  • [01] Commission clears EQT's acquisition of H&R and Dragoco

    The European Commission has cleared under the Merger regulation the acquisition by private equity fund EQT, which is ultimately controlled by Sweden's Investor AB, of two German-based flavour and fragrances manufacturers Hermann & Reimer GmbH (H&R) and Dragoco Gerberding & CO AG. The Commission's market investigations have shown that even after the acquisition there will be sufficient competition in the European market for the flavours, fragrances, aroma chemicals and cosmetic ingredients concerned.

    La Commission européenne a décidé de procéder à un examen approfondi de la prise de contrôle en commun du distributeur régional de gaz Gasversorgung Süddeutschland (GVS) envisagée par l'entreprise italienne du secteur de l'énergie ENI SpA et par Energie Baden-Württemberg (EnBW), qui est en partie contrôlée par l'entreprise française EdF. Au stade actuel, la Commission craint que cette opération ne renforce la forte position de GVS sur le marché du transport et de la distribution de gaz dans la région du Bade-Wurtemberg le long de la frontière franco-allemande.

    [03] Commission clears purchase of US car components supplier Donnelly by rival Magna International

    The European Commission has granted regulatory clearance to the proposed acquisition of Donnelly Corporation, a US-based automotive components supplier, by Canadian rival Magna International Inc.

    [04] Un air plus pur dans les villes de l'UE: la Commission contrôle l'exposition de la population aux polluants atmosphériques en Europe (PEOPLE)

    La Commission européenne a présenté aujourd'hui à Bruxelles un projet visant à mesurer les effets de la pollution atmosphérique sur la santé humaine, appelé PEOPLE (Population Exposure to Air Pollutants in Europe). Deux mille volontaires seront invités à porter un détecteur de pollution à raison de 12 heures par jour au maximum. Dans les villes européennes, 70 à 80% de la pollution est due à la circulation routière. Le benzène, substance cancérogène, est très présent dans l'air. Les voitures y contribuent, de même que les fumeurs. L'exposition au benzène est variable selon les types de transport et les environnements (écoles, magasins, bureaux, cafés, etc.), mais les comportements individuels, les styles de vie et les habitudes jouent également un rôle. Le projet qui commencera à Bruxelles et à Lisbonne, s'étendra également à Bucarest, Budapest, Dublin, Cracovie, Ljubljana, Madrid, Paris et Rome. Les résultats, notamment sous la forme de cartes présentant les villes sous différents aspects et selon des niveaux de pollution différents, seront présentés en février 2003.

    [05] BSE : result of the Scientific Steering Committee

    At its meeting of 12-13 September 2002, the Scientific Steering Committee (SSC) examined the most recent data on the safety with regard of BSE, of sheep casings and concluded that there is no additional or new evidence justifying the possible inclusion of sheep casings in the list of specified risk materials.

    [06] Prévention de la traite des êtres humains et lutte contre ce phénomène - la stratégie de l'Union européenne depuis 1996

    Chaque année, ce sont, au niveau mondial, des centaines de milliers de femmes et d'enfants qui sont ballottés d'un pays à l'autre par des réseaux de traite des êtres humains. L'Union européenne travaille activement, depuis 1996, à la définition d'une approche globale et multidisciplinaire de ce phénomène afin de le prévenir et de le combattre.

    [07] Sensibiliser les 10-14 ans à la lutte contre le dopage : projet pilote en Belgique avec le soutien de la Commission

    L'intercommunale de santé de Harmegnies-Rolland (Saint-Ghislain), Belgique, lance aujourd'hui une initiative de lutte contre le dopage chez les jeunes avec le soutien de la Communauté française et de la Commission européenne. En ce début d'année scolaire, les écoles et les clubs sportifs de cinq communes travailleront sur la question : "comment encourager une pratique sportive porteuse de valeurs positives ?". Les élèves auront à leur disposition plusieurs outils pédagogiques (brochure, DVD, site Internet : www.gagner.org). Les thèmes abordés seront le dopage et ses dangers, l'importance de la pratique sportive pour la santé des jeunes (prévention de l'obésité notamment), les causes et les moyens de combattre la violence dans le sport, les moyens de promouvoir le fair play dans le sport. Cette initiative locale préfigure ce qu'il sera possible de faire partout en Europe pendant l'Année européenne de l'éducation par le sport 2004. La Commission soutient ce projet à hauteur de 355.000 €. Le dossier de presse complet et les contacts avec les organisateurs sont disponibles auprès du porte-parole pour l'Education et la Culture de la Commission européenne.

    [08] Commission moves to prepare extension of FIN-NET financial services complaints network to future Member States

    As part of its drive to help customers who buy financial services across borders to get redress if things go wrong, the European Commission is organising a seminar today and tomorrow in Brussels to pave the way for extending the existing FIN-NET complaints network (see IP/02/1258) to future Member States. Commission officials and senior representatives of existing complaint schemes in the UK, Greece, Sweden, France, Portugal and Finland will present to an audience of representatives from the accession countries the principles and practice of national complaint schemes and of the FIN-NET system linking them across the EU. The seminar will also provide a chance for the accession countries to inform the Commission further about their own existing schemes. The objective is to promote best practice in the creation and management of out-of-court redress schemes in the accession countries and ultimately to include them in FIN-NET after enlargement.

    [09] The US Byrd amendment is in clear breach of WTO rules

    A WTO panel report has just concluded that the Continued Dumping and Subsidy Offset Act (so-called "Byrd amendment") is incompatible with WTO rules. European Trade Commissioner Pascal Lamy said : "I am very pleased that the panel has confirmed the views of the EU and ten other co- complainants that the Byrd amendment is in breach of the US obligations under the WTO. I strongly hope that, in view of the clear condemnation of the legislation itself and the very broad interests affected, the US will promptly repeal the Byrd amendment as recommended by the panel."

    [10] Declaration by the Commission concerning parliamentary elections in the former Yugoslav Republic of Macedonia

    The European Commission welcomes the orderly holding of elections in the former Yugoslav Republic of Macedonia on 15 September 2002 and the fact that, as stated by OSCE/ODHIR, they were generally conducted in accordance with international standards.

    [11] Anna Diamantopoulou : a plea for the abolition of slavery

    Speaking at the European Conference on Preventing and Combating Trafficking in Human Beings in Brussels next Thursday, 19 September, Anna Diamantopoulou, European Commissioner responsible for Employment and Social Affairs, will say : "It is shocking that we are discussing today an issue that should have been solved with the abolition of slavery : the market in human beings. Western Europe is at the heart of a modern-day slave trade. Up to half a million women and children are being trafficked into this region each year. They are bought and sold into forced prostitution. To domestic labour as servants. Or forced into sham 'marriages' where they are held as prisoners. Raped, and often forced to provide their so-called 'husbands' with children. The bodies of several hundred of these women are discovered each year. Europol estimates that many are never found." And she will add : "It is my role to do all I can to address the gender dimension of trafficking. I believe that while there is an overall need to address all forms of trafficking, a specific policy approach is needed to address trafficking for the purpose of sexual exploitation. With a particular emphasis on assistance and support for victims on the ground. Women represent 70 percent of the 1.3 billion poor people in the world. It is poverty, lack of opportunities and abuse that drive women to seek a better life elsewhere. Any policy response to trafficking must aim to address these issues, at source."
