  • [01] Commission puts in place final piece of new framework for electronic communications

    The European Commission has identified 18 markets in the electronic communications sector that national regulators will have to investigate in order to decide whether these markets continue to justify sector specific regulation. The list of the markets is a key element of the new regulatory framework for electronic communications in Europe. By listing the markets where the Commission considers that regulation may be justified, the recommendation seeks to roll back regulation where it is no longer required and provides greater legal certainty for suppliers of communications networks and services.

    [02] La Commission invite l'Europe à se convertir à l'accès à large bande

    L'Union européenne doit accélérer la conversion vers les services à large bande et les communications mobiles de la troisième génération, selon une nouvelle communication de la Commission européenne sur l'état du secteur des communications électroniques. Le rapport constate que les services à large bande et les communications mobiles de la troisième génération ("3G") sont les principaux moteurs de ce secteur. Vu les avantages qu'ils offrent sur le plan économique et social, il est plus urgent que jamais d'améliorer la disponibilité et de renforcer l'utilisation de ces technologies. "Aujourd'hui, a déclaré Erkki Liikanen, commissaire chargé des Entreprises et de la Société de l'information, la Commission a invité tous les Etats membres à se consacrer à une stratégie globale en matière d'accès à large bande d'ici à la fin de 2003. En outre, toutes les administrations publiques devraient être connectées à l'accès large bande d'ici 2005. Et nous devrions avoir pour objectif ultime que la moitié des connexions internet en Europe soient des connexions à large bande en 2005. Pour y parvenir, les Etats membres doivent mettre en œuvre pour cet été le nouveau cadre réglementaire des communications électroniques afin d'assurer un environnement stable et prévisible pour les investissements. Des contenus et des applications à la fois nouveaux et attrayants, tels les services d'administration en ligne, devraient stimuler l'investissement dans de nouveaux réseaux. En mettant l'accent sur la recherche, nous devrions assurer la capacité innovatrice à long terme du secteur."

    [03] The eEurope 2002 action plan has been a success in bringing Europe on- line

    The eEurope 2002 action plan, designed to bring Europe online as fast as possible, has been a major success, according to the European Commission's eEurope 2002 final report, adopted today. The eEurope 2002 Action Plan was launched at the European Council at Feira in June 2000. The report shows that the number of households connected has more than doubled and nearly all schools and businesses are now online. Europe now has the world's fastest research network. Thanks to the political momentum generated by the action plan, a new and modern legal framework for electronic communication services and e-commerce was adopted at European level and will enter into force this summer. Erkki Liikanen, Commissioner responsible for Enterprise and Information Society, said : "Greater connectivity and investment in information and communications technologies are the main building blocks for improved productivity in Europe, if coupled with reorganisation of processes in business and administration and an emphasis on skills. The targets set by eEurope have been essential to help Europe on the way to meet the Lisbon target of becoming more competitive by 2010. Now we must look ahead and focus on how broadband may be made generally available to Europeans so that the speed of change can increase."

    [04] Commission presents its proposal to adapt the financial framework for enlargement

    The European Commission agreed its proposal for adapting the financial perspective for 2004-2006 to meet the demands of enlargement. The proposal sets in motion the process of incorporating the ten new Member States into the EU budget within the limits of the financial perspective for the six candidate countries agreed in Berlin in 1999. The Council and Parliament will have to set the framework for the next three budgets on the basis of this proposal.

    [05] Commission launches major initiative to simplify and streamline EU legislation

    The European Commission has adopted a Communication setting out an ambitious and detailed Framework for Action to simplify, streamline and improve access to the body of EU law, known as the acquis communautaire. This is the latest stage in the Commission's Better Regulation initiative, a key part of the objective set at the Lisbon summit in 2000 of making the EU the world's most competitive knowledge-based economy by 2010. The initiative aims to establish a reliable, up-to-date and user-friendly body of EU law for the benefit of citizens, workers and businesses across Europe. As a first contribution, the Commission now proposes immediate removal of obsolete legislation amounting to over 1,000 pages of the Official Journal. Through a concerted programme of consolidation and codification, it is estimated that the volume of legislation could be reduced by as much as 35,000 pages by 2005. At the end of 2002, the body of binding secondary legislation adopted by the European institutions amounted to 97,000 pages of the Official Journal. The Commission now looks to the European Parliament and the March European Council to endorse its approach.

    [06] La Commission adopte le plan de consolidation de sa présence à Luxembourg

    La Commission européenne a adopté le plan définitif de consolidation de ses services à Luxembourg et habilité le Vice-président Neil Kinnock à officialiser l'accord avec les autorités luxembourgeoises. Le plan permettra à la Commission de doter ses services installés à Luxembourg d'une taille suffisante pour qu'ils puissent fonctionner dans une large autonomie et partant avec une efficacité accrue. Comme l'a indiqué la Commission, tel était l'objectif principal du processus lancé en 2000 en vue de la consolidation de la présence de l'institution à Luxembourg. Il en résultera une augmentation des effectifs en poste à Luxembourg, qui passeront de près de 3.000 à 3.400 d'ici 2010.

    [07] La Commission annonce des nominations à des postes d'encadrement supérieur

    La Commission européenne a arrêté un certain nombre de décisions concernant le personnel d'encadrement supérieur. M. Jonathan Faull est nommé directeur général de la Justice et des Affaires intérieures, en remplacement de M. Adrian Fortescue, qui devient conseiller hors classe. M. Reijo Kemppinen devient porte-parole de la Commission. M. Guy Crauser, actuellement directeur général de la Politique régionale, devient conseiller hors classe. Deux postes de directeur général, respectivement à la DG Presse et Communication et à la DG Politique régionale, font l'objet d'un appel à candidatures internes. M. Michael Leigh est nommé directeur général adjoint des Relations extérieures.

    [08] Structural Funds : positive impact of the Objective 6 programmes in Sweden and Finland

    Michel Barnier, the European Commissioner responsible for regional policy, presented on 11 February the results of an evaluation, which examines the results of Structural Funds programmes for the northernmost parts of Finland and Sweden. The evaluation for the period 1995-1999 (Objective 6) shows that the programmes had a positive impact on the regions although the depopulation trend remains difficult to reverse.
