[01] L'UE et la Chine s'entendent sur les termes d'un dialogue bilatéral
concernant la concurrence
Le Commissaire européen chargé de la Concurrence, M. Mario Monti, et le
ministre chinois du commerce, M. Bo Xilai, ont signé jeudi un accord
prévoyant un dialogue structuré sur la concurrence entre l'Union européenne
et la Chine. Ce dialogue sur la concurrence, le premier du genre engagé par
la Chine avec un pays tiers, aidera à promouvoir les intérêts des
entreprises, tant européennes que chinoises, qui nouent des relations
d'affaires sur le territoire de l'autre partie. La signature a eu lieu à
l'occasion de la visite à la Commission du premier ministre chinois, M. Wen
Jiabao, sur invitation du président Romano Prodi.
[02] Customs : cooperation agreement initialled with People's Republic of
China
An agreement with the Government of the People's Republic of China on
customs cooperation and mutual administrative assistance was initialled in
Brussels on 6 May by European Taxation and Customs Commissioner Frits
Bolkestein and Minister Mu Xinsheng, Commissioner of Chinese Customs. The
agreement aims to improve customs cooperation in order to facilitate trade,
to increase security and combat terrorism, and to step up the fight against
counterfeiting, piracy and customs fraud. The agreement was initialled on
the margins of the visit of Chinese Prime Minister Wen Jiabao to the EU
institutions on 5 and 6 May and enjoys strong political support from both
sides.
[03] China-trade : launch of EU-China Trade Policy Dialogue
During the visit of the Chinese Premier Wen Jiabao to the European
Commission, a high level trade policy dialogue was set up today by Trade
Commissioner Pascal Lamy and his Chinese counterpart Trade Minister Bo
Xilai to address issues in rapidly-growing bilateral trade relations as
well as on WTO issues. They also launched a forum to discuss trade in
textiles as clothing, in particular in view of the disappearance of
remaining WTO quotas on textiles by 2005. Pascal Lamy said : "Setting up a
dialogue over trade issues shows how the EU and China can use cooperation
and discussion to deal with issues of common interest, sometimes difficult,
for the benefit of both sides."
[04] Traité de nonprolifération des armes nucléaires : le protocole
additionnel entre en vigueur dans tous les Etats membres
Le 30 avril, la Vice-Présidente de la Commission européenne, Loyola de
Palacio, a officiellement informé Mohammed El-Baradei, Directeur général de
l'Agence internationale de l'énergie atomique des Nations Unies (AIEA),
basée à Vienne, que les Etats membres de l'UE étaient prêts à appliquer le
protocole additionnel au traité de non-prolifération des armes nucléaires.
Cette annonce donnera l'exemple à la communauté internationale, en
garantissant une mise en oeuvre coordonnée, efficace et uniforme du
protocole additionnel sur le territoire de l'UE et en permettant la
concentration des efforts internationaux de lutte contre la prolifération
dans des régions du monde moins stables. "Par cet engagement, l'UE se place
à la pointe des Etats qui s'efforcent d'assurer une application universelle
de ces accords et d'intensifier ainsi les efforts de la communauté
internationale pour enrayer la diffusion des armes nucléaires", a déclaré
Loyola de Palacio.
[05] Financial Services Action Plan : Commission seeks views on new expert
reports on state of financial integration
The European Commission has published for open consultation reports by four
independent groups of experts on the state of financial integration in the
banking, insurance, securities and asset management sectors. The reports,
which reflect the consensus view of the group members and not necessarily
that of the Commission, provide a comprehensive assessment of the extent to
which different types of financial business can be undertaken on a pan-
European basis. They also outline the main expectations and concerns of the
different sectors regarding the implementation and enforcement of Financial
Services Action Plan (FSAP) legislation. They set out recommendations for
harnessing the full potential of FSAP measures, and identify specific areas
where the single financial market can be further enhanced through a
combination of self-regulation, supervisory cooperation and - in some
limited cases additional EU-level policy intervention Based on these
reports and reactions to them, the new Commission will be in a position to
consider, early in its mandate, how to ensure the effective implementation
and enforcement of the measures agreed under the FSAP and how best to build
on those measures to complete the integration of EU financial markets. The
Commission is also publishing a working document on indicators of economic
benefits from financial integration (see IP/04/601) resulting from an
extensive analysis of the EU financial system. The deadline for comments on
the expert reports is 10th September 2004. The full texts are available at

[06] Services financiers : le rapport de la Commission fait état de progrès
de l'intégration des marchés européens
L'intégration des marchés financiers de l'UE progresse dans tous les
domaines, quoiqu'à un rythme très différent selon le produit, l'utilisateur
final et le marché. C'est la conclusion principale d'un premier rapport
complet (rapport de suivi de l'intégration financière, ou RSIF) publié par
la Commission européenne, qui présente une série d'indicateurs sur l'état
d'intégration dans le domaine des services financiers européens. Avec les
rapports de quatre groupes d'experts sectoriels sur les effets pratiques de
l'intégration publiés simultanément pour consultation (voir IP/04/600 et
MEMO/04/106), ce rapport de suivi fournit des données qui doivent alimenter
le débat sur la politique à mener dans ce domaine. Non seulement il mesure
les progrès de l'intégration, mais il examine également leur impact en
termes de compétitivité, d'efficience et de stabilité.
