  • [01] EU action in response to the 11th September 2001 : one year after

    The European Union responded swiftly to the terrorist attacks of the 11th September 2001. Within days of the attacks on America, a series of concrete measures were tabled by the European Commission, which led to a Plan of Action adopted by a special European Council on the 21st September. Over the past year, the European Union has sustained its efforts as one of the leading partners in the global fight against terrorism. Implementing the Plan of Action, all EU efforts are guided by : continued solidarity with the US, determination in the fight against terrorism, commitment to the security of all citizens in the EU, strive to tackle root causes of terrorism and wish to contribute to better understanding between civilisations. The EU has focused on those areas where it can complement the efforts made by individual Member States : police and judicial cooperation, global fight against terrorism, air transport security, economic and financial measures and emergency preparedness.

    [02] Car taxation : Commission presents new strategy

    The European Commission has presented a comprehensive strategy on the taxation of passenger cars in the European Union. First, the Commission analyses current passenger car taxation systems and explores ways of improving their coordination so as to remove the present considerable tax obstacles and distortions to free movement of passenger cars within the Internal Market. Registration taxes are identified as the biggest problem and therefore the Commission recommends their gradual reduction and even abolition, to be replaced by annual road taxes and fuel taxes (so that the tax burden would remain the same but related to the use of a car rather than its acquisition). The Commission also recommends a certain degree of approximation of annual road taxes to prevent car market fragmentation. Second, the Commission examines ways of restructuring existing vehicle taxes so as to put more emphasis on environmental objectives in line with EU policy and the Kyoto Protocol. In particular, it recommends that the taxation of new passenger cars be more directly related to their CO² emissions. The Commission urges Member States to take these recommendations into account when evaluating and revising their national vehicle taxation systems. Moreover, the Commission may present proposals for EU legislation on the basis of these principles and in the light of the results of consultations with interested parties based on this strategy Communication.

    [03] Transport : lancement du corridor paneuropéen Italie-Turquie à travers l'Albanie, la Bulgarie, l'ARYM et la Grèce

    Une cérémonie ministérielle réunit aujourd'hui l'Albanie, la Bulgarie, l'ancienne République Yougoslave de Macédoine (ARYM), la Grèce, l'Italie et la Turquie pour la signature d'un Protocole d'accord (Memorandum of Understanding) sur le corridor intermodal paneuropéen VIII, en présence de la Commission européenne. Ce corridor relie l'Italie à la Turquie en passant par les différents pays signataires. Loyola de Palacio, vice- présidente de la Commission européenne en charge des Transports et de l'Energie, a salué ce pas en avant : "Le développement de ce corridor contribuera de façon positive au processus de stabilisation des Balkans, ainsi qu'au prochain élargissement de l'Union européenne et au renforcement de la coopération entre l'UE et l'Europe de l'Est. Tous ces corridors en cours de réalisation sont cruciaux pour la vertébration de l'ensemble du continent européen : nous jetons un pont vers nos voisins".

    [04] Sécurité routière : Loyola de Palacio participera à la campagne européenne de la Croix-Rouge

    Mme Loyola de Palacio, vice-Présidente de la Commission européenne en charge des Transports et de l'Energie, participera à la célébration de la campagne européenne de sécurité routière de la Croix Rouge, organisée le 12 septembre 2002 à Bruxelles. Cette campagne originale, spécifiquement destinée aux jeunes usagers de la route, se déroule sur l'ensemble du territoire de l'Union européenne pendant la majeure partie de l'année 2002. Elle a reçu un soutien financier de la Commission de près de 900.000 €.
