  • [01] Direct taxation : Commission proposes strengthening cooperation to combat fraud

    The European Commission has presented a proposal that aims to speed up the flow of information between the tax authorities of Member States by permitting them to coordinate their investigative action against cross- border tax fraud and allowing them to carry out more procedures on behalf of each other. The proposal which relates to direct taxation (income tax, company tax and capital gains tax) would update and rectify weaknesses in the existing Directive on Mutual Assistance, 77/799/EEC. Modern technology and increased cross-border activity have made it more important than ever for information exchange and cooperation between tax administrations to be improved. A Council report on tax fraud of June 2000 noted that the existing EU directives and regulations were inadequate for the combat of fraud, which in the direct tax area involves, in particular, problems of under-invoicing and over-invoicing (transfer pricing). This proposal would complement other recently adopted EU legislation in the field of information exchange the agreement on savings income (see IP/03/787) and the Regulation on strengthening administrative cooperation in the VAT area (see MEMO/03/36).

    [02] La Commission invite les Etats membres à adhérer au nouveau fonds d'indemnisation de la pollution par les hydrocarbures

    La Commission européenne a adopté aujourd'hui une proposition invitant les Etats membres à signer le nouveau protocole international instituant un fonds d'indemnisation complémentaire. "Ce nouveau fonds améliorera considérablement l'indemnisation des victimes des futurs déversements d'hydrocarbures dans l'UE", a déclaré Loyola de Palacio, vice-présidente de la Commission, chargée de la politique des transports et de l'énergie, "car l'un des principaux problèmes du régime actuel d'indemnisation de la pollution par les hydrocarbures est le manque de moyens financiers pour alimenter le système".

    [03] New Directive to fight pollution by ozone enters into force

    Today, a new Directive comes into force in the European Union which aims to ensure a better protection from ground level ozone of both the population and plant life. This year's hot summer in Europe resulted in record-high ground level ozone levels in many parts of the EU. Ground level ozone is a pollutant which can cause severe health problems, in particular in vulnerable groups like elderly people and children. The new Directive obliges Member States to inform and alert the population when ozone concentrations in the air are above certain thresholds. It also defines long-term objectives to protect human health and vegetation from ozone to be attained across the EU as far as possible by 2010.

    [04] La Commission s'engage pour une meilleure conception écologique des produits consommateurs d'énergie

    La Commission européenne a adopté une proposition de directive sur la conception écologique des produits consommateurs d'énergie tels que les dispositifs électriques ou électroniques et les appareils de chauffage. L'objectif est faire en sorte que l'environnement soit mieux respecté pendant toute la durée de vie des produits, et ce en intégrant systématiquement les considérations environnementales dans la conception des produits. Des dispositions cohérentes applicables en matière de conception écologique à l'échelle de l'UE permettront d'éviter que les disparités entre les législations nationales ne fassent obstacle aux échanges intra-UE. La proposition ne prévoit pas directement des exigences contraignantes pour les différents produits, mais elle définit les conditions et les critères à respecter lorsque des normes sont arrêtées en ce qui concerne les caractéristiques écologiques des produits concernés (tels que la consommation d'énergie) et elle permet d'améliorer rapidement et efficacement ces conditions et critères. Les produits qui remplissent les exigences en question profiteront tant aux entreprises qu'aux consommateurs, car ils faciliteront la libre circulation des marchandises dans l'UE et amélioreront la qualité des produits ainsi que la protection de l'environnement. La directive représente une percée dans la politique des produits de l'UE : elle contient de nombreux éléments novateurs et applique concrètement les principes du paquet relatif à l'amélioration de la réglementation.

    [05] Europeans are healthier and living longer, says European Commission

    Life expectancy in the EU has increased by 8 years since 1960, with the average life expectancy in 2000 being 75 for men and 81 for women one year higher than in the US. This can be attributed to better health and living conditions for European citizens. So says the report on the Social Situation in Europe 2003, released today by the European Commission, which this year had as its special theme the health of Europe's citizens.

