  • [01] La Commission propose une méthode pour évaluer et améliorer les services essentiels que les Européens utilisent quotidiennement

    La Commission européenne a adopté ce jour une communication définissant une méthode d'évaluation des "services d'intérêt économique général", c'est-à- dire les services essentiels que chaque citoyen et entreprise est amené à utiliser, tels que les transports, l'énergie, la poste et les télécommunications. Le but est d'améliorer la prestation de ces services dans toute l'Union en trouvant la façon de les fournir qui permette à tous d'accéder aux services de la meilleure qualité possible et au meilleur prix. Le Conseil "Marché intérieur" et le Conseil européen de Barcelone ont demandé en mars à la Commission de proposer une telle méthode avant le Conseil européen de Séville.     [02] Commission launches public consultation on product and service markets in electronic communications sector

    The European Commission today launched a public consultation concerning a Recommendation on relevant product and service markets in the electronic communications sector. This Recommendation forms part of the new regulatory framework for electronic communications in Europe that will be applied by Member States from July 2003. The new framework responds to the need to provide the best deal for consumers, greater legal certainty for market players, and to roll back regulation where it is no longer required.

    [03] Commission clears Alchemy's take-over of CompAir, the compressor business of Invensys

    The European Commission has given the go-ahead to the proposed take-over of CompAir, the air and gas compressor business of the UK's Invensys, by Alchemy Partners (Guernsey) Ltd., a venture capital company registered in the Channel Islands.

    [04] May 2002 - Euro-zone annual inflation down to 2.0% ; EU15 down to 1.8%

    Euro-zone annual inflation fell from 2.4% in April to 2.0% in May 2002, Eurostat reports today. A year earlier the rate was 3.3%. EU15 annual inflation fell from 2.2% in April to 1.8% in May 2002. A year earlier the rate was 3.0%. In May, highest annual rates were in Ireland (5.0%), Greece and the Netherlands (3.8% each) ; lowest rates were in Germany (1.0%), Luxembourg (1.3%) and Belgium (1.4%).

    [05] L'UE fait le pari d'une qualité de services accrue dans les ports

    Loyola de Palacio, vice-présidente de la Commission européenne, en charge des Transports et de l'Energie, a salué hier la position commune obtenue au Conseil sur la directive 'Accès aux services portuaires' : "L'Europe a fait le choix de la qualité de services dans les ports : c'est un choix courageux qui va permettre de maintenir le transport maritime au meilleur niveau", a-t-elle déclaré. Cette proposition de directive vise à établir des règles claires et à mettre en place une procédure ouverte et transparente pour l'accès aux services portuaires. Elle régule la concurrence des différents services portuaires. Grâce à cette ouverture, comme demandé par le Conseil européen de Barcelone, les ports européens ont les moyens d'améliorer leurs performances tout en assurant le plus haut niveau de qualité et de sécurité. "C'est une condition indispensable au développement des autoroutes de la mer et, plus généralement, à une politique des transports plus équilibrée", a souligné Loyola de Palacio.

    [06] EU-Switzerland : green light for start of negotiations in four new areas

    Yesterday, the Council authorised the European Commission to start negotiations with Switzerland in four new areas. The areas for which authorisations have been adopted are : association to the Schengen agreement ; criteria and mechanisms for determining which State is responsible for considering asylum applications ; the establishment of a free trade agreement on services ; and a bilateral agreement in the audiovisual field. Negotiations on these topics will begin in June and July. The start of separate negotiations over measures on savings taxation in Switzerland, equivalent to those envisaged in the EU, had been put on hold by Switzerland until the adoption of the negotiation mandates approved yesterday. The Commission welcomes Switzerland's agreement to open negotiations on savings taxation on 18 June 2002. The Commission is also keen to see a swift conclusion of negotiations on the fight against fraud, and hopes that these will be given new momentum by a meeting of negotiators in June.

    [07] La Commission accorde une aide de plus de 14 millions d'€ aux réfugiés du Sahara occidental vivant en Algérie

    La Commission européenne a adopté un plan global d'aide humanitaire doté de 14,34 millions d'€, qui est actuellement accordé à plus de 150.000 réfugiés du Sahara occidental vivant dans la région de Tindouf, en Algérie. Cette assistance passe par le canal de l'Office d'aide humanitaire (ECHO), qui est placé sous l'autorité du commissaire Poul Nielson.
