MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb28/09/06[01] European Commission and Commission of the African Union meet in Addis AbabaThe European Commission and the Commission of the African Union will meet for a joint working session at the headquarters of the African Union in Addis Ababa, Ethiopia, on 2 October 2006. This meeting, the third joint session in three years time, is the latest testimony of an ever growing partnership between the two continental executive bodies. For this occasion, the European Commission will hold its first ever meeting on another continent than Europe, travelling to Ethiopia with no less than 10 Commissioners including President José Manuel Barroso, all three vice- Presidents Margot Wallström (Communication), Franco Frattini (Justice, Freedom and Security) and Siim Kallas (Administration), the Commissioners Louis Michel (Development and Humanitarian Aid), Peter Mandelson (Trade), Dalia Grybauskaité (Budget), Janez Potocnik (Research), Markos Kyprianou (Health), Laszlo Kovács (Taxation), Vladimir Špidla (Employment and Social Affairs) and Andris Piebalgs (Energy).[02] Règlement sanitaire international : la Commission appelle à une application anticipée, en particulier concernant la grippeLa Commission européenne a adopté une communication sur le Règlement sanitaire international révisé 2005 (RSI), qui doit entrer en vigueur en juin 2007. Le RSI est un instrument juridique important qui vise à prévenir et contrôler la propagation de maladies au niveau international en évitant toute interférence injustifiée avec le trafic et les échanges commerciaux. Cette communication traite de l'application anticipée des dispositions relatives à la grippe, conformément à la proposition de l'Assemblée mondiale de la santé, clarifie le rôle de l'Union dans l'application du RSI et rappelle les limites qu'impose ce dernier aux mesures nationales. Elle a pour objectif d'encourager les Etats membres à élaborer et à partager leur propre dispositif de mise en œuvre de ce règlement essentiel.[03] Commission proposes increased protection for vulnerable deep-sea fish stocksThe European Commission has adopted a proposal on Total Allowable Catches (TACs) for deep-sea fish stocks such as sharks, black scabbardfish, tusk and forkbeards for 2007-2008. These species, which grow slowly and reproduce late, are particularly vulnerable to over-fishing. According to scientists, these stocks are being fished unsustainably. Due to the high risk of collapse of the deep sea ecosystems, the Commission proposes significant reductions in TACs for the most threatened stocks. Given that, in most cases, the real catches of the stocks concerned have been much lower than the fishing possibilities, the Commission has applied the scientific advice to real catches rather than to the current TACs. In line with its commitment to gradual reduction in fishing possibilities, the Commission proposes annual reductions of 33% in 2007 and a further 33% in 2008 for stocks for which the scientific advice is to immediately close the fisheries.[04] La Commission lance une consultation publique sur des orientations codifiées concernant les compétences en matière de contrôle des concentrationsLa Commission européenne a lancé une consultation publique sur un projet d'orientations clarifiant les pratiques actuelles de la Commission en matière de compétence dans le domaine du contrôle des concentrations. Ce nouveau projet de communication codifie les textes existants et les adapte à la lumière des récents arrêts rendus par les tribunaux européens, du nouveau règlement communautaire sur les concentrations adopté en 2004 (voir IP/04/70 et MEMO/04/9) et de la pratique décisionnelle de la Commission. Une fois adoptée, cette nouvelle communication entendra donner des indications plus précises et plus simples aux parties concernées par une opération de concentration, une acquisition ou une entreprise commune afin qu'elles puissent déterminer si l'opération envisagée relève de la compétence de la Commission et s'il y a donc lieu de lui notifier une concentration pour qu'elle soit autorisée.[05] Commission investigates proposed new Danish CO² tax reductionsThe European Commission has opened a formal investigation to examine whether Danish plans to grant CO² tax exemptions to companies covered by the EU's Emissions Trading Scheme (EU ETS) are compatible with EC Treaty state aid rules. The Commission is concerned that the measure might distort competition by increasing tax differentiation in an area where the EU has harmonised taxes in order to create a level playing field between companies. Furthermore, the Danish measure might run against the "polluter- pays" principle, a leading principle of the EU's environmental policy, as companies participating in the EU ETS have received most of the emission allowances for free. The opening of a formal investigation gives interested parties the opportunity to comment on the intended measures. It does not prejudge the outcome of the procedure.