  • [01] Peste porcine classique : approbation d'un nouveau test

    La Commission européenne a adopté ce jour une décision approuvant un nouveau test à utiliser après une vaccination contre la peste porcine classique (PPC). Ce test permettra à l'avenir, en cas de vaccination dans l'urgence au moyen d'un vaccin marqueur, d'établir une distinction entre les porcs vaccinés et ceux infectés naturellement par la PPC. Cette distinction n'est pas possible avec la vaccination habituelle.

    [02] Zürich airport/noise : Commission rejects Swiss request to overturn Germany's overflight rules

    The European Commission today declared that German measures on the use of its airspace close to the Swiss border are compatible with the EC-Swiss aviation agreement. The Commission will thus not accede to the Swiss request to prevent Germany from imposing noise prevention measures which have the side-effect of precluding landings at Zürich airport from the North during late evening and early morning hours.

    Le délai fixé pour la transposition de la directive sur la vie privée et les communications électroniques étant arrivé à expiration le 31 octobre 2003, la Commission européenne a engagé des procédures d'infraction pour défaut de notification des mesures de transposition contre la Belgique, l'Allemagne, la Grèce, la France, le Luxembourg, les Pays-Bas, le Portugal, la Finlande et la Suède.

    [04] US steel : EU welcomes termination of US steel safeguard measures

    The US announced on 4 December the full and immediate termination of its steel safeguards. European Trade Commissioner Pascal Lamy said : "I am pleased to see that after nearly two years of litigation, the US has decided to abide by their international obligations by lifting the illegal safeguards. EU steel producers and workers will be relieved, as will those in the seven other countries which stood together with the EU in contesting these measures. But more importantly, this is a test case of how important is a rules-based international trading system for all of us." He also added : "We should now concentrate our efforts in the OECD steel talks to cut down trade distorting subsidies and global excess steel capacity, which is at the root of the problems by the US steel industry."

    [05] EU and US applaud new TABD leadership

    European Commissioner for Enterprise Erkki Liikanen and US Secretary of Commerce Donald L. Evans expressed strong support for announcement on 4 December that Niall FitzGerald, Chairman of Unilever PLC and Douglas N. Daft, CEO of The Coca-Cola Company, will be co-chairs of the Transatlantic Business Dialogue (TABD) for 2004-5.

    [06] Frits Bolkestein urges closer cooperation on company tax

    (! embargo 2.30 pm !) "Progress on the reform of corporate taxation at EU level is urgently needed if the EU is to achieve its self-set objective of becoming the most competitive and dynamic knowledge-based economy in the world." This will be the key message from European Commissioner for Taxation Frits Bolkestein to a Company Tax Conference in Rome hosted jointly by the Commission and the Italian Presidency of the EU's Council of Ministers. Continuing company tax barriers between Member States must be removed, in the short term by measures to eliminate specific problems and in the longer term by a systematic solution such as a common EU-wide tax base, as the Commission has proposed. Moreover, the European Court of Justice is becoming increasingly active in taking decisions to ensure that Member States' tax systems are compatible with the EU Treaty. Member States can choose either to welcome this development and contribute to the re- design of their tax systems or to oppose change and find themselves on the losing side as more and more issues are brought to the Court. Closer cooperation between Member States is the right response. And that is cooperation, not harmonisation. The Conference, which involves high level participation of the tax adviser and business communities as well of tax administrations, is intended to widen the debate to the public in order to make progress in this important area.

    [07] Cérémonie de clôture de l'Année européenne des personnes handicapées : une personne sur six en âge de travailler dans l'UE fait état d'un handicap

    A l'occasion de la cérémonie de clôture de l'Année européenne des personnes handicapées, organisée à l'initiative de la Commission européenne, du 5 au 7 décembre à Rome, Eurostat publie aujourd'hui un rapport sur l'emploi des personnes handicapées en Europe. Selon ce rapport, en 2002, 16,4% des personnes en âge de travailler dans l'UE, soit une sur six, ont déclaré avoir un problème de santé ou un handicap de longue durée. Dans les huit pays adhérents qui ont participé à l'étude, la proportion était de 14,3%. Au total, dans les 25 pays couverts par l'enquête, près de 45 millions de personnes en âge de travailler ont signalé un problème de santé ou un handicap de longue durée.

    [08] EU and Overseas Countries and Territories meet in Brussels for annual forum

    Friday 5 December 2003 ministers from the EU and Overseas Countries and Territories associated with the EU (OCTs) will meet in Brussels for their annual forum. The forum is an opportunity to take stock of EU/OCT cooperation. €175 million have been allocated to OCT's under the 9th European Development Fund 2003-2007. Issues to be discussed include the special constraints facing small islands economies, regional integration, trade issues and the special status of OCT's. The European Commission is represented by Commissioner for development cooperation and humanitarian aid Poul Nielson. The forum takes place in Centre Borschette.     [09] Les 11 et 12 décembre, l'Office européen de sélection du personnel organise les premiers concours pour le recrutement d'administrateurs adjoints des 10 pays candidats à l'adhésion

    L'Office européen de sélection du personnel (EPSO) poursuit son programme de concours généraux pour le recrutement de fonctionnaires des pays adhérents en organisant des examens pour des administrateurs adjoints (A8) dans tous les pays candidats et à Bruxelles les 11 et 12 décembre. Ces concours suivent ceux qui ont été organisés en novembre pour traducteurs adjoints et pour secrétaires et dont l'organisation fut une réussite totale. Quelque 23.000 candidats sont invités à participer aux concours pour administrateurs. EPSO espère avoir environ 1340 lauréats pour satisfaire les besoins de toutes les institutions en postes de niveau A8.
