  • [01] Commission proposes creation of a Euro-Mediterranean Bank as an EIB subsidiary

    The European Commission has adopted a report to the Council proposing the creation of a Euro-Mediterranean Bank (EMB) as an EIB subsidiary. The report responds to the request of the Laeken European Council last December. The Commission's proposal is consistent with the principles of ownership and partnership with the Mediterranean partner countries at the heart of the Euro-Mediterranean policy - while at the same time ensuring a realistic and operational approach that can deliver results in terms of increased investment and growth as soon as possible. Beyond support to investment in infrastructure the EMB should play an important role in supporting the private sector development in the region and actively enhance the partnership with Mediterranean Countries.

    [02] Aides portugaises au secteur porcin : la Commission décide de saisir la Cour de Justice

    La Commission européenne a décidé d'introduire un recours en annulation auprès de la Cour de Justice à l'encontre d'une décision du Conseil des Ministres du 21 janvier 2002. Cette décision autorise le Portugal à octroyer une aide d'Etat d'un montant maximum de €16,3 millions aux éleveurs de porcs. Le montant de cette aide est équivalent à celui que 2116 éleveurs auraient dû restituer en vertu de deux décisions finales négatives de la Commission du 25 novembre 1999 et du 4 octobre 2000. Pour la première fois, le Conseil a utilisé cette procédure exceptionnelle pour approuver une aide qui vise exclusivement à annuler les effets économiques de deux décisions finales de la Commission. Celle-ci voit la sécurité juridique des décisions de l'UE sérieusement menacée par cette décision du Conseil.

    [03] United Kingdom : compensation to Northern Ireland Electricity (NIE) for stranded costs constitutes no State aid

    The European Commission has decided that the measures decided by the United Kingdom in favour of Northern Ireland Electricity (NIE) in compensation for stranded costs related to long term power purchase agreements between it and four electricity generators constitutes no State aid within the meaning of the EC Treaty.

    [04] Aides d'Etat : la Commission autorise une avance remboursable du gouvernement français à SNECMA

    La Commission européenne a décidé d'autoriser le projet français prévoyant l'attribution d'une avance remboursable de €102 millions à la société SNECMA pour sa participation au développement de deux nouveaux moteurs d'avions de ligne civils : les GE90-115 et GP7000. La Commission a analysé le projet à la lumière de l'encadrement communautaire des aides d'Etat à la recherche et au développement. Elle a constaté que les coûts éligibles à un soutien public du projet étaient en ligne avec les catégories de l'encadrement, que le montant de l'aide était compatible avec le plafond applicable aux avances remboursables et que l'aide avait un effet d'incitation clair, tout particulièrement au vu de l'ambition des programmes et des risques technologiques importants qu'ils devront surmonter. La Commission est donc parvenue à la conclusion que le projet d'aide pouvait être autorisé en application des règles du Traité CE.

    [05] Aides fiscales : la Commission ouvre la procédure formelle d'examen à l'égard des centres de coordination belges et du centre des services financiers et d'assurance de Trieste

    La Commission européenne a décidé d'ouvrir la procédure formelle d'examen en matière d'aides d'Etat à l'égard du régime belge des centres de coordination et du régime italien du centre de services financiers et d'assurance de Trieste. La Commission a pris cette décision suite au refus de la Belgique et de l'Italie d'accepter les modifications des régimes en cause proposées par la Commission le 11 juillet 2001 dans le cadre de son action de grande envergure à l'égard des régimes d'aide sous forme fiscale (cf. IP/01/982). Les "mesures utiles" proposées visaient à mettre fin à l'incompatibilité supposée de ces régimes avec les dispositions européennes en matière d'aides d'Etat.

    [06] Commission approves State aid to cableway installations in Italy and Austria and clarifies the application of State aid rules to the sector

    The European Commission has adopted two decisions on State aid to cableways installations in Italy and Austria. The two decisions, which find the aid compatible with the common market, clarify the application of State aid rules to the sector. The Commission distinguishes between installations addressing general transport needs and installations for the practice of sports. It is also recalled that State aid in the meaning of the EC Treaty exists only when the public support measures affect trade between Member States : for this reason the Commission finds that State support to installations for purely local use does not constitute State aid. On the other hand, aid to installations in resorts that are in competition with installations of other Member States must gradually be reduced to the intensity accepted under the existing legislation and guidelines over a transitional period of five years.

    [07] Combined transport : Commission gives go-ahead for Austrian subsidised loan scheme

    The European Commission has decided to give the green light for the subsidised loan scheme for combined transport infrastructure and equipment to be implemented by the Austrian State Fund ERP. This decision is aimed at encouraging the transfer of freight transport from the roads to other, less congested and more environment-friendly modes of transport.

    [08] State aid: Commission approves Danish cancelling of loans to local railway undertakings

    The European Commission has decided not to raise any objections to the Danish plan to cancel old public loans granted to local railways. The Commission also authorises the associated subsidy for tax payments. The measures are put in place to prepare for an increased liberalisation of the Danish rail sector.

