  • [01] Politique de l'UE dans le domaine des services financiers au cours des cinq prochaines années

    La Commission européenne a présenté aujourd'hui sa nouvelle stratégie dans le domaine des services financiers pour les cinq prochaines années. Malgré les progrès réalisés grâce à l'achèvement du plan d'action pour les services financiers (PASF), la Commission estime que le secteur des services financiers de l'UE (banque, assurance, valeurs mobilières et gestion d'actifs) dispose encore d'un potentiel inexploité considérable en matière de croissance économique et d'emploi. La nouvelle stratégie de la Commission vise à faire bénéficier effectivement le secteur et les consommateurs des avantages de l'intégration financière. La priorité n°1 est de consolider les progrès d'une manière dynamique et d'assurer une mise en œuvre et une application efficaces des règles existantes. La priorité n°2 est d'appliquer rigoureusement les principes du projet "mieux légiférer" à toute initiative future. La priorité n°3 est d'améliorer la convergence en matière de contrôle. La priorité n°4 est de renforcer la concurrence entre les prestataires de services, spécialement sur les marchés de détail. La priorité n°5 est d'accroître l'influence européenne sur les marchés financiers dans le monde.

    [02] Liste noire des compagnies aériennes : législation adoptée par le Conseil des ministres

    Le Conseil des Ministres européens des transports a adopté aujourd'hui la proposition de règlement relatif à l’identité du transporteur. Celui-ci prévoit un dispositif ambitieux qui comprend deux volets : (1) une liste noire européenne des compagnies aériennes interdites pour des motifs de sécurité et (2) l'information des passagers sur l'identité du transporteur qui assure effectivement le vol qu'ils empruntent. "Cette législation prévoit des mesures européennes d'interdiction ou des restrictions de vol applicables à toutes compagnies jugées dangereuses. Après les accidents de l'été, l'Union européenne répond par l'action, en prenant en compte le souci de protection de ses citoyens et en apportant rapidement des solutions", a déclaré Jacques Barrot, vice-président de la Commission européenne en charge des transports.

    [03] Internal Market : lawyers and notaries invited to give their views on anti-money laundering obligations

    The European Commission has published an online questionnaire on how individual legal professionals and law firms apply anti-money laundering obligations. The information gathered will be used for the preparation of a report on implementation of the second anti-money laundering Directive to be submitted to the European Parliament and the Council in 2006. Direct involvement of individual legal professionals and law firms in the preparation of the report is a prerequisite to ensuring that it properly reflects their practical experience and the potential difficulties they encounter in fulfilling their obligations. Respondents are invited to give their views on questions related to the effectiveness of the reporting obligation, compliance costs and the impact of the Directive on the demand for legal services, among others. The questionnaire can be filled in anonymously.

    [04] Creation of two investment fund advisory groups : Commission calls on European trade associations to nominate candidates

    The European Commission has adopted decisions which pave the way for the creation of two advisory groups in the field of investment funds. The first group will provide commercial insights on ways in which the functioning of the single market for investment funds might be improved. The second will bring together industry experts to examine the development of alternative investment business in Europe (private equity, hedge funds). The creation of these groups was foreseen by the Commission Green Paper on enhancing the EU framework for investment funds. Interested European trade associations are invited to propose candidates by 30th December 2005. The Commission will decide on the final composition of the advisory groups in January 2006.

    [05] Grâce à un projet de recherche européen, les citoyens vont pouvoir exprimer leurs attentes sur la ville de demain

    Une déclaration des citoyens sur la ville de demain va être présentée aujourd'hui au Parlement européen. Encourager la marche, le vélo et les transports publics, préserver notre patrimoine culturel, aménager le territoire de manière raisonnée, améliorer la gouvernance : tels sont les aspects évoqués par les citoyens européens interrogés sur l'avenir de nos villes. La déclaration a été rédigée par un groupe de 26 personnes venues des quatre coins de l'Union européenne pour discuter des résultats de plusieurs projets de recherche portant sur le développement urbain durable. Cette conférence des citoyens, qui est financée par le projet RAISE, donne aux citoyens l'occasion de faire directement part aux hommes politiques de leurs préoccupations.

    [06] Election of Chairman of Scientific Council

    The newly-nominated Scientific Council of the future European Research Council (ERC) has elected its Chairman, Prof Fotis Kafatos, and two Vice- Chairs Prof Helga Nowotny and Dr Daniel Estève. They have been elected by their peers, the 22 founding members of the Scientific Council, following a procedure agreed by them at their inaugural meeting on 19 October. This puts the Scientific Council in a position to start exercising its leading role in the development of the European Research Council. Prof Kafatos holds the Chair of Insect Immunogenomics at Imperial College, London. Prof Nowotny is currently Chair of the EURAB (European Research Advisory Board) ; Fellow at the Wissenschaftszentrum in Vienna and Professor emeritus of Social Studies of Science at ETH Zurich. Dr Estève is Research Director in the Service de Physique de l'Etat Condensé at CEA Saclay.

