  • [01] Tableau de conformité avec les règles de la PCP : les Etats membres doivent accentuer leurs efforts pour prévenir la surpêche

    La Commission européenne a publié ce jour la troisième édition du tableau de conformité avec les règles de la politique commune de la pêche, qui comprend, pour la première fois, des données émanant des nouveaux Etats membres. Comme le précédent, ce tableau montre que des progrès doivent encore être accomplis en ce qui concerne tant la collecte des données que leur transmission à la Commission dans les délais impartis. Bien que certaines améliorations notables aient été enregistrées en matière de gestion de la flotte et de mise en œuvre des programmes du Fonds pour la pêche, la situation est loin d'être satisfaisante pour ce qui est des délais de transmission des rapports dans des domaines essentiels aux fins d'une bonne gestion des pêcheries, tels que l'utilisation des quotas. Sans surprise, plus des deux tiers des procédures d'infraction en cours à l'encontre des Etats membres concernent des cas de surpêche. En effet, la Cour de justice a récemment condamné la Belgique, le Danemark, l'Espagne, l'Irlande, le Portugal, la Finlande et la Suède pour avoir dépassé leurs quotas. Par ailleurs, elle a rendu, le 12 juillet 2005, un arrêt exemplaire à l'encontre de la France, qui s'est vue condamnée au paiement d'une astreinte de €20 millions auxquels s'ajoutent €57 millions pour chaque période de six mois de non- exécution d'un arrêt remontant à 1991.

    [02] Facilité pour l'eau : la Commission compte affecter €230 millions à des projets destinés à fournir de l'eau potable à 10 millions de personnes dans les pays ACP

    Le 1er appel de propositions de la facilité pour l'eau s’élève à €230 millions et permettra à plus de 10 millions de personnes d'accéder à l'eau potable d'ici 2010. Par ailleurs, quelque 5 millions de personnes disposeront d'un meilleur accès aux installations d'assainissement de base. Pas moins de 97 projets ont été retenus pour ce premier appel de propositions, qui sera suivi d'un deuxième appel en mars.

    [03] May 2006 the ultimate date for the digital tachograph

    Vice-President Jacques Barrot, in charge of Transport policy, has written to the Member States to explain and re-affirm the European Commission's position on the introduction of the digital tachograph. May 2006 must be the ultimate date for the mandatory introduction of such a tachograph. In his letter, Vice-President Barrot has asked the Member States to provide the Commission by 1 March 2006 with a detailed and complete overview of the preparations at national level, including a confirmation that they will be ready to put in place the necessary arrangements in due time.

    [04] Andris Piebalgs underlines key role of research in energy, during visit to technological site

    The European Energy Commissioner Andris Piebalgs underlined the need to act now to ensure a secure energy supply for Europe, during his visit of the "Energy Research Site" at Petten (The Netherlands), that is taking place today. Recalling that the EU currently imports 50% of its energy (rising to 70% within 25 years), he advocated exploring all sources of energy and called for greater energy savings and efficent energy use. It is estimated that the EU could save at least 20% of its present energy consumption per year. Centres such as the Petten site assess the energy challenges facing the EU and contribute to helping define a future with a secure, competitive, and sustainable European energy policy. Mr Piebalgs commented that the combination of public and private sector partners with the Commission's Joint Research Centre (Institute for Energy) provides valuable expertise in different energy areas from nuclear to renewables. Commissioner Piebalgs' visit included the solar panel technology lab, the high flux research reactor, and gave him insights into new developments in hydrogen technology including a new fuel cell testing facility. During the tour, he also spoke with experts from The Dutch Energy Research Centre (ECN), The Joint Research Centre's Institute for Energy, and The Center for Nuclear Expertise, Nuclear Research and Consultancy Group, NRG. The Petten site has more than 50 years of experience in pioneering research spanning fundamental research through to technology implementation.

    [05] Benita Ferrero-Waldner meets Indonesian Vice-President Kalla

    The European Commissioner for External Relations Benita Ferrero-Waldner will meet the Indonesian Vice President Jusuf Kalla today in Brussels. The visit shows how EU-Indonesia relations are progressively deepening. Talks on the bilateral EU-Indonesia relationship will include dicussion of the fact that the Indonesian government and the Commission are to launch negotiations for a new Partnership and Cooperation Agreement. The strength of the EU's commitment to Indonesia has recently been made clear with a very major contribution to Aceh - both to physical reconstruction following the Tsunami, and support to the peace process, through a range of activities including a monitoring mission and a Commission package of support for the judiciary, police and administration of Aceh and reintegration of former combattants. Vice President Kalla and Commissioner Ferrero-Waldner will also discuss regional issues. There will be a VIP corner held at the Conrad Hotel (avenue Louise 77) at 16h45.

    [06] Commission clears joint venture between GLB and Luminar

    The European Commission has granted clearance under the EU Merger Regulation to the creation of a joint venture in the UK casino sector, Waterimage Limited, by Groupe Lucien Barrière S.A.S. (GLB) of France and Luminar PLC (Luminar) of the UK. GLB operates casinos in Europe and luxury hotels and restaurants in France. Luminar is active only in the UK, where it owns and operates entertainment bars, restaurants and late night dancing venues. The operation was examined under the simplified merger review procedure.

    [07] December 2005 : Euro-zone annual inflation down to 2.2% - EU25 down to 2.1%

    Euro-zone annual inflation was 2.2% in December 2005, down from 2.3% in November. A year earlier the rate was 2.4%. Monthly inflation was 0.3% in December. EU25 annual inflation was 2.1% in December 2005, down from 2.2% in November. A year earlier the rate was 2.4%. Monthly inflation was 0.3% in December. EICP annual inflation was 2.1% in December 2005. These figures come from Eurostat.

    [08] Novembre 2005 : déficit de €2,3 milliards du commerce extérieur pour la zone euro ; déficit de €14,3 milliards pour l'UE25

    D'après les premières estimations pour le mois de novembre 2005, la zone euro a enregistré un déficit du commerce extérieur de €2,3 milliards avec le reste du monde, comparé à un excédent de 2,6 milliards en novembre 2004. Le solde enregistré au mois d'octobre 2005 était de +0,6 milliard, contre +4,9 milliards en octobre 2004. En novembre 2005, les exportations, corrigées des variations saisonnières, ont progressé de 4, 0% par rapport à octobre 2005, et les importations de 3,0%. Les premières estimations du solde des échanges extra-UE25 pour le mois de novembre 2005 indiquent un déficit de €14,3 milliards, contre -8,5 milliards en novembre 2004. Au mois d'octobre 2005, le solde était de -11,1 milliards, contre -7,1 milliards en octobre 2004. En novembre 2005, les exportations, corrigées des variations saisonnières, ont augmenté de 3,0% par rapport à octobre 2005, et les importations de 1,8%. Ces données sont publiées par Eurostat.

    [09] Appointment of the new Head of the European Commission Representation in the Netherlands

    The European Commission has appointed Mr Ludolf van Hasselt Head of the Representation in the Netherlands. Mr van Hasselt took up office on 16 January 2006. He replaces Nico Wegter, who retired last year.