    [06] Commission clears funds' acquisition of UK department store chain Debenhams

    The European Commission has granted clearance under the Merger Regulation to the acquisition of joint control of British department store chain Debenhams plc by private equity fund Permira Europe III, global investment banking and securities firm GS Capital Partners 2000 LP and US private merchant bank Blackstone Capital Partners IV Merchant Banking Fund L.P. (The operation, notified on 7 August 2003, was examined under the simplified merger review procedure)

    [07] Commission indicator forecasts euro area quarterly GDP growth of 0% to 0.4% for 3rd quarter, 0.2% to 0.6% for 4th quarter of 2003

    The indicator-based model for quarterly GDP growth for the euro area, developed by the European Commission's Directorate General for Economic and Financial Affairs, forecasts a range of 0% to 0.4% for GDP growth in the third quarter of 2003, unchanged compared to past releases. For the fourth quarter of 2003, the model suggests growth in a range of 0.2 to 0.6%. The acceleration in growth predicted for the fourth quarter stems from the recent improvement in domestic retail confidence, as well as external factors, captured by the rise in the US Purchasing Managers' index for manufacturing.

    [08] Premières estimations pour le deuxième trimestre 2003 : le PIB de la zone euro en baisse de 0,1% et celui de l'UE15 stable ; +0,2% et +0,5% respectivement par rapport au deuxième trimestre 2002

    Au cours du deuxième trimestre 2003, le PIB de la zone euro a baissé de 0, 1% et et celui de l'UE15 est resté stable par rapport au trimestre précédent, selon les premières estimations publiées aujourd'hui par Eurostat. Ces résultats font suite à des taux de croissance de 0,0% dans la zone euro et de +0,1% dans l'UE15 au cours du premier trimestre 2003. En comparaison avec le deuxième trimestre 2002, le PIB de la zone euro a enregistré une croissance de 0,2% et celui de l'UE15 de 0,5%, contre respectivement +0,8% et +1,0% au trimestre précédent.

    [09] Protection des mineurs : la Commission réunit un groupe d'experts sur la violence à la télévision, sur Internet et dans les jeux vidéo

    A l'initiative de Viviane Reding, Commissaire européenne en charge de l'Audiovisuel et de la Jeunesse, la Commission réunit ce mercredi 10 septembre à Bruxelles un groupe de scientifiques afin d'alimenter ses réflexions sur la protection des mineurs contre la violence à la télévision, sur Internet et dans les jeux vidéo, dans le cadre du réexamen de la directive "télévision sans frontières" et de la Recommandation de 1998 sur la protection des mineurs dans les services audiovisuels et de la société de l'information. La Commission présentera à la fin de 2003 ou au début de 2004 une communication sur l'avenir de la politique audiovisuelle communautaire, qui abordera notamment la question de l'opportunité de nouvelles mesures communautaires de protection des mineurs. La Recommandation de 1998 demande notamment aux fournisseurs d'accès Internet de mettre au point des codes de bonne conduite.

    [10] World cotton day (08/09) EU sympathises with concerns of African countries

    Commenting on the world cotton day and the "cotton initiative" of certain African countries and some NGOs, European Trade Commissioner Pascal Lamy and Farm Commissioner Franz Fischler said : "The EU sympathises with concerns about the low cotton prices, and their impact on developing countries. The EU is a net importer of cotton. The EU has no export subsidies for cotton. The EU has no border protection. And therefore has little or no impact on world prices. Europe is not a price-maker, it is a price-taker. With respect to the Doha Development Agenda, the EU fully subscribes to the principle that the cotton problem should be an important part of the overall negotiations. Trade-distorting subsidies should and will be reduced. We are committed to reforming the EU cotton subsidy system and make subsidies more trade friendly."

    [11] From Johannesburg to Cancun and beyond : pathways to sustainability

    European Trade Commissioner Pascal Lamy will host a Sustainable Trade Day in Cancún on 9 September. World Trade Organisation Director General Supachai Panitchpakdi will give the keynote address at the event. This is an opportunity for the negotiators and civil society to exchange views and discuss the options for ways in which the negotiations over the week ahead could enhance sustainable development.

