  • [01] Démarrage du chemin de fer européen pour le fret

    Le 15 mars prochain fera date dans l'histoire du transport ferroviaire européen : le 1er paquet ferroviaire sort tous ses effets dans les Etats membres, permettant au transport ferroviaire de fret de devenir plus compétitif et plus européen. Ce paquet comprend une série de mesures relatives à l'ouverture du marché du fret international qui permettront aux entreprises ferroviaires de fournir des services européens compétitifs en adéquation avec la demande de l'industrie et des chargeurs. "De nombreuses entreprises ferroviaires attendent cette date avec impatience pour lancer de nouvelles stratégies commerciales axées sur la valorisation du point fort du rail : le transport de longue distance à l'échelle européenne. Ceci ne sera effectif que si les Etats membres transposent et mettent en oeuvre pratiquement les dispositions communautaires dans leur législation nationale. La Commission prendra les mesures nécessaires pour qu'il en soit ainsi dans les plus brefs délais", a déclaré Loyola de Palacio, Vice- Présidente de la Commission européenne en charge de l'Energie et des Transports.

    [02] Avian influenza : situation in Belgium and the Netherlands

    The Standing Committee on the Food Chain and Animal Health yesterday endorsed the measures adopted by the Commission on 12 March following a possible outbreak of avian influenza in Belgium (see IP/03/366) and extended the existing measures in the Netherlands (see IP/03/312) until 20 March. The protective measures adopted by the EU are the same in both countries : no live poultry and hatching eggs may be transported within Belgium or the Netherlands (with the exception of day-old chicks and poultry for immediate slaughter since 4 March in the Netherlands and as of 14 March in Belgium) nor dispatched from these countries to other Member States or third countries. For Belgium the measures are applicable until 20 March unless the suspicion has been officially ruled out by laboratory testing before that date. To date, the test results remain negative. The Committee welcomed the responsible way the Belgian authorities reacted to the suspect case. It also expressed appreciation of the way the Belgian and Dutch authorities have worked in close cooperation with each other and with the Commission services. The situation and the measures adopted will be reviewed by the Committee next Tuesday, 18 March.

    [03] Le comité scientifique directeur adopte de nouveaux tests de dépistage rapide de l'ESB ainsi qu'un document d'orientation sur les OGM

    Lors de sa réunion plénière des 6 et 7 mars 2003, le comité scientifique directeur a adopté pas moins de 15 avis et rapports couvrant un large éventail de domaines multidisciplinaires tels les encéphalopathies spongiformes transmissibles (EST), les plantes génétiquement modifiées et l'harmonisation des méthodes d'évaluation des risques.

    [04] Pesticides : consumer protection to be boosted via harmonisation of maximum residue levels

    Today the European Commission adopted a proposal for a Regulation aiming to harmonise at the European level the maximum residue levels (MRLs) of pesticides permitted in products of plant and animal origin.

    [05] EU contribution for operational costs to eradicate FMD in France, Ireland and the Netherlands in 2001

    The European Commission has adopted three decisions fixing the EU financial contribution for the operational costs related to the obligatory slaughtering for the eradication of foot-and-mouth disease (FMD) in the Netherlands, France and Ireland in 2001. These cover the costs for the slaughter and destruction of animals and for the destruction of milk and contaminated feedingstuffs and the costs for cleaning and desinfection of holdings. The indicative EU contribution (60% of total eligible costs) is €31.9 million for the Netherlands, €1.3 million for France and €1.3 million for Ireland. These are provisional figures, based on forecasts provided by the Member States, pending the results of controls on the ground. In August 2001, the Commission already adopted advance payments for the compensation of farmers for the compulsory slaughter of their animals (value of the animals). Advances of €355 million were allocated to the United Kingdom, €39 million to the Netherlands, €3.3 million to France and €2.7 to Ireland. No final decisions on the financial contributions for this part of the costs have been taken as financial controls are not yet completed.

    [06] Premières estimations pour le 4ème trimestre 2002 : l'UE15 a enregistré un excédent des échanges courants de 17,9 milliards d'€ ; excédent de 7,5 milliards d'€ pour la balance des services

    Selon les données provisoires publiées aujourd'hui par Eurostat, la balance des opérations courantes de l'UE15 avec les pays tiers a enregistré un excédent de 17,9 milliards d'€ durant le quatrième trimestre 2002, comparé à un excédent de 9,6 milliards d'€ au quatrième trimestre 2001 et à un excédent de 21,9 milliards d'€ au troisième trimestre 2002. Au cours du quatrième trimestre 2002, la balance des services extra-UE15 a enregistré un excédent de 7,5 milliards d'€, comparé à un excédent de 2,9 milliards d'€ durant le quatrième trimestre 2001 et à un excédent de 7,5 milliards d'€ durant le troisième trimestre 2002.

    [07] Des recherches communautaires examinent les causes des conflits pour renforcer les chances de la paix

    Les causes complexes des conflits et les solutions possibles pour arriver à la paix, dans des régions telles que les Balkans, Chypre, le Moyen-Orient et l'ex-Union soviétique, font l'objet de cinq projets de recherche communautaires, qui commencent aujourd'hui. Jusqu'à présent, les spécialistes analysaient surtout les tensions économiques et politiques, considérées comme la principale cause des conflits. Les nouvelles études communautaires iront au-delà de cette approche et prendront en considération d'autres éléments, tels que des facteurs sociaux et psychologiques. Cela devrait contribuer au débat sur les nouvelles dimensions de la sécurité et le rôle de l'Europe dans ce domaine.

