    [01] La Commission adopte une "Stratégie de l'UE pour l'Afrique"

    La Commission européenne a adopté une proposition visant à l'adoption d'une nouvelle stratégie de l'UE pour l'Afrique. Cette stratégie définit un cadre d'action pour l'ensemble des Etats membres de l'UE et de la Commission afin d'appuyer les efforts déployés par l'Afrique pour atteindre les objectifs du millénaire pour le développement (OMD) des Nations unies. L'adoption a été suivie par une réunion conjointe extraordinaire de la Commission européenne et de la Commission pour l'Union africaine (UA).

    [02] Growth and Jobs : Commission tables 19 measures to boost innovation and research

    The EU invests about a third less in research than the US, and the EU/US innovation gap has not narrowed in recent years. Meanwhile, emerging countries like China and India are fast becoming world-class centres of research and innovation. To address this challenge, the Commission has tabled an integrated innovation/research action plan, which calls for a major upgrade of the conditions for research and innovation in Europe. It launches ambitious initiatives to promote innovation and research, such as redeployment of state aid, improved efficiency of intellectual property protection, mobilisation of additional funds for research, creation of innovation poles, and improving university-industry partnerships. For the first time, the plan offers an integrated approach to EU research and innovation policies, and is particularly focused on improving the conditions for private sector investment in R&D and innovation. The Action Plan is a further step in the Commission's delivery of the Lisbon Partnership for Growth and Jobs.

    [03] La Commission propose d'améliorer les échanges d'informations en matière répressive entre les Etats membres

    La Commission européenne a adopté une proposition de décision cadre relative à l'échange d'informations en vertu du principe de disponibilité. Cette proposition vise à faire en sorte que certains types d'informations existantes, utiles à l'action répressive et disponibles dans un Etat membre, soient également mis à la disposition des autorités compétentes équivalentes des autres Etats membres ou d'Europol. La décision-cadre entend supprimer l'incertitude inhérente aux mécanismes d'échange classiques, qui reposent sur l'application du droit de l'Etat membre requis, en conjuguant reconnaissance mutuelle et accès équivalent aux informations.

    [04] Commission proposes a cooperation strategy with third countries in the area of freedom, security and justice

    The European Commission has adopted a Communication "A strategy on the external dimension of the area of freedom, security and justice" that outlines the main external challenges facing the area of freedom, security and justice. The Communication identifies key areas for action with third countries, namely human rights, strengthening institutions and good governance, migration, asylum and border management, the fight against terrorism and organised crime, as well as principles to guide cooperation, such as geographic differentiation, partnership and flexibility.

    [05] Cutting down red tape for EU contracts and grants

    Simplify significantly the administrative burden for companies, SMEs and beneficiaries of EU grants while maintaining a high level of protection of the community funds - this is the goal of new measures announced today by the European Commission. Based mainly on the practical experience of the Commission's services, the proposed simplifications will bring procedural requirements in line with the risks and stakes involved. Particular attention is given to small organisations and projects : the smaller the amounts and risks, the easier and quicker the access to EU funding will be.

    [06] Installations de réception portuaires destinées à prévenir la pollution maritime : la Commission adresse des avis motivés à sept Etats membres

    La Commission européenne a envoyé des avis motivés - dernière étape avant le dépôt d'une plainte officielle devant la Cour de justice européenne - à la Belgique, la Finlande, la France, l'Irlande, l'Italie, le Portugal et la Slovénie pour non-respect des dispositions législatives de l'UE relatives à la nécessité de développer la disponibilité et l'utilisation des installations de réception portuaires pour les déchets d’exploitation des navires et les résidus de cargaison.

    [07] Combined transport : Greece taken to Court

    The European Commission has decided to take Greece to the European Court of Justice for failure to respect EU legislation on combined transport . The aim of the infringed legislation is to develop combined transport as an alternative to road transport by, inter alia, banning any quotas or prior authorisations for combined transport operations between Member States.

    [08] Music copyright : Commission recommendation on management of online rights in musical works

    The European Commission has adopted a recommendation on the management of online rights in musical works. The recommendation puts forward measures for improving the EU-wide licensing of copyright for online services. Improvements are necessary because new Internet-based services such as webcasting or on on-demand music downloads need a license that covers their activities throughout the EU. The absence of EU-wide copyright licenses has been one factor that has made it difficult for new Internet-based music services to develop their full potential.

