  • [01] Commission's reaction after elections in Turkey

    The European Commission takes note of the outcome of the democratic elections that took place in Turkey and is ready to cooperate with the new government. It also takes note that the two parties that will be represented in the Grand National Assembly have clearly indicated that they want to pursue a pro-European policy. The Commission expects Turkey to confirm its commitments to reforms in order to comply with the EU-accession criteria. As with previous governments in Turkey and in the same way as with all the other candidate countries, the Commission will continue to monitor closely the progress made, with particular attention to action taken in practice.

    [02] Commission closes cartel procedure against Carlsberg and Heineken

    The European Commission has closed its investigation into an alleged market sharing agreement between Carlsberg of Denmark and Dutch company Heineken, two large international brewers, since the Commission did not find evidence to prove that the suspected infringement continued after May 1995. Under EU rules, the Commission cannot fine companies for infringements for which it has no evidence that they continued in the five years preceding the start of its investigation which in this case was 2000.

    [03] Commission welcomes experts' report on company law and corporate governance

    The European Commission has welcomed the final report by the High-Level Group of Company Law Experts, on a modern regulatory framework for company law in Europe, including corporate governance. The report covers the issues considered by the group under the second part of its mandate. Following the informal meeting of EU Finance Ministers in Oviedo in April this year, that mandate was extended to cover additional corporate governance issues (role of non-executive and supervisory directors ; management remuneration ; responsibility of management for financial statements ; auditing practices), in the light of issues raised by the collapse of Enron. The Commission is considering the presentation of an action plan for company law in early 2003.

    [04] Septembre 2002 : les prix à la production industrielle en hausse de 0, 3% dans la zone euro et dans l'UE15

    Au mois de septembre 2002, les prix à la production industrielle dans la zone euro et dans l'UE15 ont progressé de 0,3% par rapport au mois précédent, selon les estimations publiées aujourd'hui par Eurostat. En août 2002, les prix avaient augmenté de 0,1% dans les deux zones. Au mois de septembre 2002 et par rapport au mois de septembre 2001, les prix à la production industrielle ont augmenté de 0,1% dans la zone euro et sont restés stables dans l'UE15. Ceci représente la première hausse des prix après 12 mois consécutifs de baisses.

    [05] TVA : la Commission a décidé de traduire l'Italie devant la Cour de Justice pour retards de remboursement

    La Commission européenne a décidé de saisir la Cour de Justice à l'encontre de l'Italie au sujet des retards excessifs pour le remboursement aux assujettis non établis en Italie de la taxe sur la valeur ajouté (TVA). Ces remboursements sont actuellement effectués avec des retards que dépassent les six mois, ce qui provoque des difficultés considérables pour les entreprises et autres assujettis qui ont droit aux remboursements de TVA payés en Italie. La Commission estime que cette pratique n'est pas compatible avec la huitième directive relative au système commun de TVA (79/1072/CEE).

    [06] La Commission autorise Finmeccanica à racheter Marconi Mobile

    La Commission européenne a autorisé l'opération par laquelle Finmeccanica, constructeur italien d'avions commerciaux et militaires et d'autres produits relevant des technologies de la défense, rachète Marconi Mobile, filiale italienne de Marconi Plc qui produit des systèmes de communication militaires. L'enquête d'un mois n'a pas révélé de problèmes de concurrence sur le marché italien, le seul ou la concentration ait des effets, car les activités des sociétés en cause sont largement complémentaires.

    [07] Margot Wallström welcomes outcome of climate change conference

    The 8th Conference of the Parties to the UN Climate Change Convention concluded yesterday with the adoption of a Ministerial 'Delhi Declaration'. It calls for all countries to ratify the Kyoto Protocol in the face of growing evidence of the damage done by climate change, and the need for greater efforts to combat climate change in coming decades. "Recent flooding and extreme weather events in many parts of the world have dramatically shown how vulnerable human societies are to climate change", said European Environment Commissioner Margot Wallström. "Floods, droughts and other adverse impacts have caused thousands of human casualties and billions of Euro in damage. Science tells us that these events are likely to become more frequent and intense in many areas as the climate warms. We need to act together in the international community to deal with this global threat."

    [08] Commission launches major public consultation on the future of European cooperation in education, training and youth

    Viviane Reding, Member of the European Commission responsible for Education and Culture, today launched a large-scale public consultation process on the development of new European education, training, and youth programmes after 2006, when the existing Socrates, Tempus, Leonardo da Vinci and Youth programmes expire. The basis for the consultation is a document which summarises what has been achieved so far through European programmes in the field, outlines the important policy developments which have occurred since the Lisbon European Council in 2000 and calls for responses on thirteen key issues divided into three sections : the type of action to be supported after 2006 ; the geographical span of the programmes ; the structure of the new generation of programmes. The present document is addressed to all authorities, institutions, associations, social partners and individuals with a direct or indirect interest in the field at European level, in the EU Member States and other countries including the EEA and candidate countries. The results of the consultation will be fed into the legislative proposals for new programmes that the Commission will prepare in late 2003. The consultees are invited to send their replies via online response form for 28 February 2003.
