[01] Olympic Airways : initiation of an investigation procedure concerning
State aid by Greece
The European Commission has decided to initiate a formal State aid
investigation procedure against Greece concerning Olympic Airways. The
Commission has doubts about the arrangements for setting up and privatising
a new company to be known as Olympic Airlines and intends to ensure that no
State aid is involved. "It is high time to take action: this is the last
chance for Olympic Airways. Unless the privatisation process is completed
in full conformity with European legislation, the company will have to be
placed into liquidation, as was the case with other companies in the
competitive air transport market", stated Loyola de Palacio, Vice-President
with special responsibility for transport and energy. "I am certain that
the Greek Government will cooperate fully with the Commission to avoid the
errors which led to this situation", she explained.
[02] Tirrenia : la Commission autorise les lignes avec obligations de
service public
La Commission européenne a donné son feu vert au régime d'aides octroyées
par l'Italie aux compagnies du groupe Tirrenia (Adriatica, Siremar, Saremar,
Toremar et Caremar) sur la base des conventions de services publics. Ces
aides, qui resteront en vigueur jusqu'en 2008, visent à garantir les
liaisons entre l'Italie continentale et ses îles majeures et mineures, et
donc, à assurer la mobilité des populations locales. En outre, la
Commission a déclaré les compensations octroyées sur certaines liaisons
maritimes internationales non compatibles avec le droit communautaire, du
fait qu'il n'y a pas un besoin réel de services publics.
[03] Commission gives green light to Infineon chip production site in
Portugal
The aid will be given as investment aid in the form of a loan to be
partially transformed into a non-reimbursable grant and of an income tax
exemption for profits deriving from the notified investment. The aid
authorised today amounts to €41,5 million. In net terms this aid
corresponds to 29.4% of the overall investment costs of a project located
in Vila do Conde (Grande Porto), an assisted area under the EC Treaty. The
maximum allowable aid intensity for large undertakings in this region is
32% net. The requested aid could thus be approved in its entirety.
[04] La Commission approuve une aide à la recherche et développement en
faveur de Altis Semiconductor en France
L'aide approuvée aujourd'hui vise à créer un centre de recherche permettant
de concevoir et de développer une nouvelle génération de puces
intelligentes, intégrant des mémoires embarquées utilisées dans les
ordinateurs, la communication mobile, les produits sur cartes ou d'autres
applications. L'objectif de ce centre de R&D "HyperSoc" est de concevoir et
de développer une nouvelle génération de puces (120 nm-90 nm - Mémoires non
volatiles, mémoires magnétiques). La Commission estime que l'aide aura pour
effet d'accélérer les projets de recherche visés par les aides et de leur
permettre de se conformer au rythme de développement de chaque génération
de circuits intégrés tel qu'il est fixé par l'International Technology
Roadmap for Semiconductors (ITRS). Le montant total de l'aide est de €23,6
millions et le projet en cause s'étalera entre mai 2003 et mai 2006.
[05] State aid probes into Italian direct tax incentives in favour of newly
listed companies and of companies participating in trade fairs abroad
The European Commission has decided to launch two in-depth probes into
fiscal incentives for newly listed companies and companies taking part into
trade fairs abroad. Both measures are set forth in the accompanying law to
the 2004 budget. The scheme in favour of newly listed companies provides
that undertakings listed on a European regulated stock exchange between 2
October 2003 and 31 December 2004 benefit from a reduced corporate tax rate
for three years. They will also be able to deduct expenses incurred in
order to obtain a listing on the stock exchange from their taxes. The
scheme in favour of companies taking part in trade fairs abroad allows
companies to deduct expenses arising from their participation in trade
fairs from their taxes. Both probes aim to establish whether these fiscal
advantages that are limited to a narrowly described category of
undertakings are liable to distort competition.
[06] Enquête approfondie sur une aide à la restructuration de la société
Bull
La Commission européenne a ouvert une enquête approfondie en vue d'examiner
une aide notifiée par le gouvernement français en soutien du plan de
restructuration de la société Bull. La France s'engage à ne pas verser
cette ultime aide à la restructuration avant le 31 décembre 2004. En plus,
l'aide ne sera payée qu'après le remboursement de l'aide au sauvetage
accordée en 2001 et 2002.