    [08] EU research analyses the new "development model" for Europe

    The challenges facing Europe's distinctive model of development are the focus of 33 research projects presented today by the European Commission. The post-World War II model is not adapted any more to today's realities : its approach of combining economic, social and sustainability goals needs reassessing given the many changes in the world. Its aims of improving people's quality of life and encouraging their integration into a wider European society could be increasingly difficult to achieve without a fundamental rethinking of principles. The Commission projects analyse challenges such as increasing pressure coming from international competition, changes in financial markets, growing inequalities, migration and ageing.

    [09] Equal education opportunities in EU questioned by new Commission research

    The far-reaching impact of social, political and economic global changes on education and training in the EU is underlined by research results discussed today in Brussels by European Research Commissioner Philippe Busquin. The research demonstrates that education and training are inextricably linked to issues as diverse as citizenship and democratic participation, social justice, cultural diversity and quality of life. For instance, across Europe higher education is increasingly under pressure from political and public demands to deliver greater opportunities to more students but with less state funding. Education policies are also strongly connected with other social policies like those on housing, health, welfare, youth, employment and immigration.

    [10] Equal opportunities : EU research suggests further progress needs to be made

    Some thirty years since European legislation to secure equal rights for men and women was passed, research presented today by the Commission shows that, despite making strides forward in the workplace, women continue to earn less, occupy less interesting jobs, and shoulder the burden of domestic responsibilities. In order to support the Commission's drive to improve equality between the sexes further research is required. This should help shape "gender mainstreaming" strategies, which ensure that promoting gender equality is integral to all new policies at EU and national level.

    [11] D'après un rapport de l'UE, il n'y a aucune preuve que l'immigration entraîne une augmentation de la criminalité et du chômage

    Les principaux éléments susceptibles d'influer à l'avenir sur les politiques de l'immigration de l'UE constituent le thème central d'un rapport financé par l'UE qui est publié aujourd'hui. Ce rapport passe en revue les conclusions de 17 projets de recherche différents et fait l'état de la situation concernant les mouvements de population et l'immigration en Europe. Il y est démontré qu'il n'y a aucun rapport de cause à effet entre immigration, criminalité et chômage. En outre, l'existence d'une importante économie souterraine peut encourager l'immigration. L'étude montre également que les immigrés ont tendance à accepter des emplois marginaux dont les ressortissants de l'UE ne veulent pas et que, si l'immigration diminuait, l'Europe pourrait souffrir d'une pénurie de main-d'œuvre.

    [12] La Commission et les Etats Membres examinent la situation de l'approvisionnement pétrolier

    Dans le cadre de l'éventualité d'une évolution rapide de la situation géopolitique au Moyen-Orient, la Commission européenne a convoqué ce 13 mars 2003 le Groupe d'approvisionnement pétrolier (GAP). Le but de cette réunion était d'analyser la situation des marchés pétroliers, leur évolution récente et les mesures qui pourraient être prises en cas de besoin.

    [13] Commission to sign €400 million package for Afghanistan; Afghanistan High Level Strategic Forum

    On Monday 17 March, Chris Patten, European Commissioner for External Relations will sign a €400 million package of reconstruction support to Afghanistan for 2003-04. This will ensure that the European Union will continue to exceed its pledge to provide Afghanistan with about €200 million per year over a five year period, and demonstrates the EU's determination to remain committed to Afghanistan. The signing will take place at the Afghanistan High Level Strategic Forum, which the European Commission is co-hosting with the World Bank. The meeting, to be led by the Afghan Government, will bring together donors and multi-lateral organisations to discuss the long term funding requirements, and agree the key development priorities for 2003.

    [14] La Commission alloue 8,4 millions d'€ en faveur des opérations menées par ECHO Flight

    La Commission européenne a alloué une aide de 8,4 millions d'€ destinée au financement des opérations d'Echo Flight menées dans la Corne d'Afrique au cours de l'année 2003. Ce projet offre des services essentiels aux populations les plus vulnérables de cette région en difficulté, permettant d'atteindre des endroits dont l'accès est difficile ou impossible par voie terrestre. Le personnel de terrain travaillant pour ECHO et les partenaires opérationnels de cette organisation recourent à ce service assurant une livraison rapide de biens et d'équipements de première nécessité dans les zones qui en sont le plus démunies. ECHO Flight contribue actuellement à la réalisation de quelque 180 projets humanitaires et de développement d'une valeur totale de 200 millions d'€.

    [15] David Byrne launches EU Consumer Affairs web site to mark World Consumer Day

    David Byrne, the European Commissioner for Health and Consumer Protection, today launched the Commission's new multi-lingual Consumer Affairs web site. The launch of the site was timed to mark World Consumer Day, which takes place every year on 15 March. The "right to be informed" is one of the four fundamental consumer rights that World Consumer Day is designed to highlight. Mr Byrne emphasised the Commission's recognition of, and commitment to, this right.
