[01] Rebaptiser le système de surveillance de l'environnement: lancement
d'un concours dans les écoles. La Commission européenne
a lancé un concours dans les écoles et invite les jeunes trouver un
nouveau nom pour le système de surveillance de l'environnement GMES
(Global Monitoring for Environment and Security -Système de surveillance
mondiale pour l’environnement et la sécurité). Le GMES est destiné
recueillir des informations concernant, par exemple, la pollution de

[02] Commissioner Michel and UNHCR High Commissioner Guterres to meet
refugees in Tanzania and Burundi Louis Michel, European
Commissioner for Development and Humanitarian Aid, and António Guterres,
United Nations' High Commissioner for Refugees (UNHCR), are visiting
Tanzania and Burundi from 13 to 16 June to discuss humanitarian topics, in
particular the issue of refugees. They will meet the Presidents of both
countries, government ministers and people living in refugee camps and
transit centres. Tanzania shelters around 350,000 refugees - the largest
number in Africa. 117 00 people remain internally displaced in Burundi, a
country which the UNHCR estimates also hosts 30,000 Congolese refugees. The
joint mission of Mr Michel and Mr Guterres is part of a strong partnership
between the Commission and UNHCR to assist and protect refugees. Louis
Michel's visit to Tanzania and Burundi follows his official visit to Kenya,
where he met President Mwai Kibaki of Kenya and President Abdullahi Yusuf
of Somalia to discuss developments in Somalia and regional drought
management..
[03] Nepal: Commission allocates €5 million for victims of conflict and
Bhutanese refugees. The European Commission has
allocated €5 million to assist conflict-affected vulnerable people in
Nepal as well as Bhutanese refugees living in the country. This new funding
will help to provide access to clean water and sanitation, nutrition, food
security, health care and protection for the victims of this forgotten
crisis. All funds are channelled through the Commission’s Directorate-
General for Humanitarian Aid, ECHO, under the responsibility of
Commissioner Louis Michel. The commission is one of the major humanitarian
aid donors in Nepal.
[04] Commission transmits proposals to Council for conditional
authorisation of active substances for plant protection
The European Commission has decided on the transmission to the Council of 8
proposals authorising under strict conditions existing active substances to
be used in plant protection products in the EU. All 8 active substances
have individually undergone a long and rigorous evaluation procedure laid
down in Directive 91/414/EEC on plant protection products. On the basis of
these evaluations, and applying the existing legislative framework, the
Commission deemed that the use of these active substances in plant
protection products can be accepted only if it is limited to a few specific
crops for a limited time (seven years) and subject to strict risk reduction
measures. Stringent conditions are tied to the proposed authorisations in
order to ensure the maximum possible level of protection for human health
and the environment. The use of the substances will be limited to the crops
on which they were tested and found to be acceptable in the safety
evaluation and any extension of their use will require full EU evaluation
and approval. In addition, detailed measures, such as restrictions on the
frequency and methods of their use, but also the banning of specific uses
are laid down to protect operators, consumers, workers and the environment.
The transmission follows the failure by the Standing Committee on the Food
Chain and Animal Health to reach a decision. The Council will have 3 months
from the date of transmission of the proposals in which to decide whether
or not to approve the active substances. The 8 active substances are
azinphos-methyl, carbendazim, dinocap, fenarimol, flusilazole, metamidophos,

[05] Commissioner Ferrero-Waldner to meet Prime Minister Noghaideli after
Donor Conference on Economic Rehabilitation for Southern Ossetia
Commissioner Ferrero-Waldner will meet Georgian Prime Minister Zurab
Noghaideli on 15th June, following today`s Donor Conference in Brussels.
The main focus of the talks will be the ongoing consultations on the
European Neighbourhood Action Plan. Bilateral and regional energy
cooperation as well has Georgia-Russia relations will also be discussed.
The European Commission has today pledged €2 million at the Donor
Conference on Economic Rehabilitation for South Ossetia. The funds will
contribute to a package of rehabilitation and reconstruction projects
identified by Georgia and South Ossetia in a Need Assessment Study carried
out jointly in the conflict zone over the past six months. Since the end of
the 1990s, the EU has committed €8.5 million in support of the peaceful
resolution of the conflict. Part of these funds have been used for to
support the Joint Control Commission for South Ossetia (JCC) which includes
all the parties to the conflict.
[06] EU research-financed film takes top award at European science media
festival A
film made by scientists working in an EU-funded research programme beat off
strong competition from European broadcasters to take top honours at a
science media festival in Tromsø, Norway, last week. Scientists from
EuroStemCell, a European stem cell research consortium, produced the short
documentary “A Stem Cell Story” in collaboration with Edinburgh-based
filmmakers. The international jury was impressed by director Cameron
Duguid’s hand-drawn animations, and cited the film’s clarity and
scientific accuracy as important factors in reaching their decision.
Tromsø contest judges liked the way pupils and teachers were involved in
shaping the film – early cuts were screened to high school biology
classes, and their feedback helped determine the final version. The film is
accessible to non-specialist audiences, and has already proved popular with
teachers and patient organisations looking to kickstart lessons and
discussions about stem cell research. It’s 15 minutes long, is
available on DVD in six European languages, and can be ordered online from
www.eurostemcell.org.

corrigé des variations saisonnières, de personnes occupées dans la zone
euro a progressé de 0,3% (427 000 personnes) au premier trimestre 2006. Au
cours de la même période, le nombre de personnes occupées dans l'UE25 a
également augmenté de 0,3% (612 000 personnes). Au quatrième trimestre
2005, le taux de croissance avait été de +0,3% dans la zone euro et de +0,
2% dans l'UE25. Par rapport au premier trimestre 2005, l'emploi a affiché
une hausse de 0,9% au premier trimestre 2006, tant dans la zone euro que
dans l'UE25, après des hausses de respectivement +0,7% et +0,8% au
quatrième trimestre 2005.

[09] Public Finances in 2006: new Stability and Growth Pact gets off to a
good start but key tests ahead The balance of the first year
of the application of the reformed Stability and Growth Pact (SGP) is
positive overall but more key tests are still ahead. The new Pact resulted
in more national ownership of the budgetary discipline rules as a result of
a stronger economic rational which ensures that economic differences
between countries are better taken into account. Consolidation efforts are
more structural, durable and of quality. But the assessment of the
‘preventive arm’ of the Pact, i.e. the attainment of sound budgetary
balances in the medium-term, is more mitigated. This is all the more
worrying as the ongoing economic recovery in the European Union, including
the euro area, would make the case for more consolidation efforts not less.
These conclusions are included in a Communication to Parliament and Council
adopted today, which builds on the Annual report on the state of public
finances in the European Union.

Eurostat estime qu'au premier trimestre 2006, 138,0 millions d'hommes et de
femmes avaient un emploi dans la zone euro et 202,9 millions dans l'UE25.
Ces chiffres sont corrigés des variations saisonnières. Dans ce
communiqué de presse, Eurostat, publie pour la première fois des chiffres
trimestriels sur l'emploi basés sur les données des comptes nationaux.
Ces chiffres sont calculés dans le même cadre conceptuel que d'autres
