  • [I] Résultats de la Commission de ce jour - Outcome of today's Commission meeting

    [01] La Commission propose un règlement visant à promouvoir les médicaments à usage pédiatrique

    La Commission européenne a adopté une proposition de règlement concernant les médicaments à usage pédiatrique qui doit contribuer à améliorer la santé des enfants en Europe en garantissant l'autorisation de médicaments spécifiquement conçus et mis au point pour répondre à leurs besoins thérapeutiques. La proposition fait suite à une consultation approfondie et à une évaluation détaillée de l'incidence des mesures proposées sur tous les intéressés. C'est un ensemble équilibré de dispositions qui permettront la mise au point de médicaments à usage pédiatrique en stimulant l'innovation au sein de l'industrie pharmaceutique européenne.

    [02] L'entente sur le marché français de la bière sanctionnée par des amendes

    La Commission européenne a infligé des amendes pour un montant total de 2.5 millions d'€ aux deux principaux groupes brassicoles français. Ils sont sanctionnés pour avoir participé à un accord destiné à établir un équilibre entre leurs réseaux intégrés de distribution de bière dans le secteur horeca en France. L'accord visait également à limiter les coûts d'acquisition des grossistes en boissons.

    [03] LIFE+ : la Commission propose un nouveau programme simplifié de financement pour l'environnement

    La Commission européenne a proposé un nouveau programme simplifié de financement pour l'environnement. Il sera mis en place en 2007, date à laquelle commence la nouvelle période budgétaire de l'UE. Ce nouveau programme, appelé "LIFE+" (LIFE plus) sera l'instrument financier unique de l'UE qui ne sera affecté qu'à l'environnent. LIFE+ soutiendra étroitement les priorités du 6ème programme d'action dans le domaine de l'environnement (2002-2012) : lutter contre le changement climatique, arrêter le déclin de la biodiversité, minimiser les effets environnementaux négatifs sur la santé humaine et traiter les ressources naturelles et les déchets de manière durable. Grâce à ce nouvel instrument, mieux adapté aux questions qui se posent actuellement en matière d'environnement et de développement durable, la Commission espère accélérer les améliorations au bénéfice des habitants de l'UE. La Commission a proposé un budget total de 2,19 milliards d'€ pour la période 2007-2013.

    [04] Commission proposes allocating €1 billion for the period 2007-2013 for the closure of four nuclear reactors in Lithuania and Slovakia

    Within the framework of the Financial Perspectives for 2007-2013, the European Commission has proposed the legislative measures needed for the European Union to continue granting financial assistance beyond 2006 to two new Member States, Lithuania and Slovakia, for the closure of four of their nuclear reactors. The decommissioning of nuclear installations involves the commitment of considerable sums of money (about 15% of the investment cost of a reactor) and extends over an extremely long period of time. The Commission today calls on the Council to honour the commitments given by the EU by granting a total Community contribution of €1.052 billion for the period 2007-2013.

    [05] La Commission simplifie le financement de l'aide extérieure

    La Commission européenne a décidé de remplacer l'éventail d'instruments financiers existant pour la fourniture de l'aide extérieure par un cadre plus simple et plus efficace. Au lieu de la vaste panoplie actuelle d'instruments géographiques et thématiques créés au fil du temps et au gré des besoins, le nouveau cadre ne comprendra que six instruments, dont quatre nouveaux. Ces quatre nouveaux instruments sont : un instrument d'aide de préadhésion, un instrument européen de voisinage et de partenariat, un instrument de coopération au développement et de coopération économique, et un instrument de stabilité. Les deux instruments existants, l'un consacré à l'aide humanitaire et l'autre à l'assistance macrofinancière, ne nécessitent aucune modification et seront donc maintenus.