    [09] Transport combiné par rail : la Commission autorise des aides italiennes

    La Commission européenne a donné son accord au régime d'aides au transport combiné de la province autonome de Bolzano-Haut-Aldige (Italie).Les mesures d'aides proposées par la province autonome de Bolzano-Haut-Aldige ont pour but de favoriser le développement du transport combiné en prenant en charge ses coûts externes, notamment sur le trajet Bolzano-Brenner.

    [10] Combined transport between Germany and Italy : Commission approves start-up aid for a new private rail service

    The European Commission authorises today an investment aid of the State of Bavaria to a new independent combined-transport rail service between Munich and Verona via the Brenner. The service will be provided by the "Lokomotion" company, a joint venture between the German combined transport operator "Kombiverkehr" and the Italian transport company "RTC".

    [11] La Commission approuve le système espagnol de taxation au tonnage

    La Commission européenne a décidé d'approuver le système espagnol de taxation au tonnage des navires de mer. En vertu de ce système, la taxe à payer par une compagnie de transport maritime est calculée sur la base de la capacité (tonnage) des navires que cette entreprise utilise plutôt que sur ses profits ou pertes. La Commission a pris sa décision dans le contexte de sa politique maritime, qui vise à préserver l'emploi et les activités de transport maritime dans l'Union européenne et à accroître la sécurité dans ce secteur.

    [12] Airlines left without insurance following the attacks in the USA : Commission authorises aid measures introduced by Ireland and the Netherlands

    Having already authorised emergency aid by the UK, Luxembourg, Portugal, Belgium, Sweden, Austria, Germany Denmark, France, and Spain, the European Commission has authorised the aid schemes introduced by Ireland and the Netherlands.

    [13] State aid to small and medium enterprises in Madeira : Commission approves aid for transport

    The European Commission has authorises an aid scheme of the autonomous region of Madeira to SMEs investing in small transport projects. The aim of the aid, granted by the Portuguese region of Madeira, is to support small investment plans initiated by micro and small enterprises which intend to develop small investment projects in various fields, including transport. The Commission approves today the aid scheme as far as transport projects are concerned. The budget will amount up to approx. €42 million for 2000 until 2006.

    [14] Relance du corridor paneuropéen du Danube : un pont qui unit les Européens

    (! embargo 15h00 !) Loyola de Palacio, Vice-Présidente en charge des transports et de l'énergie, a signé aujourd'hui, au nom de la Commission européenne, le Protocole d'Accord du Corridor paneuropéen du Danube, en la présence des représentants de haut niveau des autres pays concernés : Allemagne, Autriche, Bulgarie, Croatie, Hongrie, Moldavie, Roumanie, Slovaquie, Ukraine, Yougoslavie. "A la veille de l'élargissement, le développement d'infrastructures paneuropéennes de transport est une des priorités de l'Union européenne", a-t-elle déclaré. "A cet égard, le Danube constitue un axe majeur, véritable colonne vertébrale qui unit pas moins de dix Etats du continent européen". Les protocoles d'accord sur les corridors permettent aux différents Etats concernés de se consulter et coopérer pour le développement harmonieux d'axes de transport d'intérêt européen, au profit de l'ensemble des Etats. "Les conditions sont réunies pour entreprendre enfin des efforts concertés pour le développement de cette voie fluviale d'un intérêt crucial pour l'ensemble de l'Europe, dans le respect de l'environnement. Notre première priorité doit être la désobstruction du fleuve autour de Novi Sad", a annoncé Loyola de Palacio..

    [15] La Commission cherche la personne qui dirigera la nouvelle Autorité européenne de sécurité des aliments

    La Commission européenne a lancé aujourd'hui la procédure de recrutement du directeur exécutif qui sera à la tête de la nouvelle Autorité européenne de sécurité des aliments (AESA). La nomination de ce directeur constituera un jalon important dans la mise en place d'une Autorité opérationnelle. La Commission ne cesse d'aller de l'avant, planifiant les mesures concrètes devant garantir le démarrage des activités de l'Autorité le plus tôt possible. Cette Autorité est l'un des piliers de la réforme de la législation communautaire sur l'alimentation annoncée par la Commission Prodi dans son Livre blanc sur la sécurité alimentaire de janvier 2000. En s'attelant à la réalisation de ces réformes, David Byrne, le Commissaire chargé de la santé et de la protection des consommateurs, a prouvé que la sécurité alimentaire était sa première priorité. Le règlement formant la base juridique de l'Autorité a été adopté en un temps record le 28 janvier 2002, ce qui a ouvert la voie à une action immédiate destinée à rendre l'Autorité pleinement opérationnelle cette année, à son siège provisoire de Bruxelles. Le lancement de la procédure de recrutement du directeur exécutif est la deuxième grande initiative de ces dernières semaines, la première ayant consisté à rechercher des candidats adéquats pour le conseil d'administration de l'Autorité, procédure qui a été mise en route le 1er février.