[07] EU to become member of Western Pacific Ocean fisheries convention for
the conservation of tuna
European Commissioner Franz Fischler, responsible for Agriculture, Rural
Development and Fisheries, has welcomed the decision by the Council of
Ministers permitting the accession of the European Union to the Convention
on the Conservation and Management of Highly Migratory Fish Stocks (i.e.
tuna stocks) in the Western Central Pacific Ocean (WCPTC). The entry into
force of this Convention on 19 June 2004 is a very important step in the
management and conservation of tuna since the region is estimated to have
60% of the world's tuna resources. The establishment of WCPTC will also
mean that all the oceans will have Regional Fisheries Organisations to
conserve and manage tuna stocks in a sustainable manner. The EU already
participates in the other existing tuna organisations for the Atlantic,
Indian and East Pacific Oceans. The Council decision complements the
development of the EU's bilateral fisheries relations in the region and the
EU financial support over many years to the scientific work of the South
Pacific Community (SPC) on the tuna stocks. The EU is now ready to be Party
to this Convention and looks forward to the invitation to adhere by the
current Parties to the Convention.
[08] La Commission autorise une entreprise commune entre Iberia et ACS dans
le domaine des services portant sur le matériel de manutention en Espagne
La Commission européenne a autorisé la création d'une entreprise commune
entre Iberia et Cobra, une filiale du groupe de construction espagnol ACS.
La nouvelle entreprise commune, qui sera dénommée Serpista, opérera dans le
secteur de la réparation et de l'entretien du matériel de manutention au
sol. La création de Serpista n'entraîne pas de problèmes de concurrence
étant donné qu'il est relativement aisé d'entrer sur le marché, dans un
contexte d'ouverture à la concurrence des services d'assistance en escale
dans les aéroports européens.
[09] Commission clears acquisition of Klöckner by WestLB
The European Commission has granted clearance under the Merger Regulation
to the acquisition of full control of the German steel producer Klöckner &
Co AG by the German bank WestLB AG. (The operation, notified on 01 April
2004, was examined under the simplified merger review procedure)
[10] Cohesion Forum : key event on cohesion policy reform in Brussels
On 10 and 11 May, the third European Cohesion Forum will take place in
Brussels. It will be opened by the President of the European Commission,
Romano Prodi, and the newly appointed Commissioner responsible for regional
policy, Jacques Barrot. This event will bring together more than 1,200 key
players from the European, national and regional level of 25 Member States
to debate the future of cohesion policy after 2006. On 18 February this
year, the Commission adopted the third Report on Economic and Social
Cohesion setting out a new vision for cohesion policy for the enlarged
European Union for the period 2007-2013. The proposals include new
priorities, a reform of the implementing system and the budgetary resources
needed for cohesion policy in an enlarged Union.
[11] Tests génétiques humains : implications et recommandations
Les tests génétiques permettent d'identifier des maladies qui pourraient
être liés à nos gènes. Ils peuvent aider à reconnaître des maladies
héréditaires, concevoir des traitements adaptés à la constitution génétique
de chaque individu et mettre au point de nouveaux médicaments. Mais leur
utilisation a également d'importantes implications éthiques. A une
conférence sur le thème "Tests génétiques humains: quelles implications?",
organisée aujourd'hui et demain à Bruxelles par le Commissaire européen à
la recherche, Philippe Busquin, un groupe d'experts de haut niveau
présentera un rapport et 25 recommandations sur l'utilisation responsable
et éthique des tests génétiques. Le groupe d'experts, présidé par Mme Eryl
McNally, membre du Parlement européen, comprend des scientifiques et des
représentants de différents disciplines universitaires (droit, philosophie,
éthique et médecine), d'organisations non gouvernementales (telles que des
associations de patients) et de l'industrie pharmaceutique (Bayer, Genzyme,
GSK, Novartis, Roche). Les recommandations concernent principalement la
qualité des tests génétiques, la nécessité de disposer d'un dépistage
génétique de maladies rares et graves, l'ethnicité, la protection et le
secret des informations génétiques, les conséquences économiques et
sociales des tests génétiques, en particulier leurs incidences sur les
systèmes de soins de santé.
