MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb13/07/06[I] Résultats de la Commission du 12 juillet 2006 -Outcome of Commission meeting of 12 July 2006(voir aussi - see also ME of 12.7) [01] Roaming charges : Commission proposes to cap the high cost of using mobiles when travelling within the EUAn EU regulation that would cut the cost of using mobile phones abroad by up to 70% was tabled by the European Commission. The Commission wants to ensure that prices paid by consumers for roaming services within the EU are not unjustifiably higher than those they pay for calling within their own country (European Home Market Approach). Very high international mobile "roaming" charges currently affect at least 147 million EU citizens (37 million tourists and 110 million business customers). Provided that the European Parliament and the EU Council of Ministers support the Commission's proposal, the new EU regulation - which is a legal instrument directly applicable in all EU Member States as soon as it is published in the Official Journal of the EU - could come into effect by summer 2007.[02] La Commission propose une stratégie pour une utilisation plus sûre des pesticidesL'utilisation des pesticides représente une menace avérée pour la santé humaine et pour l'environnement. La pulvérisation aérienne est interdite sauf dans quelques cas rigoureusement définis.[03] Commission proposes new rules for plant protection productsharmonised EU rules for plant protection products, which aim to reinforce the protection of public health and and the environment, support sustainable development in agriculture, reduce animal testing, boost competitiveness for producers and increase availability of plant protection products for farmers, have been proposed by the European Commission. Among the measures set out in the draft Regulation are shorter and clearer authorisation criteria and streamlined procedures, simplified data protection rules, provisions for the substitution of active substances with safer alternatives and a reduction in testing on vertebrate animals. The proposed legislation will also strengthen the internal market in this area by allowing mutual recognition of of plant protection product authorisations between Member States within the same defined zone. This proposal follows extensive consultations with Member States and stakeholders over the past five years, as well as a comprehensive impact assessment.[II] Other news - Autres nouvelles[04] La Commission lance un Partenariat UE-Afrique pour développer les grands réseaux transafricainsLa Commission européenne a approuvé une proposition pour un Partenariat entre l'Union européenne et l'Afrique sur les infrastructures. Ce Partenariat vise répondre aux objectifs définis par l'Union africaine et le NEPAD. Un montant de base de €5,6 milliards en provenance du 10ème Fonds européen de développement (FED, 2008-2013) sera consacré ces axes prioritaires dans les domaines des transports terrestres, de l'énergie, de l'eau et des technologies de l'information et des réseaux de télécommunications avec une perspective régionale.[05] Commission adopts key proposals to help European regions make the most of new Cohesion policyToday in Brussels, Regional policy Commissioner Danuta Hübner and Vladimír `pidla, Commissioner for Employment, Social Affairs and Equal opportunities, set out a strategic vision for the new generation of European programmes for the period 2007-2013. The first of two documents, a draft proposal for a Council decision on Community Strategic Guidelines for Cohesion policy, establishes the priorities for investment under the new programmes in accordance with the European Union's growth and jobs agenda agreed by the Member States in 2005. The second document presented is a Communication on the specific contribution of cities to growth and jobs. In this Communication, the Commission offers tools for an integrated urban policy, on the basis of the needs of cities, urban areas and regions.[06] Protection des intérêts financiers de l'UE en 2005 : bilan satisfaisantLa Commission européenne publie aujourd'hui le rapport annuel sur la protection des intérêts financiers des Communautés et la lutte contre la fraude pour l'année 2005. Il s'agit d'un domaine de responsabilité partagée entre la Commission et les Etats membres. Le rapport dresse un bilan global positif de l'approche stratégique globale pour la période 2001-2005. En ce qui concerne l'année 2005, le rapport met en valeur les mesures prises par les Etats membres d'une part, et la Commission d'autre part, pour améliorer l'efficacité de la lutte contre la fraude. Il présente également les statistiques sur les cas d'irrégularités communiqués par les Etats membres. Parmi les éléments saillants du rapport on note une amélioration continue dans la qualité et la quantité des communications faites par les Etats membres, l'augmentation du nombre total d'irrégularités dans les domaines des ressources propres, des fonds structurels, et des fonds PHARE et SAPARD, ainsi qu'une diminution dans le domaine des dépenses agricoles et des fonds de cohésion.