The Commission has doubts about the compatibility of the aid, because it does not seem to fulfil the requirements of the Regional Aid Guidelines and could create a serious distortion of competition in the European market of laminated aluminium, alumina, chlorine-soda, lead and zinc, where energy is an important part of the production costs. The opening of an in-depth investigation gives interested parties the opportunity to comment on the proposed measures. Among the main issues on the agenda of the meeting are international cooperation on communicable diseases, influenza pandemic preparedness and HIV/AIDS. Participants will look at ways to improve current global efforts to fight communicable diseases, including recognising and supporting international organisations in their work, building on current international cooperation in the field of health and implementing the International Health Regulations as early as possible. On pandemic preparedness and response, Commissioner Kyprianou is expected to promote the idea of G8 members consulting each other prior to taking any non-health measures (e.g. border closures) in the event of a pandemic.
