[01] Lutte contre la fuite des cerveaux : la Commission propose des mesures
pour améliorer les carrières des chercheurs
La Commission européenne a proposé aujourd'hui une série de mesures
destinées à empêcher que les meilleurs chercheurs européens n'abandonnent
leurs carrières en Europe en faveur d'opportunités plus lucratives aux
Etats-Unis ou ailleurs. Sur base d'une analyse approfondie des perspectives
de carrière au sein de l'UE, la Communication "Les chercheurs dans l'Espace
européen de la Recherche : une profession, des carrières multiples"
identifie les facteurs qui déterminent le développement des carrières
scientifiques, à savoir la formation, les méthodes de recrutement, les
conditions d'emploi, les mécanismes d'évaluation et l'avancement dans la
carrière. A cette fin, la Communication propose des actions concrètes pour
encourager et structurer un meilleur dialogue et un meilleur échange
d'informations avec les chercheurs, et vise à créer un véritable marché du
travail compétitif dans le domaine de la recherche en Europe. Parmi les
actions préconisées figurent : une "Charte européenne du chercheur" ; un
"Code de conduite pour le recrutement des chercheurs" ; des mécanismes
communs pour évaluer et acter les compétences, les qualifications et les
résultats de la recherche ; l'élaboration d'instruments avancés an matière
de formation ; ainsi que l'accès à des financements adéquats et à des
bénéfices minimaux en matière de sécurité sociale pour les doctorands.
[02] Commission report shows Europe's public research centres mean business
A European Commission study of 769 public research centres across Europe,
released today, dispels commonly held views that they are in decline, by
demonstrating that the sector is much larger and more dynamic than
generally appreciated and is radically re-inventing itself by building
stronger links with industry. The research centres surveyed employ over 100,
000 scientists, and in recent years have shifted from pure research to
strong science-industry relationships, with much more activity in applied
research than in basic research. They are therefore key to meeting the
Lisbon European Council's goal of turning Europe into the most competitive
knowledge-based economy in the world.
[03] La Commission préoccupée par l'incapacité des Etats membres à
transposer les nouvelles dispositions en matière d'égalité raciale
La Commission européenne est vivement préoccupée du fait que les Etats
membres ne sont pas parvenus à ce jour à transposer en droit national les
nouvelles dispositions communautaires en matière de discrimination raciale.
De nombreux Etats membres ne seront pas en mesure de respecter la date
limite de transposition fixée au 19 juillet 2003. Dans son discours
d'ouverture à une conférence sur la lutte contre la discrimination prévue
le lundi 21 juillet, Anna Diamantopoulou, commissaire responsable de
l'emploi et des affaires sociales, adressera un message clair aux
gouvernements des Etats membres de l'UE sur la nécessité d'incorporer
immédiatement ces dispositions dans leur droit national.
[04] Commission clears Samsung's and Total Holding's acquisition of Samsung
Atofina Ltd
The European Commission has cleared the acquisition of joint control of the
undertaking Samsung Atofina Ltd. ("JV"), Korea, by Samsung General
Chemicals Co. Ltd. ("Samsung"), Korea, belonging to the Samsung Group and
Total Holdings UK Ltd. ("Total Holdings") belonging to the Total Group
("Total"), France. Samsung Atofina is active in the manufacture of basic
petrochemical products and commodity polymers. Samsung is incorporated
under the laws of Korea and belongs to the Samsung Group. It is engaged in
the manufacture of basic petrochemical products and commodity polymers.
Total Holdings is a subsidiary of Total Holdings Europe Ltd. which belongs
to the Total Group. Total is involved in oil exploration, development,
refining, marketing, trading, shipping and production of base chemicals and
commodity polymers. (The operation, notified 18 June 2003, was examined
under the simplified merger review procedure)
[05] Florence Forum gets rid of all cross border electricity charges
A milestone agreement was reached on 9 July in Rome at the tenth meeting of
the Florence European Electricity Regulatory Forum with the decision to
remove completely the 0.5 € MW/h network access charge on exports currently
applied by Member States. As from 1 January 2004, no additional network
charges will be charged for cross-border electricity transactions in the
internal market. They will be treated like national transactions and
charged in the same way. "Tariff barriers to the exchange of electricity
will be dismantled six months before required by European legislation",
said Loyola de Palacio, European Commission Vice-President in charge of
Energy and Transport. "The Commission welcomes this decision which
demonstrates the commitment of the Forum to an integrated electricity
market without artificial barriers to trade. Business and consumers should
soon reap the benefits of this new breakthrough decision."
[06] Major industrial accidents : Commission pursues infringement
procedures against the Netherlands, Ireland and Italy
The European Commission has sent a formal request to the Netherlands,
Ireland and Italy urging them to correctly transpose into national
legislation an EU law on the control of major industrial accidents
involving dangerous substances. This EU law is known as the Seveso II
Directive and aims to avoid or minimise the consequences of major
industrial accidents through a variety of preventive measures, including
preparation of emergency plans and public participation. The requests take
the form of so-called 'reasoned opinions', the second phase of EU
infringement procedures set out in Article 226 of the Treaty. In the
absence of a satisfactory response within two months, the Commission may
refer the Member States to the European Court of Justice. The decisions
taken show that the Commission is determined to establish - as soon as
possible - a common EU framework for preventing and limiting the
consequences of major accidents involving dangerous substances.