[07] Avian flu : update of measures to support poultry marketThe management committee for eggs and poultry today approved a European Commission proposal to update the measures to support the poultry market because of the negative effects of the recent avian flu crisis agreed at their meeting on 21 June (see IP/06/816). The types of measures have not been changed ("upstream" measures i.e. those which aim to temporarily reduce production) but the maximum number of units and the time period covered by each measure have been changed for some Member States. Also Belgium, Denmark and Slovenia have been added to the list of Member States receiving EU support (50% of the costs of the measures). The total expected cost of the measures to the EU budget increases to €77 million (initially between €50 and €65 million).[08] Réduction des émissions de CO² : la Commission s'efforce de promouvoir les véhicules fonctionnant l'hydrogèneLes véhicules hydrogène présentent d'importants avantages en matière de protection de l'environnement car ils contribuent réduire la pollution et ne génèrent aucune émission de gaz effet de serre par leur tuyau d'échappement. La Commission européenne souhaite encourager et accélérer la mise en circulation de ce type de véhicule. Dans une première étape, les parties prenantes et le grand public sont invités se prononcer sur des propositions de nouvelles règles visant assurer la sécurité de fonctionnement des véhicules hydrogène. Ces règles sont d'une importance cruciale dans la mesure où l'hydrogène est une substance hautement inflammable. Le projet de proposition de la Commission soumis consultation vise intégrer les véhicules fonctionnant l'hydrogène dans le cadre communautaire de réception par type qui doit être appliqué pour garantir que leur mise sur le marché de l'Union européenne s'effectue selon des normes communes. Les parties prenantes sont invitées formuler des commentaires concernant les différents aspects de la proposition, notamment la question de savoir si celle-ci pourrait imposer une charge excessive aux fabricants ou aux fournisseurs par rapport aux avantages qui en résulteraient pour la sécurité de fonctionnement de ce type de véhicule. La date de clôture pour l'envoi des commentaires est fixée au 15 septembre.[09] Boosting short sea shipping and motorways of the seaThe European Commission adopted a mid-term review of the programme for the promotion of short sea shipping today. The review evaluates the results of the 14 actions that were introduced in 2003 to enhance the efficiency of short sea shipping in Europe. Short sea shipping has proven to be a transport success story with good growth rates but further growth must be attained.[10] Salaires minima dans l'UE25 : en janvier 2006, le salaire minimum légal variait de un onze dans l'UEEn janvier 2006, dix-huit des vingt-cinq Etats membres de l'UE disposaient d'une législation nationale établissant un salaire minimum légal. Ces chiffres sont publiés par Eurostat.[11] Andris Piebalgs welcomes the inauguration of the Baku-Tbilisi-Ceyhan pipelineEuropean Energy Commissioner Andris Piebalgs participated today in the inauguration ceremony of the new Baku-Tbilisi-Ceyhan oil pipeline at its arrival point in Ceyhan, Turkey. The pipeline will connect the South Caucasus and Central Asia to Turkey, and from there to the Mediterranean shore and the European markets. The pipeline is expected to deliver an additional volume of 50 million tons of oil per year to the world markets by 2008 (current capacity is about half of this).[12] Joe Borg addresses Virginia Law of the Sea Conference in DublinEuropean Commissioner for Fisheries and Maritime Affairs, Joe Borg, was in Dublin this morning to give the formal opening address at the 30th Virginia Law of the Sea Conference. The Conference, whose theme this year is "Law, Science and Ocean Management", is organised jointly by the Martin Ryan Institute of the National University of Ireland at Galway, the Marine Institute of Ireland, the Center for Oceans Law and Policy of the University of Virginia, and the Law of the Sea Institute of Iceland. In his address, Commissioner Borg outlined the aim of the Green Paper, published last month, which is to launch a year-long consultation on a future holistic Maritime Policy for the European Union. Focusing on the international dimension, Commissioner Borg underlined the key role which an integrated EU maritime policy could play in reinforcing the UN Law of the Sea. "The Community has the instruments to ensure compliance by 25 countries with international rules relating to the sea and oceans," he told delegates. "Europe is willing and able to make a substantial contribution to the effective global governance of the seas and oceans based on the rule of law, and we count on your support in that respect." The Commissioner also underlined the important contribution that Ireland has made to the development of the Green Paper. The Galway Declaration, agreed at the EurOcean 2004 Conference, hosted by the Marine Institute during Ireland's EU Presidency, had been one the main movers behind the initiative, Commissioner Borg said.[13] Janez Potočnik visits SerbiaEuropean Science and Research Commissioner, Janez Potočnik, will visit Serbia on 13 and 14 July. During his visit he will meet the Serbian Minister of Science and Environment Protection, Aleksandar Popovič, Deputy Prime Minister Ivana Dulič Markovič and visit a number of Serbian scientific institutes. He will also address a meeting of the scientific community. The visit comes at an important time, as the EU finalises its Seventh Research Framework Programme, which Serbia could be invited to join as an associated country, in the context of the EU's close engagement with the countries of the Western Balkans.[14] Debate Europe!