    [16] Commission refers Compass purchase of Rail Gourmet UK to United Kingdom, clears rest of Compass purchases from SAirlines

    The European Commission refers the acquisition by Compass of Rail Gourmet UK to the competition authorities of the United Kingdom, which expressed concerns about reduction of competition in the UK on- train catering market. The Commission at the same time has granted regulatory approval to the rest of the acquisition from SAirLines, which also comprises Rail Gourmet outside the UK, part of the Gourmet Nova business and Restorama.

    [17] Pharmaceuticals : G10 Medicines Group announces recommendations for action

    The G10 Medicines Group yesterday agreed important recommendations for enhancing pharmaceutical industry competitiveness and sustaining Europe's high standards of public health. The Recommendations will be set out in a report to be presented to European Commission President Romano Prodi in May. Together they comprise an ambitious framework for action at European and national level in several key areas including : improving the working of the pharmaceuticals market, stimulating innovation and strengthening the EU science base, and producing better information for patients. The G10 Group is chaired by Commissioners Erkki Liikanen (Enterprise and Information Society) and David Byrne (Health and Consumer Protection) ; members include health and industry ministers, pharmaceutical industry executives, mutual health fund and patient representatives (see IP/01/444).

    [18] European Electricity Regulatory Forum : a significant step forward in completing the internal electricity market

    Substantial progress was made at the eighth meeting of the European Electricity Regulatory Forum (the "Florence Forum"), held on 21-22 February 2002. Agreement was reached on the entry into force of a provisional cross- border tarification system on 1st March 2002, to be operated until 1st January 2003. This system will be replaced on 1st January 2003 by a new more cost reflective system, the basic principles and operational guidelines of which were discussed and agreed at the Forum. Putting this progress into context, the Forum, made up of national electricity regulators, Member States and all relevant industry stakeholders concluded that in the light of the important progress achieved on cross-border issues, it is now important that rapid progress is made in reaching agreement by the Council and European Parliament on the Commission's proposals of March 2001 to complete the internal energy market. "The result of this Forum is an important step forward for more cost-reflective trading mechanisms, contributing to the development of a real integrated electricity market and enhancing security of supply", underlined Loyola de Palacio, Commission Vice-President in charge of Energy and Transport. "It paves the way for progress in the coming weeks towards completing the Energy Single Market", she added.

    [19] Financial Services Policy Group considers political obstacles to Action Plan and takeover bids

    The Financial Services Policy Group, comprising personal representatives of EU Finance Ministers, met on 26th February in Brussels under the chairmanship of Internal Market Commissioner Frits Bolkestein and Director General John Mogg. The Group concentrated on removing political obstacles to the adoption of the proposed Directives on prospectuses, pension funds and financial conglomerates. Jaap Winter, Chairman of the High Level Group of Company Law Experts, presented the main conclusions of the group's report on takeover bids. The Spanish Council Presidency reported on its intentions for the remainder of its term.

    [20] La Commission et la République Centrafricaine signent un programme de coopération d'un montant de €106,5 millions

    La Commission européenne et le Gouvernement de la République Centrafricaine ont signé aujourd'hui à Bangui un Document de Stratégie de Coopération, comprenant notamment le programme de coopération pour la période de 2000- 2007, d'un montant de €106,5 millions. L'allocation de ces fonds non- remboursables provient du 9ème FED (Fonds Européen de Développement). Le Chef de Délégation a déclaré au nom du Commissaire européen chargé du développement et de l'aide humanitaire, M. Poul Nielson, que ce programme constituait "une nouvelle étape dans les relations entre la République Centrafricaine et l'UE dans le cadre de l'Accord de Partenariat signé à Cotonou le 23 juin 2000 entre la Communauté européenne et les pays ACP. Les fonds sont destinés à la réalisation d'objectifs prioritaires tels que la lutte contre la pauvreté, le désenclavement du pays et la promotion de la bonne gouvernance et de l'Etat de droit".

    [21] Pascal Lamy welcomes ILO World Commission

    European Trade Commissioner Pascal Lamy today expressed his support for the ILO creation of a World Commission to consider the social dimension of globalisation. "The World Commission will help us, the international Community, understand the complex interface between globalisation, trade liberalisation and social development, in particular the promotion of core labour standards. My hope is that we will then be better equipped to harness globalisation and maximise the economic and social benefits of globalisation and trade", Mr Lamy said.

    [22] Copyright : Commission holds workshop on Digital Rights Management to promote protection and distribution of digital content on the Internet

    The promotion of open, flexible and interoperable Digital Rights Management Systems (DRMS) is the subject of a workshop organised by the European Commission in Brussels on 28th February. Representatives of the content, information technology, and consumer electronics industries, as well as several user and consumer associations, will participate to set out their views on how to make DRMS acceptable to all market players and how to bring about cooperation between them. Erkki Liikanen, the Information Society Commissioner, and Frits Bolkestein, the Internal Market Commissioner, will both speak at the event.