    [07] EU and Norway reach agreement on fishing possibilities for 2006

    The European Commission, on behalf of the European Union, and Norway have agreed on 2 December on the levels of fishing possibilities for the seven joint fish stocks in the North Sea. The negotiations took place in a very positive and constructive climate. In agreeing to the fishing possibilities, the Parties took into account the latest scientific advice and the need to ensure sustainable fisheries. The two Parties have agreed on the implementation of a long-term management plan for cod which will come into effect when the stock has returned to safe biological levels. There are currently four joint multi-annual plans in place for cod, haddock, saithe and herring. Significant progress has been made in strengthening control and enforcement so as to fight illegal fishing activities. There have been increases in transfers of fishing possibilities from Norway to the Union. Commenting on this agreement, Commissioner Joe Borg, responsible for Fisheries and Maritime Affairs, said : "I welcome this agreement with Norway which was concluded in a constructive atmosphere. The continued cooperation with Norway shows our common determination to secure the future of fisheries and to fight illegal fishing practices."

    En octobre 2005, par rapport à octobre 2004, le volume des ventes du commerce de détail a augmenté de 0,4% dans la zone euro et de 1,4% dans l'UE25. Par rapport à septembre 2005, l'indice des ventes a progressé de 0, 5% dans la zone euro et de 0,2% dans l'UE25. En octobre 2005, par rapport à octobre 2004, le secteur de l'«alimentation, boissons, tabac» a crû de 0, 3% dans la zone euro et de 1,3% dans l'UE25. Le secteur non alimentaire a augmenté respectivement de 0,4% et 1,3%. Parmi les Etats membres pour lesquels les données sont disponibles, les ventes du commerce de détail ont progressé en Lettonie (+21,6%), en Lituanie (+16,4%), en Slovaquie (+12,4%), en Pologne (+7,7%), au Danemark et en Suède (+7,4% chacun), en Finlande (+5,2%), en Slovénie (+4,5%), au Luxembourg (+1,7%), au Royaume- Uni (+1,5%) et en Allemagne (+0,2%). Des baisses ont été enregistrées en Belgique (-2,0%), au Portugal (-0,8%) et en Espagne (-0,2%). Ces premières estimations sont publiées par Eurostat.

    [09] Andris Piebalgs visits Poland to discuss energy policy related issues

    The European Energy Commissioner Andris Piebalgs is visiting Poland today. Speaking before his visit, Mr Piebalgs said : "The context of my discussions with the Polish authorities is our objective of building a competitive, secure and sustainable energy market within the EU where Poland as a new Member State with a valuable experience in transposing the EU energy acquis and key transit country plays an important role. I look forward to discuss with the new Minister for Economic Affairs Mr Piotr Woźniak the whole range of energy policy issues, including energy savings and energy efficiency policy, renewable energy support and development, coal mines restructuring as well as broader issues of energy supply security and transit." During his visit, Commissioner Piebalgs will also meet Minister Jaroslaw Pietras, Secretary of State for European Affairs and officials from the Ministries, as well as representatives of the Energy Regulatory authorities, Antimonopoly Office and energy companies. The Commissioner will also visit the Poland - Japan Energy Conservation Technology Center.

    [10] Markos Kyprianou to visit Community Plant Variety Office

    The European Commissioner for Health and Consumer Protection Markos Kyprianou will make his first visit to the Community Plant Variety Office (CPVO) in Angers (France), on the 6th December 2005. The Commissioner will have the opportunity to meet the staff of the CPVO, as well as the CPVO Administrative Council Chairman, Carlos Pereira Godinho and vice Chairman, Mr Heinz-Peter Zach, and CPVO President Bart Kiewiet will make a presentation on the EU system for plant variety rights. The Commissioner will also meet local French authorities and representatives of the breeders' organizations during his visit. The CPVO is the European agency responsible for implementing and applying the system for the protection of plant variety rights, as established under EU legislation (Regulation 2100/94). This system allows intellectual property rights, valid throughout the EU, to be granted for plant varieties. Since June 1995, the CPVO has processed more than 23 700 applications, resulting in over 16 000 plant variety rights being granted. The EU system for plant variety rights is now the largest in the world, and the scale of the work done by the EU agency reflects the value breeders place on having a solid system through which they can commercialize their varieties throughout the EU.
