  • [01] Prévisions économiques de printemps établies par la Commission pour la zone euro, l'UE et les pays adhérents ou candidats (2004-2005)

    Après avoir atteint le creux de la vague au premier semestre 2003, les économies de la zone euro et de l'UE ont amorcé une reprise au second semestre. Le taux de croissance moyen pour l'année est estimé à 0,4% dans la zone euro et à 0,8% dans l'UE. Compte tenu du dynamisme de la croissance et du commerce sur le plan mondial, ainsi que du retour de la confiance chez les producteurs et les consommateurs sur le plan intérieur, on s'attend à ce que cette reprise s'accélère cette année. Selon les projections, le taux de croissance moyen devrait atteindre 1,7% dans la zone euro et 2% dans l'UE, avant de se stabiliser aux alentours de 2,4% en 2005. Outre l'effet d'entraînement exercé par la demande mondiale, cette reprise reposerait notamment sur des politiques macroéconomiques accommodantes, une poursuite de la désinflation, des conditions de financement favorables et des progrès en matière de réformes structurelles. Elle s'appuierait également sur une augmentation des dépenses d'investissement, elle-même encouragée par une reprise, plus progressive, de la consommation privée. Malgré cette accélération, le ralentissement prolongé qui a marqué l'activité économique devrait continuer de peser sur le marché du travail. L'emploi devrait donc croître de 0,3% en 2004 et de 0, 9% en 2005.

    [02] Commission recommends concrete action to promote growth and employment in the enlarged Union

    The first update of the Broad Economic Policy Guidelines (BEPGs), adopted by the European Commission today, reaffirms the economic policy strategy adopted by the European Council last June and confirms that this strategy is also appropriate for the acceding countries. The Commission will also adopt in parallel recommendations on employment, drawing on policy lines agreed at the European Council in March 2004, and the findings of the European Employment Task Force, chaired by Wim Kok, while maintaining the same framework of European Employment Strategy and Guidelines as revised in 2003. While the challenges facing the new Member States are similar to those of the EU-15, the scale of these challenges is, in some cases, much greater. Overall unemployment and the budget deficit are both around double that of the EU-15, while income per capita is less than half that in the EU- 15. But the situation varies considerably between the new Member States. Taking due account of their different performances, country-specific recommendations are presented to each of them.

    [03] La Commission adopte une nouvelle sphère de sécurité pour l'octroi de licences de brevets, de savoir-faire et de droits d'auteur sur logiciels

    La Commission européenne a adopté les nouvelles modalités d'application de la politique de concurrence à l'octroi de licences de brevets, de savoir faire et de droits d'auteur sur logiciels. Ces règles réduisent la bureaucratie et accroissent la sécurité juridique pour les entreprises puisqu'un nombre plus élevé d'accords de licences bénéficiera d'une sphère de sécurité réglementaire et que de nombreux accords ne devront donc plus être appréciés individuellement. Ces règles contribueront aussi effectivement à la diffusion de la technologie et du savoir faire à l'intérieur de l'Union européenne, conformément aux objectifs fixés au Conseil de Lisbonne de 2001. Cette nouvelle politique s'inscrit dans le cadre de la réforme fondamentale des dispositions d'exécution en matière d'ententes, qui entrera en vigueur le 1er mai.

    [04] Commission prepares the necessary steps to welcome a united Cyprus into the European Union on 1 May 2004

    As foreseen by the Accession Treaty, the European Commission has proposed to adapt the terms of the accession of Cyprus with a view to welcoming a united island on 1 May 2004. However, such re-unification will only be possible if both the Greek Cypriot and Turkish Cypriot communities approve the comprehensive settlement presented by the United Nations at the separate referenda scheduled for 24 April.

    [05] Commission sets objectives for the next EU-Latin America and Caribbean Summit

    The European Commission has adopted a Communication defining its objectives and priorities for relations between the European Union and Latin America and the Caribbean (LAC) in view of the 3rd Summit of Heads of State and Government of the European Union and Latin America and the Caribbean, to be held in Guadalajara (Mexico) on 28 May 2004. The Summit should pave the way to make substantial progress on two priorities areas, namely social cohesion and regional integration. Addressing the extraordinary high level of social exclusion throughout the region would contribute greatly to the consolidation of democratic institutions and to sustainable economic development. Further steps towards regional and sub-regional integration will accelerate economic growth, as well as facilitate further progress in the strategic bi-regional EU-LAC partnership.

    [06] La Commission autorise l'alliance entre Air France et Alitalia

    La Commission européenne a autorisé une alliance entre Air France et Alitalia après que les compagnies ont accepté de restituer un nombre suffisant de créneaux de décollage et d'atterrissage aux aéroports pour sauvegarder la concurrence entre la France et l'Italie.

    [07] Commission presses Germany to respect protection of Parmigiano Reggiano

    The European Commission has sent a final written warning (reasoned opinion) to the German Government over failure to apply to the name Parmigiano Reggiano the Union's legislation on protected designations of origin (PDO). It calls on Germany to give full protection to this PDO within its territory. Use of the name, registered at Union level since 1996, is by law exclusively reserved to producers within a delimited geographical area in Italy who make the cheese in line with a binding specification.

    [08] La Commission approuve plus de 140 millions d'€ pour des actions de coopération avec le Maroc, l'Egypte et la Jordanie

    La Commission européenne a approuvé le financement de 140,79 millions d'€ au titre de l'assistance externe avec le Maroc, l'Egypte et la Jordanie. La coopération avec le Maroc (€71,79 millions) se concentrera sur le développement économique durable et équilibré des provinces du Nord et sur une minimisation des nuisances environnementales dans le pays. La coopération avec l'Egypte (€64 millions) visera à améliorer la qualité de l'environnement et les conditions de vie des résidents du gouvernorat du Sud-Sinaï. La coopération avec la Jordanie (€5 millions) porte sur le financement du Programme "Al Meyah : Appui à la gestion des ressources hydrauliques en Jordanie". Ces actions s'inscrivent dans le cadre des Plans de Financement Nationaux 2003 du Programme Meda.

    [09] Commission welcomes Morocco-Turkey Free Trade Agreement

    The European Commission welcomed the free trade agreement signed today in Ankara between Moroccan Prime Minister Mr Jettou and his Turkish counterpart Mr Erdogan. The agreement is a significant stepping stone towards the conclusion of the Euro-Mediterranean free trade area by 2010.
