response to the eruption of the Nyiragongo volcano, north of Goma in the Eastern part of the Democratic Republic of Congo (DRC). The full humanitarian consequences of the eruption are not yet known, pending clarification of the situation in Goma. It is clear, however, that most of the population of 300,000 have fled from the danger zone, with many crossing the border into Rwanda. ECHO is ready to provide immediate relief to the victims. ECHO has immediately sent two ECHO experts from Kinshasa and Kalemie to the eruption to Rwanda to take part in the needs assessment. Two further experts, including a water/sanitation specialist, are on their way from ECHO's regional office in Nairobi. They are working closely with the UN Disaster Assessment Team. ECHO Flight has also been mobilised in this operation, and will transport UN and other humanitarian staff from Nairobi to Kigali tomorrow. As soon as the initial needs assessment has been completed, the Commission will launch targeted relief and assistance to the victims.     [07] Commission adopts almost €11 million in end of year humanitarian aid decisions

    The European Commission took the following humanitarian aid decisions at the end of December 2001. The assistance, destined for the Palestinian Territories (€2.5 million), the Andes (€1.8 million), Mexico (€1.8 million), Kenya (€1.5 million), the Philippines (€1.46 million), Armenia (€1 million) and Cambodia (€0.7 million), is channelled through its Humanitarian Aid Office (ECHO) which comes under the authority of Commissioner Poul Nielson.