[07] Commission approves special support programme for farmers in Southern
Finland
The European Commission has approved a national support programme for
farmers in the South of Finland for the years 2004 to 2007. The programme
covers state aid for investment and other structural support for the
improvement of farm structures, income aid of €420 million for animal
husbandry and horticulture, and additional agri-environmental support of
€225 million for crop producers. The amount of investment aid to be granted
is not specified in the decision. The programme was authorised under
Article 141 of the Finnish Treaty of Accession. This Article allows
transitional support to be granted to farmers in Finland in case of serious
difficulties persisting as a result of accession to the European Union.
[08] Non communication par le Luxembourg de leur acceptation des lignes
directrices EST : ouverture de la procédure d'examen par la Commission
La Commission européenne a décidé d'ouvrir la procédure formelle d'examen à
l'égard de la non-communication par le Luxembourg de leur acceptation des
mesures appropriées conformément aux dispositions des lignes directrices de
l'UE concernant les aides d'Etat liées aux tests EST (encéphalopathies
spongiformes transmissibles), aux animaux trouvés morts et aux déchets
d'abattoirs. La Commission constate que malgré des invitations répétées,
les autorités luxembourgeoises n'ont pas communiqué leur acceptation des
mesures appropriées. Elle constate aussi que des mesures d'aide contraires
aux dispositions des lignes directrices peuvent encore être en vigueur au
Luxembourg.
[09] Décision négative sur un projet d'aide italienne dans le secteur des
pêches et nectarines
La Commission européenne a déclaré incompatible avec les règles d'aides
d'Etat un projet italien qui vise à remédier à la crise de la culture de
pêches et des nectarines dans le Piemont. L'aide de €108.752 envisagée par
l'Italie était destinée à couvrir une opération de retrait de pêches et de
nectarines du marché.
[10] Décision négative sur une aide italienne suite à la fièvre catarrhale
des moutons en Sardaigne
La Commission européenne a adopté une décision déclarant une aide de €2,5
millions qui vise à compenser les entreprises de transformation et
commercialisation de viande pour les pertes de revenu dues à la fièvre
catarrhale des moutons (Bluetongue) en Sardaigne incompatible avec les
règles d'aides d'Etat.

[11] Boosting European rail transport : Commission welcomes the agreement
on the full opening of rail freight markets
The European Parliament and the Council finally agreed on the main
outstanding issues concerning the second railway package during a
Conciliation meeting held on 16 March 2004. European Commission Vice-
President Loyola De Palacio declared : "This is a major step towards the
constitution of an integrated European railway area. The proposals made by
the Commission two years ago received considerable support from the
European Parliament and the Member States. Now we have to put this new
framework in place and it is of utmost importance that all stakeholders
mobilise to build up the European Railway Agency."
[12] Commission approves acquisition of German brewery Holsten by Carlsberg
The European Commission has cleared the proposed acquisition of the German
brewery Holsten by Carlsberg of Denmark. The transaction does not give rise
to competitive concerns, since the parties' activities overlap only
insignificantly.