[06] La stratégie "Emploi et croissance" en action : la première bourse européenne de l'emploi aidera les citoyens à saisir de nouvelles chances à l'étrangerLes 29 et 30 septembre, plus de 450 manifestations se dérouleront simultanément dans près de 300 villes européennes à l'occasion de la toute première bourse européenne de l'emploi. Cette bourse de l'emploi, organisée dans le cadre de l'Année européenne de la mobilité des travailleurs, donnera un coup de projecteur sur les nouvelles possibilités offertes aux citoyens, en les incitant à vivre et travailler dans d'autres pays européens ou à changer de métier. Des bourses de l'emploi auront lieu dans les 25 pays de l'UE, ainsi qu'en Roumanie, en Bulgarie, en Islande et en Norvège. Parmi les activités prévues figureront des rencontres avec des employeurs et des recruteurs, des ateliers sur le thème du départ à l'étranger, des stands d'information sur la mobilité, ainsi qu'un accès à EURES - le portail européen sur la mobilité de l'emploi - et à ses conseillers.[07] Illegal waste shipment : Stavros Dimas travels to Estonia to support the investigation of an illegal waste shipment to the Ivory Coast by the Probo KoalaEuropean Environment Commissioner Stavros Dimas is on a fact-finding mission to Paldiski harbour, where Greenpeace blocked the ship's departure, followed by a search of the Estonian authorities which revealed the presence of highly toxic substances on board. "It is shocking that toxic waste from Europe reached the Ivory Coast causing so much human suffering and damage to the environment. We have European waste shipment regulations which ban such export, but apparently the law was broken. I am going to Estonia to support the Estonian efforts to bring light to this affair, to find out for myself what happened and to take appropriate action. I want to ensure that such an incident will not occur again", said Commissioner Dimas. He will be meeting the Estonian Environment Minister Villu Reiljan in Tallinn before travelling on to Paldiski harbour where he will also meet representatives from Greenpeace and the press.[08] Attribution des "Etoiles d'or" : la Commission encourage la citoyenneté européenne activeLes maires, bourgmestres et autres représentants de villes et organisations de la société civile de toute l'Europe se sont réunis aujourd'hui à Bruxelles pour le forum "L'Europe pour les citoyens", qui était consacré à la question de la citoyenneté active au niveau européen. L'attribution des "Etoiles d'or" récompensant les meilleurs projets dans le domaine de la citoyenneté européenne a été le point culminant de cette manifestation : six jumelages de villes et cinq projets émanant de la société civile ont été récompensés.[09] Science Education in Europe : key information from Eurydice networkLaunched in 1980, Eurydice is the institutional network for gathering, monitoring, processing and circulating key information on education systems and policies throughout Europe. The network publishes today the first pan- European report on Science Education in its 31 participating countries (UE 25 + + Bulgaria + Romania + Turkey + Norway + Iceland + Liechtenstein). It maps out the main features of science teaching in Europe, including teacher education programmes, school curricula, assessment of pupils, etc. Among the findings, the report shows that, almost all curricula for primary education include science as an integrated subject. In lower secondary education, the trend is reversed, with separate science subjects identified in the great majority of curricula. In a large number of countries, science curricula are the focus of reform or debate centred on organisation, content and methodology. The report is already available in English, French and German, and can be ordered at info@eurydice.org, or downloaded from the Eurydice website : www.eurydice.org[10] Smart cars : public-private drive to promote accident-avoidance technologiesA major new drive for improving awareness of intelligent vehicle systems and their road safety benefits was announced today. This new platform to promote awareness brings together stakeholders from the public sector, automotive suppliers and users.[11] Sur les traces des lauréats du prix Nobel – les gagnants du concours de l'UE pour jeunes scientifiques en 2006 sont désignés24 jeunes ont reçu le 27 septembre une part du montant global de €28.500 attribué aux lauréats du concours de l'Union européenne pour jeunes scientifiques. Trois projets ont reçu €5.000 chacun à titre de premier prix partagé entre Michael Kaiser et Johannes Kienl en Autriche, pour le "Développement d'un système complet de dégivrage pour l'aviation", Johannes Burkart et Alexander Joos en Allemagne pour "Courbes de vol des balles de tennis de table", et Tomasz Wdowik en Pologne pour "Synthèse du nouveau potentiel des β bloquants". Les autres lauréats venaient de Bulgarie, République tchèque, Hongrie, Irlande, Italie, Norvège et Espagne. Les lauréats ont été sélectionnés par le jury parmi un groupe de 120 jeunes chercheurs, âgés de 15 à 20 ans, venant de 33 pays. La cérémonie s'est déroulée dans le jardin d'hiver du Grand Hôtel de Stockholm, lieu de la remise des prix Nobel de 1901 à 1929. Les lauréats ont été choisis par un jury composé de 15 chercheurs de grand renom, sous la présidence de Mme Jane Grimson, professeur au Trinity College de Dublin.
