[01] La Commission propose des actions visant à promouvoir les compétences
numériques pour le XXIe siècle
Les récents rapports et enquêtes indiquent que l'Europe risque de faire
face à de graves pénuries et inadéquations en matière de compétences
numériques au cours des prochaines années. En même temps, les
compétences numériques deviennent un élément central en vue de
promouvoir l'innovation, la productivité et l'employabilité et de relever
les défis de la mondialisation. A cet effet, la Commission européenne
propose aujourd'hui un programme à long terme en matière de compétences
numériques et une série de lignes d'action au niveau de l'UE à la suite
de vastes consultations de groupes d'experts et de parties prenantes. Ces
actions compléteront et enrichiront les efforts significatifs d'ores et
déjà entrepris en Europe.
[02] Commission clears acquisition of Ovako by PSB
The European Commission has granted clearance under the EU Merger
Regulation to the acquisition of sole control of Ovako Holding B.V. (Ovako)
of Sweden by Pampus Stahlbeteiligungs GmbH (PSB) of Germany, belonging to
Pampus Industrie Beteiligungen GmbH & Co. KG (PIB) of Germany. PSB is
active in the steel sector. Ovako produces long special steels and
processed steel products for the car and engineering industry. The
operation was examined under the simplified merger review procedure.
[03] Ouragan Félix : la Commission octroie une première aide humanitaire
d'urgence d'€1 million au Nicaragua
Deux jours après le passage de l'ouragan Félix sur l'Amérique centrale,
l'ampleur des dégâts s'avère déjà très importante, au point que la
Commission européenne a décidé d'octroyer une aide humanitaire initiale
d'urgence d'un million d'euros pour le Nicaragua. Cette première décision
préparée par le service d'aide humanitaire de la Commission (ECHO)
permettra de venir en aide aux victimes de l'ouragan dans le nord du pays.
Les fonds seront gérés par ECHO, sous la responsabilité du Commissaire
Louis Michel.
[04] Danuta Hübner today spoke to the 2nd Annual Conference of NEEBOR
(Network of Eastern External Border Regions), held in Olsztyn, Poland
Over one hundred participants from twelve countries are taking part in the
conference while speakers include Polish ministerial representatives,
Marshals, the president of the City of Olsztyn, representatives of the
European Parliament, the Committee of the Regions and representatives from
the participating countries. The Regional policy Commissioner, Danuta
Hübner, highlighted the role of border regions in Cohesion Policy and how
networking could bring better results to territorial cooperation in the
European Union.
[05] Joe Borg : Commission working on European Parliament's concerns on
necessary MSY approach to fisheries
"As Parliament has just underlined, there are a number of technical,
economic and social issues that have to be addressed in relation to the
application of the Maximum Sustainable Yield approach to fisheries
management. However, MSY offers opportunities, too. We need, therefore, to
continue our efforts to move towards sustainable fishing as was decided by
the international community, including the EU, at the UN World Summit on
Sustainable Development in Johannesburg in 2002. Four-fifths of fish stocks
in European waters are over fished, and phasing out over fishing will lead
to a more stable industry with higher incomes and less discards. The
Commission's stakeholder committees - made up of fishermen, fish processors
and environmental bodies - are already working on regional plans for
sustainable fishing according to the Johannesburg methods. The Commission
welcomes this positive approach and will follow it up and will get more
scientific advice and social and economic studies as needed. Financial
support will be available to help the industry," commented Joe Borg,
European Commissioner for Fisheries and Maritime Affairs after the EP
debate. Joe Borg underlined that the Parliament debate on this issue
clearly showed that the different positions were poles apart and whereas
some MEPs clearly support the introduction of MSY, others held a number of
concerns. He said that more study was needed and consultation of the local
fishing industry carried out, especially on mixed fisheries, for the policy
to be properly put into action and for the decisions taken to be adopted
and fine tuned as we go along. Reducing fishing for a time while stocks
rebuild could also cause job cuts and lost income before things get better,
hence the need for better understanding of the situation. The Commission
has been working and will continue to work hard with Member States, the
Parliament and stakeholders to resolve these issues.

[06] Commission to participate in Gleneagles Dialogue meeting in Berlin
European Energy Commissioner Andris Piebalgs and Mogens Peter Carl,
Director-General for Environment, will represent the Commission at the
third ministerial meeting of the Gleneagles Dialogue on climate change,
clean energy and sustainable development in Berlin on 9-11 September.
Launched at the G-8 summit in Gleneagles, Scotland in 2005, the Dialogue
brings together 20 countries with major energy needs – including the G-8
nations and the major emerging economies of Brazil, China, India, Mexico
and South Africa - to discuss innovative ideas to tackle climate change.
The Dialogue also monitors the implementation of the Gleneagles Plan of
Action on climate change, clean energy and sustainable development.
Ministers for energy and the environment from the 20 countries will take
part in the Berlin meeting, which the Commission is hoping will help to
build support for the start of negotiations on a United Nations agreement
on global action to tackle climate change post-2012. The EU is pressing for
an agreement to launch these negotiations to be reached at the next UN
climate change conference in December 2007 in Bali, Indonesia. In his
speech, Commissioner Piebalgs will launch a new Platform for International
Cooperation on Energy Efficiency, in accordance with the European Council
Conclusions of March 2007. This platform would be a supplementary and
complementary instrument to the United Nations Framework Convention on
Climate Change process. The main goal of the Platform would be to help in
reaching the goals of the Gleneagles Action Plan, namely, to support the
development of clean technologies, and to help develop a stable and
transparent format for large-scale private sector investment. The Platform
would also provide a new model for cooperation between developed and
developing countries around the Globe. The idea behind this Platform is to
offer a new Global Forum for systematic cooperation among the States,
regions, mega-cities and other public entities that have considerable
energy consumption levels.