[13] Commission clears Metro acquisition of clothes retailer Adler
The European Commission has cleared, under the Merger Regulation, an
operation whereby German retail company Metro AG acquires Adler GmbH,
another German company active in the retail of clothes primarily in
Germany. (The operation, which was notified on 17 February, was examined
under a simplified review procedure)
[14] Investissement dans la recherche : l'Europe progresse, mais trop
lentement
Le Commissaire européen à la Recherche Philippe Busquin a présenté
aujourd'hui les progrès dans la mise en œuvre du plan d'action du 30 avril
2003 visant à augmenter les efforts de recherche publics et privés en
Europe. Il s'agit d'augmenter les investissements dans la recherche du
niveau actuel, près de 2%, jusqu'à 3% du produit intérieur brut européen
d'ici à 2010, conformément à l'engagement pris par le Conseil européen de
Barcelone en mars 2002. Les premiers résultats sont positifs mais encore
insuffisants, comme le montre l'évolution des budgets des Etats membres en
2003 et 2004, présentée aujourd'hui pour la première fois au niveau
européen. Pour sa part, l'Union européenne mobilise tous les instruments de
financement pour la recherche et l'innovation : doublement proposé du
programme-cadre de recherche, utilisation renforcée des fonds structurels
pour augmenter les capacités de recherche et d'innovation des régions,
initiative Innovation 2010 de la banque européenne d'investissement,
préparation de grandes initiatives dans le cadre des plateformes
technologiques et des projets "Quick Start". La Commission améliore aussi
les conditions cadres pour l'investissement en recherche, en modernisant
les règles de concurrence, en promouvant de meilleures règles et une
meilleure gestion de la propriété intellectuelle, et en améliorant la
mobilité et les conditions de travail des chercheurs, notamment avec la
proposition de directive adoptée hier pour faciliter l'entrée et le séjour
des chercheurs des pays tiers, et d'autres initiatives en préparation sur
la carrière et le recrutement des chercheurs.
[15] Commission suspends temporarily import of horses from South Africa
The European Commission today adopted temporary measures to prevent the
possible spread of African Horse Sickness into the EU following an outbreak
of this disease in South Africa in the surveillance zone for African Horse
Sickness and approximately 40 km from the zone that is defined at EU level
as being free of African Horse Sickness. African Horse Sickness, which is
endemic in parts of South Africa, is one of the most devastating diseases
affecting horses and is usually fatal to non-vaccinated horses. The African
Horse Sickness Free zone is the only area of South Africa from which horses
are accepted for export. The South African authorities have already
suspended exports and implemented control measures, including vaccination
of horses at risk. The purpose of the Commission Decision adopted today is
to adopt protection measures at EU level to suspend the temporary admission,
transit and imports of horses from South Africa. These measures will be
reviewed in the light of further information supplied by the competent
authorities and the effect of the measures taken to control the disease.
The Decision was taken in agreement with the Standing Committee on the Food
Chain and Animal Health, representing the veterinary services of the EU
Member States.

Selon Eurostat, le taux d'inflation annuel de la zone euro a diminué de 1,
9% en janvier à 1,6% en février 2004. Un an auparavant, le taux était de 2,
4%. Le taux d'inflation annuel de l'UE15 a baissé de 1,8% en janvier à 1,5%
en février 2004. Un an auparavant, le taux était de 2,3%. Il s'agit des
taux d'inflation annuels les plus faibles depuis novembre 1999, tant dans
la zone euro que dans l'UE15. En février 2004, les taux annuels les plus
élevés ont été enregistrés en Grèce (2,6%), en Italie et au Luxembourg (2,
4% chacun), et les plus faibles en Suède (0,2%), en Finlande (0,4%) et au
Danemark (0,7%).

Seasonally adjusted industrial production decreased by 0.4% in the euro-
zone in January 2004 compared to December 2003, Eurostat estimates today.
Production increased by 0.1% in December 2003 after a fall of 0.1% in
November 2003. Output in the EU15 also decreased by 0.2% in January 2004,
after a rise of 0.2% in December and a fall of 0.2% in November. In January
2004 compared to January 2003, industrial production increased by 0.6% in
the euro-zone and by 0.7% in the EU15.
[18] "Bulgaria's EU accession within reach", says Franz Fischler
Speaking on the occasion of an official visit to Bulgaria today, Franz
Fischler, European Commissioner for Agriculture, Rural Development and
Fisheries, said that Bulgaria's accession to the EU was within reach. "The
clear objective of the Commission and the Member States is to welcome
Bulgaria as a member of the EU in 2007. The EU will aim at concluding the
accession negotiations in 2004. The Accession Treaty could be signed as
soon as possible in 2005. But whether this ambitious timetable can be met
will be up to Bulgaria and the progress it makes. Having already dealt with
many difficult chapters in the accession negotiations, Bulgaria is well on
track to end negotiations in 2004", he underlined.
