  • [01] Commission approves the creation of the inreon online reinsurance exchange

    The European Commission has approved a joint venture called inreon, an online business-to-business (B2B) reinsurance trading platform, which will enable insurers and insurance brokers to obtain bids from reinsurers on big property and catastrophic risks and conclude reinsurance contracts online. Inreon's parent companies, which include world reinsurance giants Swiss Re and Munich Re, notified the deal to seek reassurance that it would not violate competition rules in the European Union. The Commission has concluded that the notified operation does not currently restrict competition within the meaning of Article 81(1) of the EU treaty.

    [02] La Commission publie les résultats du programme de contrôle des pesticides de 2000

    L'Office alimentaire et vétérinaire de la Commission européenne a publié les résultats du programme de 2000 de contrôle des résidus de pesticides. Son rapport expose les résultats d'analyses de pesticides portant sur 45.000 échantillons de fruits, légumes et céréales. Ces résultats font apparaître des tendances contradictoires. Si, heureusement, 61% des échantillons examinés ne contenaient pas de résidus de pesticides détectables, et si, dans 35% des échantillons, les limites maximales de sécurité n'étaient pas atteintes, néanmoins, ces limites ont été dépassées dans les 4% restants. Cela n'implique pas nécessairement un risque sanitaire pour le consommateur, mais cela montre que des progrès peuvent encore être faits dans la réduction des teneurs en résidus.

    [03] Work is good for you: new research shows link between unemployment and health

    The Commission has published a study "Unemployment and public health". The purpose of the study is to assess the impact of unemployment and employment rates on mortality patterns in the European Union countries and the United States. The report, prepared for the Commission by independent experts, has found that principal factors influencing mortality patterns and life expectation since the Second World War relate to economic trends, especially employment and unemployment rates as well as economic growth.

    [04] Viviane Reding remet le Prix Media 2002 de l'UE au jeune réalisateur belgo-bosniaque Danis Tanovic pour "No man's land"

Pour la troisième fois, Viviane Reding, Commissaire européenne à la Culture et à l'Audiovisuel a remis le Prix Media de l'UE à Cannes, à l'occasion de la cérémonie de clôture de la Quinzaine des réalisateurs. Cette année, c'est le film "No man's land" de Danis Tanovic qui a été primé. Ce film, qui a reçu récemment plusieurs récompenses, et notamment un Oscar, a été distribué en Europe avec l'aide du programme Media et continue de connaître un succès public important.

    [05] Philippe Busquin's call to increase research spending in Europe supported by UNICE

    Research and innovation are key in fostering EU economic performance, so as to meet the March 2000 Lisbon European Council's objective of turning the EU into the most competitive knowledge-based economy in the world. During a meeting yesterday with European Research Commissioner Philippe Busquin, representatives of the EU business and industry organisation UNICE expressed their support to the objective, adopted by the March 2002 Barcelona European Council, to increase European research and technological development (R&D) spending so as to approach 3% of GDP by 2010, up from today's average of 1.9%. They emphasised that to reach the objective, public authorities must mobilise to considerably improve the conditions of R&D investment for enterprises in the Union. The Commissioner will respond to this request with a Communication to be presented in the next few months, so as to launch the dialogue that he wishes to establish with Member States and all relevant actors, including European enterprises.

    [06] Euro-denominated bond markets April 2002

    Rising oil prices related to the tensions in the middle east and the release of weaker-than-expected economic data for the euro-area shifted the euro yield curve slightly downward during April. Nevertheless, the expectation of an economic recovery during 2002 remains in place and the euro yield curve grew steeper marginally. Total bond issuance volumes fell to €120 billion in April from €150 billion in March. However, this represented an increase of €8 billion compared to April 2001.     [07] Long-lasting effects of re-unification still burdening Germany's growth potential

    Since the short reunification boom, the German economy registered very low growth rates, which are substantially below those of other EU countries. A research paper published today by the Directorate General of Economic and Financial Affairs of the European Commission, analyses the underlying reasons for this under-performance. Up to two thirds of the growth gap between Germany and its European partners since the mid-1990s can be ascribed to direct or indirect effects of reunification in combination with developments in the West-German construction sector. Structural factors including rigidities in the labour market can explain a significant portion of the remaining part. The first chapter of the report describes the short and long-run macro-economic developments during the 1990s, pointing in particular to the growth shortfall in the East and the decline in the construction sector. The second chapter finds that monetary and fiscal stance of the economy played only a minor role in reducing growth. Instead, as is shown in the third chapter, the root of the problem is that the economic challenges of unification were not addressed fully due to structural rigidities, which persist mostly in the labour market.     [08] Des étoiles d'or pour récompenser les meilleurs projets de jumelage de villes

    Depuis 1993, l'Union européenne a décerné chaque année des prix récompensant des projets exceptionnels financés par son propre fonds pour le jumelage des villes. Les "Etoiles d'or du jumelage" seront décernées cette année lors du 8ème congrès européen des communes jumelées du Conseil des communes et régions d'Europe, qui se tiendra à Anvers du 22 au 24 mai prochain. Les prix pour 2001 seront décernés à des projets impliquant des municipalités de Bulgarie, de la République tchèque, du Danemark, de France, d'Allemagne, de Grèce, d'Irlande, d'Italie, de Lituanie, des Pays-Bas, de Pologne, d'Espagne, de Suède, de la Turquie et du Royaume-Uni.

    [09] La Commission lance une Semaine du patrimoine cinématographique européen

    Organisée pour la première fois du 15 au 23 novembre 2002, la Semaine du patrimoine cinématographique européen consistera en la programmation de films majeurs du cinéma européen dans les salles de cinéma et les cinémathèques, avec l'organisation de séances spéciales, notamment pour les écoles. Le grand réalisateur espagnol Pedro Almodovar a accepté d'accorder son parrainage à cette Semaine, dont l'objectif sera double : sensibiliser les Européens, et notamment les jeunes, à la grande richesse des différentes cinématographies européennes, avec l'espoir de les encourager à aller voir plus de films européens non nationaux, mais aussi promouvoir une réflexion sur l'image et des démarches d'éducation à l'image.
