[01] Commission rejects request to establish a temporary ban on the use of
GMOs in Upper Austria
The European Commission has decided to reject a request from Austria to
introduce national measures banning the use of GMOs in the region of Upper
Austria for a three-year period. The request was notified in March 2003,
under Article 95(5) of the EC Treaty. This Article allows Member States to
derogate from European Union harmonisation measures, under certain strict
conditions. These include the emergence of new scientific evidence as well
as the existence of particular country-specific conditions. After thorough
examination of the Austrian request, the Commission concluded that these
conditions were not met in this specific case.
[02] Commission clears acquisition of Instrumentarium by General Electric
subject to conditions
The European Commission has approved, subject to conditions, the
acquisition by GE Medical Systems of Finnish firm Instrumentarium. The
Commission was concerned that GE and Instrumentarium would hold too high a
share of the patient monitoring market, which would have been detrimental
for hospitals. In order to get regulatory approval in the European Union,
GE has undertaken to sell Instrumentarium's Spacelabs business and to enter
into a series of supply agreements with its acquirer as well as to ensure
that its anaesthesia equipment, patient monitors and clinical information
systems will interoperate with third parties' devices.

[03] La Commission signe un programme de coopération avec la République
Démocratique du Congo de 205 millions €
La Commission européenne a signé le programme de coopération avec la
République Démocratique du Congo d'un montant de 205 millions € dans le
cadre de la mise en œuvre de l'Accord de Cotonou. Le programme détermine
les orientations générales de la coopération pour la période 2003-2004.
[04] Commission approves €36.5 million to support regional cooperation
between the Newly Independent States
The European Commission has adopted the Tacis Regional Action Programme
2003 with a total budget of €36.5 million. In 2003, TACIS regional
priorities are three key cross border themes : protecting the environment
(€8 million), promoting investment in infrastructure networks (€17.5
million, and fighting crime (€11 million). The TACIS Regional Programme is
the main EU instrument for promoting cooperation between NIS countries,
namely Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan,
Moldova, Mongolia, Russian Federation, Turkmenistan, Tajikistan, Ukraine
and Uzbekistan.
[05] June 2003 compared to June 2002 : volume of retail trade up by 0.7% in
euro-zone ; EU15 up by 2.3%
In June 2003, compared to June 2002, the volume of retail trade increased
by 0.7% in the euro-zone and by 2.3% in the EU15, Eurostat estimates today.
Compared to May 2003, the sales index remained unchanged in the euro-zone
but increased by 0.7% in the EU15.