    [09] La Commission prend des mesures de protection des populations de poulpe

    Afin d'empêcher la commercialisation de jeunes poulpes (n'ayant pas atteint la taille réglementaire) capturés dans les eaux de l'UE et de renforcer leur protection dans les eaux de l'Atlantique Centre Est, la Commission européenne a proposé de porter à 500 grammes le poids minimal réglementaire pour le poulpe éviscéré pêché dans cette zone. Cette décision répond à un avis scientifique du Comité des pêches pour l'Atlantique Centre Est (COPACE) indiquant que les stocks de poulpe font l'objet d'une surpêche dans l'ensemble de la zone relevant de sa compétence et recommandant la mise en place de mesures visant à garantir la pêche durable de cette espèce. L'établissement d'un poids minimal de 500 grammes permettra également d'améliorer les contrôles et de décourager la pêche ciblée de poulpe n'ayant pas la taille requise. Cette mesure s'inscrit dans le cadre de l'effort déployé au titre de la politique commune de la pêche pour garantir une pêche durable dans l'ensemble des zones d'activité des navires communautaires.

    [10] Researcher's package adopted

    The package that the Council adopted today consists of a Directive which sets out a specific procedure for admitting third country nationals for the purposes of scientific research, and a Recommendation addressed to Member States with a view to facilitating the admission of researchers from third countries. A further recommendation aimed at facilitating the issuing of visas was adopted already in September.

    [11] La Commission propose d'améliorer l'échange d'informations sur les politiques nationales d'asile et d'immigration dans l'Union

    La Commission européenne a présenté une proposition de décision du Conseil établissant une procédure d'information réciproque sur les mesures nationales en matière d'asile et d'immigration ayant un impact potentiel sur les autres Etats membres. La proposition est fondée sur la constatation que l'absence de contrôles aux frontières dans l'espace Schengen et le développement progressif de politiques communes d'asile et d'immigration ont accru la nécessité d'un échange opportun d'informations concernant les mesures nationales que les Etats membres élaborent ou sont sur le point d'adopter en matière d'asile et d'immigration, ainsi que d'un débat sur ces mesures.

    [12] EU-Russia relations : next steps towards visa facilitation and readmission agreement

    Today, in the margins of the EU-Russia Permanent Partnership Council (JHA) in Luxembourg, the Vice-President of the European Commission, Mr Franco Frattini, and Presidential Aide, Mr Viktor Ivanov, will put their initials to two bilateral agreements on the facilitation of visa and on readmission. This event marks the formal completion of negotiations between the two sides, which have lasted more than five years. The agreements, which mark a milestone in the EU's relations with Russia, now have to pass through final procedures and translation in preparation of the final signature, and entry into force. The two agreements open the way for easier travel and people-to- people contact across Europe, while fighting illegal migration.

    [13] Douane : le Conseil approuve la nouvelle zone euro-méditerranéenne de cumul de l'origine

    La Commission européenne se réjouit de l'approbation, par le Conseil des ministres, de sa proposition de créer une zone pan-euro-méditerranéenne de cumul de l'origine. La nouvelle réglementation aboutira à la création d'une zone de libre-échange entre l'UE et 16 partenaires commerciaux (l'Algérie, la Bulgarie, la Cisjordanie et la Bande de Gaza, l'Egypte, les Îles Féroé, l'Islande, Israël, la Jordanie, le Liban, le Maroc, la Norvège, la Roumanie, la Suisse, la Syrie, la Tunisie et la Turquie).

    [14] Charlie McCreevy welcomes agreement reached in Council on the 8th Company Law Directive on statutory audit (11/10)

    The European Commissioner for Internal Market and Services Charlie McCreevy has welcomed a political agreement at first reading by the Council of Economic and Finance Ministers on the 8th Company Law Directive on statutory audit of annual accounts and consolidated accounts, which amends Council Directives 78/660/EEC and 83/349/EEC. Its objectives are to restore credibility of financial reporting and to enhance the EU's protection against the type of scandals that occurred in the past at companies such as Parmalat and Ahold. The Commission proposed the Directive on 16 March 2004 (see IP/04/340, MEMO/04/60) and it was approved by the European Parliament on 28 September 2005 in a form to which the Council has now agreed, without the need for a second reading by either the Parliament or the Council.

    [15] Charlie McCreevy welcomes agreement reached in Council on the Capital Requirements Directive (11/10)

    The European Commissioner for Internal Market and Services Charlie McCreevy has welcomed the agreement by the Council of Economic and Finance Ministers to the European Parliament's legislative resolution on the Capital Requirements Directive for credit institutions and investment firms. The Directive, generally known as the Capital Requirements Directive but technically comprising two Directives, will introduce a state of the art supervisory framework in the European Union which reflects the Basel II rules on capital measurement and capital standards agreed at the G-10 level. The Commission proposed the Directive on 14 July 2004 (see IP/04/899, MEMO/04/178) and it was approved by the European Parliament on 28 September 2005 in a form to which the Council has now agreed, without the need for a second reading by either the Parliament or the Council.
