  • [01] Le système d'identification des demandeurs d'asile Eurodac sera opérationnel demain

    Le tout premier système européen automatisé d'identification d'empreintes digitales sera lancé le 15 janvier. Appelé Eurodac, ce système enregistrera les empreintes digitales des demandeurs d'asile et de certaines catégories d'immigrés illégaux arrivant dans n'importe lequel des Etats participants. Il sera ainsi possible d'appliquer la "Convention de Dublin" sur les critères et les mécanismes permettant de déterminer quel Etat membre est responsable de l'examen d'une demande d'asile présentée dans l'un des Etats membres, ainsi que le règlement communautaire qui la remplacera au cours de 2003.

    [02] La Commission lance une consultation sur la loi applicable aux obligations contractuelles ("Rome I")

    La Commission européenne a adopté aujourd'hui un Livre vert afin de lancer le débat sur l'opportunité de transformer la Convention de Rome de 1980 sur la loi applicable aux obligations contractuelles en instrument communautaire ainsi que sur sa modernisation. Cette initiative s'inscrit dans le cadre des travaux en cours au sein de l'Union européenne pour créer un véritable espace européen de la justice. Des règles communes en cette matière contribuent à améliorer la reconnaissance mutuelle et l'exécution des décisions judiciaires à travers l'Union européenne.

    [03] Commission acts to reduce pollution from tractors, construction equipment and other non-road machinery

    The European Commission has agreed to proposed legislation to cut emissions from diesel engines that are used in a wide range of non-road machinery . The proposal aims to reduce the impact of such emissions on the environment and human health, in particular the formation of ozone and the negative health effects of particles. The proposed legislation will also help support the promotion of inland waterway shipping and railways as environmentally friendly modes of transport. The legislation will help to ensure that all future diesel engines are equipped with particulate filters. The legislation has been developed in close co-operation with the Environment Protection Agency in the USA to achieve global emission limits in this field.

    [04] Commission acts to reduce pollution from paints and varnishes

    The European Commission has presented a new proposal to reduce the content of Volatile Organic Compounds (VOCs) in a series of decorative paints and varnishes by about 50%, or 280,000 tonnes, per year. VOCs contribute to the formation of ground-level ozone (smog), which is one of the big remaining air quality problems in the EU. The proposal will for the first time set EU- wide limits on solvent content in paints, varnishes and vehicle refinishing products to come into effect in two phases : 2007 and 2010.

    [05] La Commission autorise l'acquisition de Sidel par le groupe Tetra Laval

    La Commission européenne a décidé d'autoriser l'acquisition du fabricant français de machines d'emballage plastique Sidel par l'entreprise helvético- suédoise leader de l'emballage carton Tetra Laval. Cette décision fait suite à un nouvel examen effectué à la lumière de l'annulation par le Tribunal de première instance de la décision de la Commission du 30 octobre 2001, par laquelle l'acquisition avait été interdite. L'opération est autorisée sous réserve que Tetra tienne son engagement de concéder une licence pour sa nouvelle technique d'étirage-soufflage-moulage (stretch blow moulding - SBM), "Tetra Fast", actuellement en cours d'essai.

    [06] EU launches Police Mission in Bosnia and Herzegovina

    On January 15th 2003, the European Union Police Mission (EUPM) will be officially inaugurated. The three-year European Union Police Mission in Bosnia and Herzegovina (BiH) is the EU's first civilian crisis management operation under the European Common Foreign and Security respectively Defence Policy (CFSP/ESDP). It will make a vital contribution towards establishing the rule of law in Bosnia and Herzegovina, upon which its future as a modern European country depends. European Commissioner for External Relations Chris Patten said : "We are helping the countries of the Western Balkans build honest, uncorrupt institutions brick by brick. Building a strong police service in Bosnia and Herzegovina, creating a more effective judiciary and assisting the fight against organised crime are priorities if BiH is to look forward to a stable future, and a closer relationship with the EU. It is also an essential prerequisite for attracting foreign investment and strengthening the BiH economy."
