  • [01] Prévisions économiques d'automne pour 2005-2007 : la croissance redémarre

    En 2005, la croissance économique devrait s'élever à 1,5% dans l'UE, avant d'atteindre son niveau potentiel de 2,1% en 2006 puis de s'accélérer encore pour s'établir à 2,4% en 2007. Les chiffres correspondants pour la zone euro sont 1,3%, 1,9% et 2,1%. Ce nouvel élan vient principalement de la demande intérieure, en particulier de l'investissement privé, qui profite d’une nette amélioration du climat économique depuis le milieu de l'année. Six millions de nouveaux emplois devraient être créés dans l'Union sur l'ensemble des trois ans, permettant de ramener le taux de chômage de son point culminant de 9,0% atteint fin 2004 à 8,7% en 2005 et 8,1% en 2007. L'inflation à l'intérieur de l'UE augmentera légèrement pour s'établir à 2,3% cette année en raison des prix du pétrole, avant de retomber à 1,9% en 2007.

    [02] Registration of medicines : following a Commission proposal, fees will be reduced and rules streamlined

    New rules on fees for registration of medicines for human and veterinary use at the European Medicines Agency (EMEA) have been adopted by the Council, upon a proposal from the European Commission. A number of fees will be reduced, reinforcing the principle of proportionality between the fees levels and the services provided by the Agency. The new regulation puts the fees system in line with the new pharmaceutical legislation in the EU and the new responsibilities conferred to EMEA. The initial Commission proposal draws on prior impact assessment, taking account of experience with the existing system and extensive consultation with all stakeholders, in particular the pharmaceutical industry. The new rules will enter into force in the coming days, following publication in the Official Journal.

    [03] Public procurement : Commission proposes clarification of EU rules on public-private partnerships

    The European Commission has published a Communication with new policy options on Public-Private Partnerships (PPPs). The Communication follows a major public consultation which was launched by the PPP Green Paper in April 2004 (IP/04/593). The Commission will clarify how EU rules should apply to the choice of private partners in "institutionalised PPPs", which are public-service undertakings held jointly by both a public and a private partner. The Commission will also assess whether to propose a legislative initiative on concessions, to clarify both the term 'concessions' and the rules applicable to their award.

    [04] Liste noire des compagnies aériennes : accord trouvé rapidement

    La Commission européenne, le Parlement européen et le Conseil des ministres sont parvenus à un accord sur la proposition de règlement relatif à l'identité du transporteur. Celui-ci permettra l'adoption définitive d'ici la fin de l'année d'un dispositif ambitieux qui comprend deux volets : (1) une liste noire européenne des compagnies aériennes interdites pour des motifs de sécurité et, (2) l'information des passagers sur l'identité du transporteur qui assure effectivement le vol qu'ils empruntent. "Les citoyens européens pourront tous consulter la liste noire des compagnies qui ne remplissent pas les critères européens de sécurité. Après les accidents de l'été, l'Union européenne répond par l'action, en prenant en compte le souci de protection de ses citoyens et en apportant rapidement des solutions", a déclaré Jacques Barrot, vice- président de la Commission en charge des Transports.

    [05] Septembre 2005 par rapport à août 2005 : baisse de 0,4% de la production industrielle dans la zone euro ; stabilité dans l'UE25

    La production industrielle corrigée des variations saisonnières a baissé de 0,4% dans la zone euro en septembre 2005 par rapport à août. La production avait augmenté de 0,8% en août et de 0,1% en juillet. Dans l'UE25, la production est restée stable, après des hausses de 0,4% en août et de 0,1% en juillet. En septembre 2005, par rapport à septembre 2004, la production industrielle a augmenté de 1,0% dans la zone euro et de 1,1% dans l'UE25. Ces estimations sont publiées par Eurostat.

    [06] Markos Kyprianou discusses international cooperation in health security and preparedness planning

    The European Commissioner for Health and Consumer Protection Markos Kyprianou is meeting with health ministers from the G7 Group and Mexico in Rome tomorrow, to discuss international cooperation in the area of health security, preparedness and response planning. Discussions will take place within the 6th Ministerial Meeting of the G7+ Global Health Security Initiative, which was set up in 2001 to forge a partnership for global action against public health threats. Pandemic influenza is high on the agenda of the meeting, and participants will outline actions taken to respond to this threat, and look at coordinating pandemic plans where appropriate. Mr Kyprianou will also outline developments in implementing the EU health security programme, including coordination between the Commission and Member States on issues such as medicines and vaccines, general preparedness planning, and research. Commissioner Kyprianou said : "I am glad that the European Commission can play an active role in this Global Health Security Initiative, given the importance we attach to international cooperation on public health threats. I welcome the progress that has been made through this partnership, particularly in terms of alert communications and research collaboration. I believe that this work will help to enhance our capacity to respond to any health crisis that arises."

    [07] European Union to head conflict diamonds initiative in 2007

    The Kimberley Process, the international initiative to eliminate the trade in conflict diamonds, has designated the European Union as its new Chair for 2007. The EU will serve as Vice-Chair in 2006, during Botswana's chairmanship. The EU is represented in this multi-lateral scheme by the European Commission.

    [08] Benita Ferrero-Waldner to visit Pakistan (18-19 November)

    The European Commissioner for External Relations and European Neighbourhood Policy, Benita Ferrero-Waldner, will visit Pakistan on 18-19 November to demonstrate Europe's solidarity in the aftermath of the earthquake that has cost thousands of lives, and left millions homeless. She expects to hold bilateral talks with President Musharraf, Prime Minister Aziz and Foreign Minister Kasuri to discuss priorities for European Union reconstruction assistance, and to attend the International Donors Conference in Islamabad on 19 November 2005. The Commission has already agreed a €93.6 million package of aid, of which €43.6 million has been allocated to the immediate humanitarian effort and a further €50 million for reconstruction. During her visit to Pakistan, the Commissioner will see at first hand the earthquake affected areas around Muzaffarabad.
