    La Commission européenne a approuvé aujourd'hui une proposition de directive relative aux conditions d'entrée et de séjour des ressortissants de pays tiers aux fins d'études, de formation professionnelle ou de volontariat. Cette proposition complète les initiatives déjà présentées en ce qui concerne l'admission des ressortissants de pays tiers aux fins d'emploi et de regroupement familial. La future directive facilitera aussi l'accueil des étudiants de pays tiers dans le cadre du futur programme Erasmus World (Cf. IP/02/1066 du 17 juillet 2002) et la participation de ressortissants de pays tiers dans des programmes comme Jeunesse et Euromed Jeunesse.

    [02] Commission to increase support to UNRWA to €237 million

    This week European External Relations Commissioner Chris Patten will sign a new funding convention with the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). The European Union will increase its support to UNRWA's general fund to €237 million over the next four years (2002-2005). Funding under the new convention is intended as contribution towards the financing of UNRWA's regular programmes for the benefit of around 3.9 million Palestine refugees in UNRWA's five fields of operation : Jordan, Syria, Lebanon, the West Bank and the Gaza Strip. UNRWA's goal is to promote the well-being of the refugees and strengthen the self-reliance of the refugee community. The overall strategy of UNRWA is to provide basic education, health, and relief and social services.

    [03] Commission to launch Nanotechnology Industrial Platform

    "Smart dust" computers are the size of a grain of sand. "Lab-on-a-pill" devices can surf our bloodstream. Nanotech products are extremely small - so small they can save raw materials, energy and time. To discuss nanotech's potential, Mr Helge Sander, Danish Minister of Science, Technology and Development Innovation, and European Research Commissioner Philippe Busquin today held a conference in Copenhagen, Denmark. The meeting brought together nanotechnology experts, researchers and policy- makers. As a next step, the Commission will launch a Nanotechnology Industrial Platform in 2003 - a forum gathering all major nanotech stakeholders at EU level. It will also allocate €700 million to nanotech research within the 6th EU Research Framework Programme (FP6 2003-2006). The aim is to encourage EU Member States and industry to invest even more in this field. Nanotech applications include energy storage and distribution, detection, measurement and testing, processors and display technologies, bio-analysis and drug delivery, robotics and prosthetics.

    [04] La conférence de haut niveau sur l'administration en ligne fixe des objectifs pour les services publics en ligne et lance un nouveau portail paneuropéen

    Les services administratifs en ligne doivent préserver la diversité linguistique de l'Europe et être aussi proches que possible de leurs utilisateurs. Telles sont les principales conclusions de la récente conférence "EDA" (échange de données entre administrations) qui s'est déroulée à Bruxelles sur le thème : "Services administratifs paneuropéens en ligne à l'intention des citoyens et des entreprises: le rôle de l'EDA". Cette conférence a mis l'accent sur les besoins des utilisateurs transfrontaliers de services administratifs en ligne. En ce qui concerne les citoyens, ces services comprennent des conseils sur les conditions de vie dans un autre pays (système de santé, permis de conduire, éducation, retraites, ouverture d'un compte en banque, recherche d'emplois, etc.). Dans le cas des entreprises, ils fournissent des conseils sur les règles de comptabilité, les possibilités de financement, les ressources humaines, le droit de l'emploi, le commerce international, les droits prélevés et les procédures à suivre. Pour améliorer la situation actuelle, la conférence a lancé le portail "Public-Services.eu" visant à fournir des informations et des services aux citoyens et aux entreprises réalisant des activités transfrontialières avec des administrations publiques en Europe.

    [05] Fiscal policy in Europe : how effective are automatic stabilisers ?

    It is largely recognised that fiscal policy will have larger responsibilities for cyclical stabilisation in EMU given the loss of the monetary instrument. At the same time, the EMU's budgetary framework emphasises the need to rely on automatic fiscal stabilisers, rather than active policies in cushioning the business cycle. We show that automatic stabilisers are relatively powerful in the event of shocks to private consumption, but less so in the case of shocks to private investment and exports. In the case of supply side shocks, the automatic stabilisers are largely ineffective, but this may actually be a good thing to the extent that supply-side disturbances call for structural adjustment rather than cyclical stabilisation.
