  • [01] Commission and ESA launch a consultation platform for satellite-based Global Monitoring of Environment and Security

    Today in Brussels European Research Commissioner Philippe Busquin and the Director General of the European Space Agency (ESA), Mr Antonio Rodotà, officially opened a large stakeholder consultation process aiming to define European needs to enhance satellite-based global monitoring for the environment and security (GMES). Satellites can help the EU monitor climate change, address international crises and contain natural disasters. 250 participants, representing users, suppliers and researchers, addressed policy options to upgrade Europe's capability for global monitoring by 2008. Combining space, land-based and airborne technologies, GMES will pool together Europe's activities in satellite observation and remote sensing. GMES seeks to better exploit Europe's existing and planned capabilities and infrastructures and to develop mechanisms for better collecting and distributing information. Data from ENVISAT and from other spaceborne, terrestrial, air and seaborne observation systems will allow European researchers, private companies and public authorities to better track environmental pollution, react to emergencies, improve cross-border response to catastrophic events, follow movements of refugees, facilitate the distribution of aid, and support peace-keeping troops outside Europe.

    [02] TVA : procédures d'infraction à l'encontre de l'Espagne, l'Italie et la Belgique

    La Commission européenne a décidé d'adresser des demandes formelles à trois Etats membres de changer des pratiques qui ne sont pas compatibles avec la sixième directive relative au système commun de TVA (77/388/CEE modifié) : l'Espagne dans le domaine des subventions ; l'Italie pour non-perception de la TVA sur les péages pour les tunnels de Fréjus et du Mont Blanc ; la Belgique pour perception de la TVA sur le droit de suite. Les demandes sont sous forme d'avis motivés, la deuxième étape de la procédure d'infraction prévue par l'article 226 du traité CE. En l'absence des réactions satisfaisantes aux avis motivés endéans les deux mois, la Commission pourrait saisir la Cour de Justice.

    [03] Mutual assistance in tax matters : infringement proceedings against UK concerning Gibraltar

    The European Commission has decided to send a formal request to the United Kingdom to rectify the fact that the EC Directive on mutual assistance in the tax field is not applied in Gibraltar as far as VAT and excise duties are concerned. The request is in the form of a reasoned opinion, the second stage of the infringement procedure provided for in Article 226 of the EC Treaty. In the absence of a satisfactory amendment to the UK tax rules within two months, the Commission may refer the matter to the Court of Justice.

    [04] Accises : la Commission demande à la Belgique de respecter les règles en matière de tabacs manufacturés

    La Commission européenne a envoyé une demande formelle à la Belgique de modifier sa législation en ce qui concerne l'application des accises au tabac. En effet, la Belgique, qui perçoit les accises sur les tabacs manufacturés par l'intermédiaire de marques fiscales apposées sur les emballages des produits, exige le paiement des accises au moment de la mise à disposition des marques. Ceci est contraire aux principes de la directive 92/12/CEE qui prévoit que les accises ne sont exigibles que lorsque les produits sont mis à la consommation. La demande est sous forme d'un avis motivé, la deuxième étape de la procédure d'infraction prévue par l'article 226 du traité CE. En l'absence d'une réaction satisfaisante à l'avis motivé endéans les deux mois, la Commission pourrait saisir la Cour de Justice.

    [05] Douane : la Commission demande à la France de modifier sa législation en matière de recouvrement 'a posteriori' de la dette douanière

    La Commission européenne a adressé une demande formelle à la France de modifier sa législation puisqu'elle n'exige pas, lorsqu'elle accorde un sursis à l'exécution d'une décision douanière en cas de recouvrement a posteriori d'une dette douanière, la constitution d'une garantie par le débiteur dans les conditions prévues par l'article 244 du code des douanes communautaire. Le sursis est par ailleurs accordé de manière trop libérale. La demande est sous forme d'un avis motivé, la deuxième étape de la procédure d'infraction prévue par l'article 226 du traité CE. En l'absence d'une réaction satisfaisante à l'avis motivé endéans les deux mois, la Commission pourrait saisir la Cour de Justice.

    [06] Commission response to the Southern Africa humanitarian crisis

    This note is intended to provide a factual overview of the European Commission's response to address the immediate needs resulting from the current food crisis in Southern Africa. It concentrates on the response in the worst-affected countries : Zimbabwe, Malawi and Zambia. Through the EuropeAid Co-operation Office (€82 million) and the Humanitarian Aid Office, ECHO (€6.5 million), the Commission has so far provided €88.5 million in aid for these three countries. This figure includes 215,000 tonnes of food aid. The amount of aid is due to increase substantially by the end of the summer, including for other countries in the region, as further humanitarian and food aid decisions are approved. It is estimated that 300, 000 tonnes, financed by the Commission, will be sent to the region this year. In total, the Commission contribution to the crisis will correspond to around 20% of the food aid needs estimated for the region. The Commission has been working with beneficiary governments for a number of years. As well as addressing immediate short-term needs and the current crisis in coordination with governments, UN agencies (particularly the World Food Programme) and other donors, the Commission is continuing to address the wider issue of food security through its development programmes. In this context, the Commission is also focussing on the long- term rehabilitation of the agricultural sector and is reinforcing policy dialogue with national governments to eliminate the causes of food insecurity in the region. It is important to stress the fact that the EU continues to work to address the alleviation of poverty in all its forms in developing countries. The Commission's experience with food security problems in the world has shown quite clearly that the best way to achieve food security is to implement a broad based policy for sustainable growth and poverty reduction. Food aid in kind is not an appropriate instrument to create long term food security. However, in certain situations, food aid remains essential for the most vulnerable groups of the population.
