  • [01] Commission approves the acquisition of the German chemical company Bakelite AG by the Apollo group, subject to conditions

    The European Commission has cleared under the EU Merger Regulation the proposed acquisition of Bakelite AG by the investment group Apollo, subject to conditions. The Commission found that the proposed transaction could give rise to competition concerns in the fields of phenolic resins for refractory materials and reactive diluents for epoxy systems. Phenolic and epoxy resins are chemical products used in a variety of end applications, such as insulation, laminates, friction material, coatings and flooring. However, the parties have offered remedies that remove the concerns identified by the Commission.

    [02] La Commission autorise l'acquisition de Larivière par AXA Private Equity

    La Commission européenne a autorisé, en vertu du règlement Concentrations, le projet d'acquisition de l'entreprise Larivière par AXA Investment Managers Private Equity Europe SA (AXA Private Equity) de France. AXA Private Equity constitue le pôle "capital-investissement" de l'activité de gestion d'actif du Groupe d'assurance AXA (Groupe AXA). Son activité consiste gérer et conseiller les fonds d'investisseurs tiers et les investir dans des entreprises ou d'autres fonds d'investissement. Le groupe Larivière, exclusivement actif en France, est une société spécialisée dans le négoce de matériaux de construction, plus précisément en matériaux de toiture (tuile, ardoise, etc.). Elle est détenue par le groupe Imerys. Il ressort de l'enquête menée par la Commission que l'opération envisagée n'entravera pas de manière significative la concurrence dans le marché commun. Cette affaire a été traitée selon la procédure simplifiée.

    [03] Commission clears acquisition of Lucchini by Severstal

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of Lucchini SpA of Italy by ZAO Severstal Group (Severstal) of Russia. Severstal is a group specialising in the manufacture and distribution of metallurgical products such as hot rolled sheet, cold rolled sheet, semi-finished products, pipes, etc. Some companies within the group are also active in other markets unrelated to the steel sector, such as banking and insurance. Lucchini is an Italian company active in steel manufacturing, specialising in quality steel long products. The operation was examined under the simplified merger review procedure.

    [04] Changement climatique : la Commission intente une action en justice contre trois Etats membres pour défaut de notification de leurs émissions

    La Commission européenne a décidé d'engager des procédures d'infraction contre trois Etats membres qui n'ont pas communiqué les données requises concernant leurs émissions de gaz effet de serre en 2003. Sans ces données, la Commission n'est pas en mesure d'achever son rapport relatif aux émissions de gaz effet de serre de l'UE en 2003 et de s'acquitter de son obligation de publier ces données et de les soumettre en temps voulu au secrétariat de la convention-cadre des Nations unies sur les changements climatiques (CCNUCC). La Commission a adressé un premier avertissement écrit au Luxembourg, Malte et la Pologne pour défaut de notification de leurs émissions pour l'année 2003. Le délai était fixé au 15 janvier de cette année. Il s'agit l de la première procédure d'infraction lancée par la Commission pour application incorrecte de la législation de l'UE en matière d'environnement par des pays qui sont devenus membres de l'UE l'an dernier.

    [05] La Commission engage des poursuites judiciaires contre l'Espagne pour non-respect du droit communautaire de l'environnement

    La Commission européenne poursuit l'Espagne dans deux dossiers ayant trait au droit communautaire de l'environnement. La Commission demande l'Espagne de se conformer un arrêt de la Cour de Justice européenne qui l'a condamnée en 2003 propos de plusieurs décharges non réglementées présentant une menace pour la santé humaine et l'environnement. Dans la seconde affaire, la Commission traduit l'Espagne devant la Cour pour n'avoir pas exécuté une évaluation satisfaisante des incidences sur l'environnement (EIE) avant la construction d'un aéroport proximité d'une zone de protection pour les oiseaux.

    [06] Waste management : Commission pursues legal action against Greece over further violations of EU waste law in Crete

    The European Commission has decided to address a final warning to Greece over violations of European Union waste management rules on the island of Crete. The Commission is taking this action because the Greek authorities have failed to clean up an illegal rubbish dump, over which Greece was fined by the European Court of Justice in 2000, as well as a temporary waste storage site. These violations are endangering human health and may be harming the environment

    [07] Markos Kyprianou hails progress on EU preparedness against influenza pandemic

    Markos Kyprianou, European Commissioner for Health and Consumer Protection, today said that the EU was making "steady progress" in improving its defences against a possible influenza pandemic. However, he cautioned that making further progress will require sustained political support from the European Parliament and Member States. The Commission is coordinating and assisting the work of Member States to update their national preparedness plans. Today in Strasbourg, Mr Kyprianou will give MEPs a progress report on Commission led efforts to improve EU-wide health defences against a pandemic. On Thursday, 14 April, Mr Kyprianou will discuss pandemic preparedness with health ministers from the 25 EU Member States at an informal ministerial meeting in Paris. The ministerial meeting will also discuss EU cooperation in the fight against HIV/AIDS and against cancer.

    [08] Commission makes clear that resumption of cooperation with Sudan is linked to the evolution of the situation of the Darfur

    The European Commission has announced on 11 April in Oslo that it is ready to contribute at least €590 million to address the needs of Sudan, whether humanitarian or developmental for the period 2005-2007. Nevertheless, the Commission has made clear that the resumption of cooperation will be progressive, taking into account the effective implementation of the Comprehensive Peace Agreement and the evolution of the situation in Darfur.

    [09] Reconciling work and family life in the EU25 in 2003 : employment rates lower and part-time rates higher for women with children ; higher employment rates for men with children

    When they have children, how do women and men reconcile work and family life? Do they stop working or do they begin to work part-time? What are the differences between women and men? Answers to these questions can be found in a report released by Eurostat on the gender gaps in the reconciliation between work and family life.
