[01] 2004 fisheries compliance scoreboard : "Member States must do better"
The European Commission has published the second edition of the Common
Fisheries Policy Scoreboard. It shows that while there has been some
progress in Member States' transmission of data for 2003, substantial
improvements are required to conserve fish stocks. Three-quarters of the
pending infringement procedures relate to cases of overfishing. Since last
year's Scoreboard, the Commission has initiated four new infringement
procedures : one each against Spain and the UK for serious failings in
their enforcement obligations and against France and Spain for
unsatisfactory control of the use of certain fishing gears. Given the
continued gaps observed in Member States' enforcement activities the data
sent to the Commission may not accurately reflect reality. These
discrepancies are partly responsible for overfishing as fisheries are not
closed in time to prevent overshooting of quotas.
[02] EU committed to progress in WTO negotiations
EU Foreign Ministers meeting in Brussels on 26 July sent a strong message
of the EU's commitment to conclude a framework commitment in the on-going
WTO negotiations under the Doha Development Agenda (DDA) by the end of
July.
[03] Steel : EU signs steel agreement with Russia
Today the EU and Russia have signed an agreement on steel increasing the
existing quotas on Russian imports to take account of EU enlargement. This
new agreement adds 438.216 tonnes to the existing 1.384.000 tonnes divided
over the following categories : coils 76.201 tons, heavy plates 80.614 tons,
other flat products 163.996 tons, alloyed products 596 tons, beams 14.603
tons, wire rod 54.438 and other long products 47.768 tons. Both parties
have agreed to start informal exploratory talks to determine the quantities
for the year 2005. A Commission proposal to the Council for a negotiating
mandate is in preparation.
temps libre, ...).
