  • [01] Consommateurs : l'UE améliore la protection des vacanciers titulaires de séjours en temps partagé ou membres de clubs de vacances à tarif préférentiel

    Grâce aux nouvelles règles que la Commission européenne propose aujourd'hui, les consommateurs jouiront, dans l'UE toute entière, d'une protection accrue en matière de vacances — qu'il s'agisse d'acheter ou de revendre des séjours en temps partagé, des séjours en multipropriété sur des navires de croisière, des bateaux fluviaux ou des caravanes, ou encore d'adhérer aux fameux "clubs de vacances à tarif préférentiel". Le but recherché est de renforcer la confiance des consommateurs dans la multipropriété (qui draine plus de €10,5 milliards et emploie plus de 40.000 personnes dans l'UE) et de mettre fin aux agissements des commerçants véreux qui peuvent jeter le discrédit sur les opérateurs honnêtes et causer des problèmes aux consommateurs. La directive de 1994 sur la multipropriété confère aux consommateurs des droits fondamentaux et notamment le droit d'obtenir des informations claires, de ne pas verser des arrhes, de se rétracter et de changer d'avis. Les nouvelles propositions qui ont été publiées aujourd'hui visent à combler les lacunes dans les règles actuelles. En particulier, elles ont pour effet d'étendre le champ d'application de la directive de 1994 sur le temps partagé à de nouveaux produits qui ont fait leur apparition sur le marché, comme les clubs de vacances à tarif préférentiel, les séjours du type "temps partagé" à bord de navires de croisière, de bateaux fluviaux ou dans des caravanes, et d'élargir la protection à des domaines importants comme la revente de multipropriétés et les clubs d'échange. Les nouvelles règles devraient garantir que les consommateurs bénéficient partout de la même protection dans l'UE et faire en sorte que les règles du jeu soient les mêmes pour tous sur le marché du temps partagé et de certains autres produits de vacances.

    [02] Commission presents its approach to 2008 fish quotas

    Today, the European Commission adopted its annual policy statement setting out its views on fishing opportunities for 2008. Since the general principles outlined last year remain the same (IP/06/1198), this year's Communication focuses on a review of the achievement of conservation measures implemented since the 2002 Reform of the Common Fisheries Policy. While some long-term plans have begun to show positive results, most stocks remain outside safe biological limits, creating a high-risk situation for both the stocks concerned and the fishing industry. The main reason for this problem is that the total allowable catches (TACs) agreed each year in Council are much higher than those recommended by scientists. The Commission is therefore calling for more serious efforts in both TACs and fishing effort management in order to put European fisheries back on a truly sustainable footing. The Commission invites stakeholders and Member States to examine the issues raised in this Communication carefully, and to submit their contributions by 31 July 2007.

    [03] European air traffic management : further steps towards the Single European Sky

    Today, the European Commission adopted new rules for more interoperability between air traffic management (ATM) systems in Europe. This aims to set common technical and procedural rules and thereby remove barriers to the harmonised use of ATM systems. The new legislation complement two Regulations adopted last year in order to modernise air traffic management systems within the Single European Sky.

    [04] Echange de quotas d'émission : respect rigoureux des dispositions en 2006 ; évolution des émissions dissociée de celle de la croissance économique

    En 2006, les émissions de dioxyde de carbone (CO²) produites par les installations participant au système communautaire d'échange de quotas d'émission (SCEQE) ont augmenté de 0,8% voire seulement de 0,3% si l'on prend en compte les installations nouvellement incluses dans le système. Les deux chiffres sont très inférieurs aux 3% de croissance du produit intérieur brut de l'UE enregistrés l'année dernière. D'après les informations consignées dans les registres des Etats membres et transcrites dans le CITL (journal des transactions communautaire indépendant), il s'avère, qu'à la date butoir du 1er mai, 1% seulement des installations n'avait pas respecté les exigences en matière de restitution des quotas d'émission. L'objectif du SCEQE est de réduire les émissions de gaz à effet de serre des secteurs de l'énergie et de l'industrie au moindre coût pour l'économie et d'aider ainsi l'UE et ses Etats membres à respecter leurs engagements en matière d'émissions au titre du protocole de Kyoto.

    [05] Review confirms the need to reduce pollution from industrial installations

    Emissions of certain industrial pollutants in the European Union are still increasing, according to a review published today by the European Commission and the European Environment Agency. The second European Pollutant Emission Register (EPER) review confirms last year's preliminary assessment (IP/06/1618). This second report marks the first comprehensive report of emissions data for industrial pollutants in 25 EU Member States and Norway. The review reveals that about two-thirds of the 50 air and water industrial pollutants have been decreasing. These include nitrogen pollutants released into water bodies (-14.5%), the various types of phosphorus (-12%), and the emissions of dioxins/furans (-22.5%) into the atmosphere. An upward trend can be observed in emissions of certain pollutants, such as carbon dioxide which increased by 5.7% between 2001 and 2004. In 2004, key tools to control carbon dioxide emissions such as the Emissions Trading Scheme (ETS) were not yet in place.

    [06] Création d'un forum pour lutter contre les méfaits de l'alcool

    Aujourd'hui, à l'initiative de la Commission européenne, plus de quarante entreprises et organisations non gouvernementales ont décidé d'agir pour protéger les citoyens européens des méfaits de l'alcool. Le commissaire à la santé, M. Markos Kyprianou, et les représentants de ces entreprises et ONG ont signé à Bruxelles une charte instituant le Forum européen "Alcool et santé", qui se réunira deux fois par an et qui réfléchira plus spécialement à des mesures concrètes pour prémunir les enfants et les jeunes et prévenir toute attitude irresponsable en matière de publicité et de vente. Cette démarche intervient alors que, selon les estimations disponibles, la mort de quelque 200.000 Européens et de plus d'un jeune homme sur quatre est imputable à l'alcool chaque année.

    [07] Andris Piebalgs welcomes creation of a 5-country electricity coupling as a positive step towards a single European energy market

    European Energy Commissioner Andris Piebalgs welcomed the signature of a Memorandum of Understanding (MoU) for the coupling of the French, German, Belgian, Dutch and Luxembourg electricity markets into a single regional area. The MoU, signed on 6 June in the margins of the Energy Council being held in Luxemburg, is the founding stone of the largest integrated regional energy market in Europe. "Regional markets are a positive step towards the creation of single European energy market. It will bring lower prices for consumers, increased security of supply and will attract investment in new generation capacity and transmission infrastructure", said Commissioner Piebalgs.

    [08] Danuta Hübner meets the Committee on State Administration and Local Authorities of the Seimas of Lithuania

    On 6 June, European Commissioner for Regional Policy Danuta Hübner met a delegation of Members of the Lithuanian Parliament, led by Dr Jonas Jagminas, Chairman of the Committee on State Administration and Local Authorities. Lithuania was among the first Member States to have its national strategy for cohesion policy for 2007-2013 adopted by the Commission in April this year. Negotiations on the operational programmes, which will translate this strategy into concrete actions are well advanced, and it is expected that the adoption procedure can begin before the summer break.