[07] Integrated pollution prevention and control : Commission pursues legal
action against Ireland and Austria
The European Commission is acting to safeguard the environment by pursuing
infringement proceedings against Ireland and Austria. The Commission has
decided to refer Austria to the European Court of Justice because Austrian
law fails to fully transpose specific EU legislation on integrated
pollution prevention and control (IPPC). The IPPC Directive aims to ensure
that potentially polluting industrial and agricultural operations are
subject to strict environmental controls. The Commission has also sent a
final written warning ("reasoned opinion") asking Ireland to take steps to
fully transpose the Directive into Irish law. Current national law in
Austria and Ireland does not give citizens sufficient guarantees that their
environment will be protected as strictly as the Directive requires.
[08] Fisheries : transfer of unused quotas under the EU/Greenland protocol
For the first time since the conclusion of the EU/Greenland fisheries
agreement in 1985, the European Commission and Member States have agreed
transfers of unused fishing possibilities under this agreement. This
follows recent changes to the current protocol in accordance with the EU
move towards the development of partnership agreements (see ME/26/06/2003).
In line with this new approach, the transfers are designed to make the
unused quotas available to Member States, which have expressed an interest
in catching them. They also aim at globally improving the utilisation of
the fishing possibilities available under the agreement, which currently
stands at around 50%. Thus, Germany agreed to transfer 5,000 tonnes of
redfish from its quota allocation to the east of Greenland as follows : 2,
125 tonnes each to Portugal and Spain, 500 tonnes to Sweden and 250 tonnes
to the UK. Germany also agreed to a transfer of 500 tonnes of western
redfish each to Ireland, Portugal and Spain. Quota uptake by the various
parties concerned will be monitored and a meeting will be convened at the
beginning of September to examine whether there is a possibility of further
transfers from quota-holding Member States to other Member States.

La Commission européenne a adopté un programme immédiat de réhabilitation
après crise pour la Côte d'Ivoire de 30 millions €. Le Président de la
Commission Romano Prodi et le Commissaire responsable de la coopération et
l'aide humanitaire Poul Nielson ont annoncé l'adoption de ce programme à
l'occasion de la visite de M. Seydou Diarra, Premier ministre de la Côte
d'Ivoire, le jeudi 17 juillet 2003.
[10] Commission approves €31.5 million package for regional cooperation in
the Western Balkans for 2003
The European Commission has approved a Regional Action Programme for 2003
to reinforce the regional cooperation between Albania, Bosnia and
Herzegovina, Croatia, Serbia and Montenegro and former Yugoslav Republic of
Macedonia (fYROM). The programme will have a total budget of €31.5 million,
funded under the 2003 CARDS (Community Assistance for Reconstruction,
Development and Stabilisation programme). Activities, discussed and
approved by national authorities, will encourage cooperation and dialogue
between the Balkans countries in four priority areas, namely (1) integrated
border management, (2) institutional capacity building, (3) democratic
stabilisation and (4) regional infrastructure. and environmental
development. The adoption of this programme reflects the importance the EU
gives to the promotion of regional cooperation within the Stabilisation and
Association Process (SAp).
[11] Foot-and-mouth disease : Paraguay and Argentina
An outbreak of foot-and-mouth disease has been reported by the Paraguayan
authorities in an area (Pozo Hondo) 3km from the border with Argentina.
Paraguay is not authorised for export of fresh meat into the EU. The
surveillance area of the outbreak affects part of the territory of
Argentina. The Argentinean authorities reacted immediately to avoid the
possible spread into Argentinean territory, in particular with vaccination
and a ban of the movement of animals along the border area. The Commission
has been informed immediately and the Standing Committee on the Food Chain
and Animal Health voted in favour of a Commission proposal to suspend the
importation into the EU of de-boned and maturated bovine meat from the
Argentinean departments of Ramon Lista in the province of Formosa and of
Rivadavia in the Province of Salta until 15 September 2003.
[12] Information Society : Commission holds high-level forum in Peru on
partnership with Latin America and the Caribbean
Erkki Liikanen, European Commissioner for Enterprise and the Information
Society will meet with Ministers, Regulators, Private Sector and Civil
Society representatives from Europe, Latin America and the Caribbean in
Lima (Peru) on 20-21 July 2003 at a high-level forum. The objective of this
forum is to discuss ways to consolidate their partnership aimed at building
an open and inclusive Information Society in these regions. This meeting is
a follow-up of the ministerial meeting held in April 2002 in Seville, where
the @LIS cooperation programme was formally launched. Discussions will also
focus on issues related with the World Summit on Information Society (WSIS)
that will take place in December in Geneva. This Forum will also debate
ways to strengthen the participation of Latin American and Caribbean
organisations in the Commission's IST Research and Development programme,
taking advantage of the new financing possibilities under the international
cooperation section of the sixth framework programme.
