  • [01] Marchés publics : la Commission consulte sur les moyens de rendre la passation des marchés de l'armement plus ouverte et plus efficace

    La Commission européenne a publié un Livre vert à caractère consultatif sur les moyens d'améliorer la concurrence internationale dans certains types de marchés d'armement d'une manière compatible avec la nature particulière du secteur. La législation communautaire (article 296 du traité CE) n'impose pas de mise en concurrence pour les marchés de fournitures, de travaux et de services répondant à des besoins spécifiquement militaires et revêtant une importance cruciale pour la sécurité nationale. Cependant, la Commission souhaite aider les Etats membres à mieux tirer parti des marchés d'armement européens évalués à plus de 30 milliards d'€ et aider les industries de la défense européennes à renforcer leur position concurrentielle en les conseillant dans l'interprétation des exceptions et des conditions prévues par le traité CE.

    [02] Second notification of deficit and debt data for 2003 : euro-zone government deficit at 2.7% of GDP and public debt at 70.7% of GDP

    For the second time in 2004, the EU Member States have notified to the European Commission their data on government deficit and debt for 2003. They have been verified by Eurostat and are consistent with Eurostat decisions, including most recently decisions on classification of pension schemes in the case of government responsibility or guarantee, treatment of payments in the context of transfers to the government of pension obligations, public-private partnerships, and capital injections into public corporations. This press release also includes data on government expenditure and revenue. The revised data confirm the trends observed in the notification of March 2004. The government balance of the euro-zone, EU25 and EU15 moved into a higher deficit in 2003, compared to 2002. Meanwhile government debt increased in the three zones in 2003.

    [03] L'UE peut et doit relancer l'emploi par des politiques appropriées

    L'Union européenne accuse un retard dans la poursuite des objectifs de Lisbonne pour l’emploi, dont la réalisation est fixée à 2010, mais elle peut le rattraper en multipliant les réformes du marché du travail. Telle est la constatation qui figure dans le rapport de cette année sur l'emploi en Europe, publié aujourd'hui. Si la légère remontée de la croissance en 2003 ne s'est pas encore traduite par la création d'emplois dans l'Union, les résultats sont variables : certains Etats membres ont ainsi dépassé les Etats-Unis sur ce terrain, où l'écart entre Européens et Américains s'est resserré dans le secteur des services, mais un vaste potentiel inexploité subsiste. L'"Union à vingt-cinq" est bien placée pour tirer parti de la mondialisation si, dans le contexte de sa stratégie pour l'emploi, elle s'applique mieux à utiliser la combinaison de mesures qui s'impose.

    [04] Mexico : Commission approves €8 million to further facilitate the implementation of the Free Trade Agreement

    The European Commission has approved a project to facilitate and support the implementation of the EU-Mexico Free Trade Agreement In force since July 2000. The project, which has total budget of €16 million, will receive EU funding of €8 million and will be co-funded in equal part by the Mexican government. The EU-Mexico FTA aims to increase bilateral trade and investment and to enhance the potential for economic growth and job creation.

    [05] Commission welcomes NAFO's decision to step up protection for fish stocks

    The European Commission has welcomed the constructive atmosphere and positive decisions taken at the 2004 annual meeting of the North-west Atlantic Fisheries Organisation (NAFO) in Dartmouth (Canada), last week. NAFO, the Commission said, had shown again that it is able to take decisive action to conserve fish stocks. Thus, Total Allowable Catches (TACs) have been set for the next three years, along with the allocation keys, for skate, redfish and white hake stocks which, until now, have not been regulated. The Commission also welcomed the protection of the existing fishing entitlements of the new Member States bordering the Baltic and the integration of these entitlements into the EU allocation. Other positive developments include the confirmation of last year's decision on a long- term rebuilding plan for Greenland halibut and the adoption of new control instruments to strengthen enforcement of the NAFO rules. Established in 1979, NAFO is a Regional Fisheries Organisation which aims to contribute to the rational management and conservation of fisheries resources in the north-west Atlantic. It sets TACs and technical measures and boasts a comprehensive control and enforcement scheme.

    [06] Echange d'expériences entre la Commission, les professionnels de la comptabilité et le monde universitaire concernant l'introduction de la comptabilité d'exercice

    La Commission européenne organise, en collaboration avec la Fédération européenne des experts comptables (FEE), une conférence d'une journée intitulée "Comptabilité d'exercice dans le secteur public – progrès et réalisations", qui aura lieu le 27 septembre 2004 dans le bâtiment Charlemagne. Cette conférence réunira environ 200 experts et professionnels de l'administration, de la politique et du monde universitaire de toutes les parties de l'Europe, afin d'examiner la problématique de la mise en œuvre d'une comptabilité d'exercice dans le contexte des budgets publics. Elle s'articulera autour de trois ateliers, portant respectivement sur l'élaboration de normes comptables adaptées au secteur public, les défis pratiques que pose l'intégration de cette méthode comptable dans les procédures administratives et les systèmes informatiques existants, et la consolidation de tous les comptes publics.
