[01] Services financiers : le nouveau guide FIN-NET aidera les
consommateurs à faire valoir leurs recours transfrontaliers
La Commission européenne a publié un nouveau guide du consommateur sur le
site de FIN-NET, le réseau transfrontalier des recours extrajudiciaires en
matière de services financiers. FIN-NET, qui repose sur une coopération
entre les organismes nationaux de règlement des litiges, est dans ce
domaine le premier réseau transfrontalier "alternatif" pleinement
fonctionnel de l'Union européenne. De ce fait, il occupe une place centrale
dans le dispositif de la Commission censé développer un véritable marché
intérieur des services financiers de détail. Le nouveau guide, qui
s'inscrit dans le cadre de l'initiative "Dialogue avec les citoyens" visant
à informer le particulier de ses droits dans le marché intérieur, a pour
but d'aider les citoyens européens à comprendre et à utiliser le réseau FIN-
NET. Le guide est disponible dans les onze langues officielles de l'Union
et peut être obtenu notamment en contactant le centre d'appel EUROPE DIRECT
(00800 67891011). Un million et demi d'exemplaires de ce guide seront

[02] Commission clears flexible packaging joint venture between Denmark's
Danapak and Teich of Austria
The European Commission has cleared a flexible packaging joint venture
between Danapak A/S, a Danish manufacturer of packaging products, and Teich
AG of Austria which also makes flexible packaging products. The transaction
does not cause any competition problems since the joint venture will face
competition from big rivals such as Amcor, Alcan and VAW Europack.
[03] La Commission autorise la création d'entreprises communes entre Morgan
Stanley et Olivetti/Telecom Italia dans le secteur de l'immobilier
La Commission européenne a autorisé la création de deux entreprises
communes dans le domaine de la vente et de la location de biens immobiliers
à usage commercial par la banque d'investissement américaine Morgan Stanley
Dean Witter & Co. et le groupe italien Olivetti/Telecom Italia, qui opère
dans le secteur des technologies de l'information et des télécommunications.
La Commission est parvenue à la conclusion que l'opération ne créera pas de
problèmes de concurrence dans les villes de Milan et de Rome, les deux
seules zones géographiques touchées par l'opération, en raison de la
présence d'autres concurrents qualifiés et puissants dans ces villes.
[04] Commission stresses commitment to combat illegal logging
At a side event held on 31 August at the World Summit on Sustainable
Development in Johannesburg, the European Commission underlined its
commitment to combating illegal logging and trade in illicitly produced
timber.
[05] EU launches major energy partnership initiative at World Summit
The European Union yesterday launched a major partnership initiative on
energy aimed at eradicating poverty and promoting sustainable development.
The EU Energy Initiative was launched at a special event during the World
Sustainable Development Summit (WSSD) in Johannesburg by Danish Prime
Minister and current EU President, Anders Fogh Rasmussen, and European
Commissioner for Development and Humanitarian Aid Poul Nielson.
[06] Foreign Sales Corporations : EU welcomes WTO award of US$ 4 billion of
countermeasures and renews call for expeditious US compliance with WTO
rules
On 30 August, the EU welcomed the decision by the WTO arbitrators to
authorise the EU to take countermeasures of US$ 4,043 million. This
decision should bring US compliance with the WTO rulings a step closer.
Following the decision, Euuropean Trade Commissioner Pascal Lamy said : "We
are satisfied by this decision that makes the cost of non-compliance with
WTO crystal clear. The arbitrators have endorsed the EU's request, i.e.
they have given us an amount of potential countermeasures which will create
a major incentive for the US to eliminate this huge illegal export
subsidy."
[07] 224 projets culturels européens recevront en 2002 le soutien du
programme "Culture 2000"
Les 224 projets sélectionnés se partageront plus de 33 millions d'€. Une
majorité des propositions retenues porte sur les arts visuels, domaine
prioritaire en 2002. 28 pays européens participent au programme "Culture
2000" (2000-2004), qui permet cette année à plus de 750 opérateurs
culturels de travailler ensemble à des projets de dimension européenne.
[08] Franz Fischler claims that fundamental opposition would be an own goal
for farmers
During his visit to Vienna today to discuss proposals for the mid-term
review of the common agricultural policy (CAP) European Agriculture
Commissioner Franz Fischler stressed that changes in the support system
were not only in the interests of the consumers, the environment and animal
welfare, but in the basic interests of Austrian farmers. The Commissioner
claimed that with their total rejection of the proposals, some farmers
representatives were scoring an own goal. Closing their ears to the
expectations of the public and playing a waiting game was an attitude which
would backfire because in so doing the farmers would lose the support of
the taxpayers. Mr Fischler found it hard to understand the logic in totally
rejecting a proposal which would work to the advantage of Austrian farmers
since under the new support system they would receive more money at the end
of the day than previously particularly since the strengthening of rural
development policy would provide financial assistance to farmers in
preparation for enlargement. He wanted to clear up the false impression
that the Commission was setting out to reduce the agricultural budget. The
Commission had kept its word. Not a comma had been changed in the budget
plans up to 2006 and all that would happen was that the money would be used
more sensibly and more efficiently.
