[01] Jeunes et drogues : l'évolution des attitudes depuis 2002 dans les 15
Etats Membres
Stabilité dans la perception du risque lié aux différentes substances,
perception très variable d'un Etat membre à l'autre du risque posé par
l'ecstasy et le cannabis, lien plus évident entre la consommation d'alcool
et de tabac et la drogue, efficacité accrue des campagnes d'information et
d'Internet pour s'informer : telles sont quelques unes des évolutions
relevées par la Commission européenne entre deux sondages effectués
auprès de plus de 7.600 jeunes entre 2002 et 2004.
[02] Commission proposes to improve exchanges of information on criminal
convictions
On 13 October the European Commission adopted and sent to the Council and
the European Parliament a proposal for a decision designed to improve
exchanges of information on criminal convictions. The flow of information
on criminal convictions has become a priority at European Union level.
Endorsed by the Extraordinary European Council on 25 and 26 March 2004 as
part of the fight against terrorism, it was given further support at the
Justice and Home Affairs Council meeting on 19 July 2004 following the
Fourniret affair. This tragic case of paedophilia brought to light a number
of significant deficiencies in the exchange of data between Member States
on the criminal records of individuals, and the Commission undertook to
pursue vigorous action to improve the existing machinery, putting forward
short and medium-term legislative initiatives.
[03] Libre circulation des biens et des services : la Grèce déférée
devant la Cour de justice pour cause d'entraves à l'importation et à la
commercialisation de jeux
La Commission européenne a décidé de traduire la Grèce devant la Cour
de justice européenne en raison de l'interdiction imposée par ce pays Ã
l'installation et à l'exploitation des jeux électriques, électromécaniques
et électroniques, y compris des jeux informatiques, dans l'ensemble des
lieux publics et privés, dont les locaux proposant des services Internet
(cybercafés). La Commission estime que la loi grecque concernée (datant
du 29 juillet 2002) est incompatible avec les dispositions du Traité CE
sur la libre circulation des biens et des services et sur la liberté
d'établissement. L'absence de notification de cette loi à l'état de
projet constitue par ailleurs une infraction à la directive 98/34/CE qui
prévoit la communication préalable des dispositions nationales imposant
des règles techniques aux biens et services en ligne. La Grèce ne s'est
pas encore conformée à l'engagement qu'elle avait pris de modifier sa
législation en réponse à l'avis motivé de la Commission envoyé en avril
2004 (voir IP/04/441).
[04] Commission approves innovative Italian tax breaks to SMEs investing in
information technology projects
The European Commission authorised today the so-called Tecno-Tremonti Law
in favour of small and medium enterprises investing in innovative projects
in the field of information technology. The scheme will be in force until
the end of the current year with an estimated budget of €208 million.
[05] Dispatch of live cattle, goats and sheep banned from south Spain due
to bluetongue
The bluetongue surveillance system has detected the circulation of the
bluetongue virus in a number of sentinel cattle in south Spain, in the
Municipality of Jimena de la Frontera in the Province of Cadiz, on 13
October. Bluetongue is an easy-spreading viral disease of domestic and wild
ruminants transmitted by insects. It is not known to affect humans. As a
safeguard measure, the European Commission will today adopt a decision
banning the dispatch and export of live animals and their semen, embryos
and ova of the bluetongue susceptible species (sheep, goats, cattle and
wild ruminants) from some southern provinces of Spain. The Provinces are:
Cadiz, Malaga, Sevilla and parts of the Provinces Huelva (comarca de La
Palma del Condado et de Ayamonte), Cordoba (comarca de Lucena, de Montilla
et de Posada) and Granada (comarca de la Alhama de Granada et de Loja). The
Commission decision and the disease situation will be reviewed at the
meeting of the Standing Committee on the Food Chain and Animal Heath on 19
October 2004.

[06] Commission indicator forecasts euro area quarterly GDP growth of 0.3%
to 0.7% for the 3rd and 4th quarter of 2004
The indicator-based model for quarterly GDP growth for the euro area,
developed by the European Commission's Directorate General for Economic and
Financial Affairs, forecasts a range of 0.3% to 0.7% for GDP growth in the
third quarter of 2004. The range for the fourth quarter is also 0.3-0.7%.
These ranges have not changed since the publication of the last results.
[07] Deuxième estimation pour le deuxième trimestre 2004 : le PIB de la
zone euro en hausse de 0,5% et celui de l'UE25 de 0,6% ; +2,0% et +2,4%
respectivement par rapport au deuxième trimestre 2003
Au cours du deuxième trimestre 2004, le Produit Intérieur Brut (PIB) de
la zone euro a augmenté de 0,5% et celui de l'UE25 de 0,6% par rapport au
trimestre précédent, selon les estimations publiées aujourd'hui par
Eurostat. Au cours du premier trimestre 2004, les taux de croissance
avaient été de +0,7% dans les deux zones. En comparaison avec le même
trimestre de l'année précédente, le PIB de la zone euro a augmenté de 2,
0% et celui de l'UE25 de 2,4% après respectivement +1,4% et +1,7% au cours
du trimestre précédent. Au cours du deuxième trimestre 2004 et parmi les
Etats membres pour lesquels des données sont disponibles, la Lituanie a
enregistré le plus fort taux de croissance (+2,1%), suivie de la Pologne
(+1,5%), de la République tchèque et du Portugal (+1,2% chacun). Les taux
de croissance les plus faibles ont été observés en Grèce (-0,6%) et aux
Pays-Bas (-0,1%).
[08] EU-China Managers Exchange and Training Programme
The European Commission has approved a €17million EU-China Managers
Exchange and Training Programme (METP) to promote networking between EU and
Chinese business. The programme will provide management training in Europe
for Chinese managers from the public sector, media, NGOs and Small and
Medium Enterprises (SMEs), and for European managers language training and
work experience in China. The period of training shall be followed by a
number of internships in organisations in China and the EU. Through
intercultural training, practical exposure to the business environment in
the EU and in China, plus the networking opportunities provided by the
programme it is hoped to increase cooperation and mutual understanding
between European SMEs and potential partner organisations in China thus
providing the basis for long-term partnerships and business relations.
[09] Trade in wildlife : EU satisfied with outcome of important conference
The EU Presidency and the European Commission are satisfied with the
outcome of the 13th Conference of the Parties to the Convention on
International Trade in Endangered Species of Wild Fauna and Flora (CITES) 2-
14 October 2004 in Bangkok, Thailand. The Parties agreed to all major
points that the EU was promoting to protect a number of endangered species
and to ensure sustainable wildlife trade. Over the last two weeks, more
than 150 governments discussed some 50 proposals concerning trade in
endangered species, from the African elephant, to the ramin timber tree, to
the European date mussel. They also took a number of important decisions
regarding the implementation and management of the Convention and synergies
with other environmental conventions, notably the Convention on Biological
Diversity.