    [12] République du Burundi : la Commission a signé le document de stratégie de coopération pour la période 2003-2007

    La Commission européenne a signé le document de stratégie de coopération (DSC) et le programme indicatif pour le Burundi pour la période 2003-2007. Ce document de stratégie constitue le cadre de la coopération de l'UE avec le Burundi. Cette stratégie a pour principal objectif de soutenir les efforts du gouvernement Burundais dans la mise en œuvre de sa politique de réduction de la pauvreté et dans son effort de reconstruction du pays suite à une guerre civile de presque 10 ans qui l'a très affaibli. L'aide communautaire sera essentiellement axée sur le développement rural, la bonne gouvernance et des appuis macroéconomiques. Cette stratégie prévoit l'octroi d'une enveloppe de 172 millions d'€ au titre du 9ème Fonds européen de développement (FED).

    [13] Bolivia : Commission approves €38 million to support international coast to coast road connections

    The European Commission has approved €38 million for the construction of the Santa Cruz - Puerto Suárez road in Bolivia. This road will link the west and east of Bolivia making road transport communication also possible with Brazil. The objective of this action is to promote the economic integration between Bolivia and Brazil and to reach an effective regional integration between the Andean Community and Mercosur countries. The Santa Cruz Puerto Suárez road is a dirt track, which makes traffic impossible during the rainy season.

    [14] Chris Patten to visit Pristina and Belgrade (10-12/09)

    The European Commissioner for External Relations, Chris Patten will visit Pristina and Belgrade this week to support efforts for greater stability, and progress towards closer association with the European Union. During his visit he will meet the new Special Representative of the Secretary General (UN Mission in Kosovo), the President and Prime Minister of Kosovo's Provisional Institutions of Self Government (PISG) as well as other leading political figures. He will also address the PISG Assembly for the first time. He will go on to see the President of the State Union of Serbia and Montenegro and the Prime Ministers of the two Republics as well as other key political figures from the ruling coalition and from the DSS and G17 Plus parties. During his visit to Belgrade, Mr Patten will underline the importance that the EU attaches to the rule of law, by accompanying the Serbian Justice and Interior Minister on a visit to a court which is to be refurbished by the EU for trials connected with organised crime. On the eve of his visit, Commissioner Patten said : "As far as Kosovo is concerned, the urgent need is to get away from provocative position-taking on final status. We need to concentrate on getting a constructive dialogue started between Belgrade and Pristina as soon as possible on matters of common concern. The Commission looks forward to playing its full part. Ethnic tensions must not be allowed to set back political and economic progress in Kosovo. In Serbia and Montenegro, I will be setting out the many important areas which we will be examining to see whether it will be possible to recommend that we can move forward in due course to negotiate a Stabilisation and Association Agreement with Serbia and Montenegro. Top of the list in this Feasibility Study will be an assessment of the commitment of the State Union and Republican governments to democratic values and of their determination to implement their international obligations."

    [15] La recherche au cœur de la coopération entre l'UE et la Méditerranée : Philippe Busquin en visite en Tunisie

    Philippe Busquin, Commissaire européen chargé de la Recherche, effectuera les 11 et 12 septembre 2003 une visite officielle en Tunisie, sur invitation du gouvernement tunisien. Le Commissaire fera le point sur la coopération avec la Tunisie dans le domaine scientifique : un accord en ce sens à été signé récemment. M. Busquin rencontrera M. Mohamed Ghannouchi, le Premier Ministre, M. Mohamed Nouri Jouini, Ministre de la Coopération Internationale, M. Sadok Chaâbane, Ministre de l'Enseignement Supérieur, de la Recherche Scientifique et de la Technologie, ainsi que son Secrétaire d'Etat M. Sadok Korbi, chargé de la Recherche scientifique. La visite marque une étape importante dans le cadre de la démarche qui met la recherche au centre de la coopération entre les deux côtés de la Méditerranée, en tant que facteur de développement et de compétitivité.