    [06] EU-Canada : new EU Member States agreements securing investments with Canada in line with EU rules

    The European Commission has given its full support to the results of the discussions between Canada on the one side and the Czech and Slovak Republics, Poland, Hungary, Latvia and Romania on the other side, aimed at ensuring full compatibility between bilateral Foreign Investment Protection Agreements (FIPAs) and the entire body of EU laws and regulations. A number of provisions in the FIPAs were contrary to the existing EU legislation, and needed therefore to be amended. The Commission now recommends that the bilateral agreements are modified accordingly.

    [07] Passeport désormais obligatoire pour les animaux de compagnie voyageant avec leur maître

    Les dispositions relatives au passeport pour animal de compagnie seront pleinement applicables sur tout le territoire de l'Union à compter du 1er octobre 2004. Ce document, que doit pouvoir présenter quiconque se rend dans un autre Etat membre avec un chat, un chien ou un furet, prouvera que l'animal a été vacciné contre la rage, seule condition requise pour l'admission d'un animal de compagnie dans chacun des Etats membres, hormis l'Irlande, Malte, la Suède et le Royaume-Uni (où s'appliquent des critères plus rigoureux); il remplace 25 documents nationaux. Le passeport peut fournir de surcroît diverses précisions concernant d'autres vaccinations, même non obligatoires, ainsi que des informations sur le passé médical de l'animal ; il permettra aux propriétaires d'animaux de compagnie de voyager sans devoir s'enquérir des règles en vigueur dans le pays de l'Union où il compte se rendre.

    [08] Disease control : inaugural ECDC Management Board meeting appoints Chair and Deputy Chair

    The process of starting up the European Centre for Disease Prevention and Control (ECDC) began in earnest in Stockholm this week. Following an official Start up Event on 27 September (see MEMO/04/224) the inaugural meeting of the Centre's Management Board, held on 28 September, took a number of important decisions. It elected Dr. Marc Sprenger, Director- General of the National Institute for Health and Environment (RIVM) in the Netherlands, as Chairman of the ECDC’s Management Board. Dr. Meni Malliori, Assistant Professor in Psychiatry at the University of Athens and a former Member of the European Parliament, was elected as Deputy Chair. The Management Board is responsible for devising the ECDC’s work programme, approving its budget and overseeing its management. Dr. Sprenger and Dr. Malliori will work closely with the Centre's Director, once he or she is appointed, to ensure the new agency is built up smoothly and efficiently. The aim is to have a Director and staff for the ECDC in place and operational in Stockholm by May 2005. The mission of this new EU agency is to strengthen Europe's defences against infectious diseases, such as SARS, influenza and HIV-AIDS, by networking the knowledge in Member States' disease control agencies and facilitating cooperation between them.

    [09] Poul Nielson and Chris Patten met UN Special Representative for Darfur Jan Pronk (28/09)

    European Commissioners for Development Assistance and Humanitarian Aid Poul Nielson and for External Relations Chris Patten met Mr Jan Pronk, United Nations' Secretary General's Special Representative for Darfur. During their meetings they reviewed the humanitarian situation in Darfur. Commissioner Nielson expressed his deep concern. In spite of recent improvements in the access of humanitarian aid agencies many people were still without access to emergency humanitarian aid. The Commission, through its Humanitarian Aid Office (ECHO) had already allocated €92 million in humanitarian aid – making it the largest cash donor. Mr Nielson assured that the Commission was prepared to do more as access to the victims of the humanitarian crisis was improving. Commissioners Nielson and Patten expressed their strong support to UN efforts to resolve the crisis, including the establishment of a Commission of inquiry. They also recalled their full support to the African Union mission currently deployed in Darfur. They welcomed its planned expansion and praised the constructive and proactive role assume by the African Union in search for a sustainable and peaceful solution to the conflict. African ownership of these efforts is crucial and should not be undermined. The EU was already funding 60 pct. (€12 million) of the costs of the African Union mission in Darfur. The Commission would be favourable towards providing additional funding for an extended mission. In line with the principle of African ownership any further EU support should be given within the context of a request from the African Union. Total EU aid in response to the Darfur conflict is €285 million.
