[01] Recherche et développement : selon une nouvelle étude, les
investissements des entreprises ont augmenté de 10% l’année dernière
dans le monde
Selon l'édition 2007 du tableau de bord annuel de la Commission
européenne sur les investissements en recherche et développement (R&D)
industrielle, l'investissement en R&D des entreprises a augmenté de 10% (7,
4% pour les entreprises établies dans l'UE). L'édition 2006 faisait état
d'une croissance de 5,3%. Le tableau de bord révèle également une
tendance à la hausse de la rentabilité des entreprises dans le monde. Avec
€5,8 milliards, le groupe américain Pfizer apparaît dans le tableau de
bord 2007 comme le premier investisseur au monde en R&D. L'allemand
DaimlerChrysler est la première entreprise de l'UE, avec €5,2 milliards.
[02] Commission promotes research partnerships between universities and
businesses
€38.5 million of new funding is being made available for projects to
encourage innovative partnerships between academia and industry. The final
budget figures and project details are subject to negotiation which will
start in October 2007. For details of the success of a previous innovative

[03] Commission acts to protect deep water corals off coast of Ireland
Acting on a request from the Irish government, the European Commission has
today adopted a proposal for measures to protect coral reefs. This will
involve a ban on fishing with both active and passive gears in four areas
off the Atlantic coast of Ireland which have been identified by scientists
as hosting extensive cold water coral reefs. The areas concerned are the
Belgica Mound, the Hovland Mound, and Northwest and Southwest Porcupine.
Together, they cover a total area of around 2,500 km2. The Irish government
has already put forward proposals to have all these areas included in the
EU's network of protected nature areas, the Natura 2000 network,
established under the EU's Habitats Directive. Since this procedure will
take some time to establish permanent protection, however, the Irish
government asked the Commission to act immediately to prevent further
damage due to fishing in this area. The location of the coral reefs has
been identified and mapped through a number of scientific research efforts,
including by an ad hoc group of the International Council for the
Exploration of the Sea (ICES). On the basis of the scientific evidence, the
Commission considers that there is a good case for taking all necessary
steps to prevent further damage to these ecosystems before permanent
protection measures can be put in place. To this end, the Commission
proposes provisional measures immediately prohibiting all fishing in those
areas under the Common Fisheries Policy. The proposal has been made as part
of a regulation proposing a series of mainly minor amendments to EU

[04] Commission clears acquisition of HT Troplast by Arcapita
The European Commission has granted clearance under the EU Merger
Regulation to the acquisition of sole control of HT Luxembourg S.Ã .r.l.,
the holding company of HT Troplast Group (HT Troplast) of Luxembourg by PVC
(Lux) Holding Company S.Ã .r.l. of Luxembourg, controlled by Arcapita Bank
B.S.C.(c) (Arcapita) of Bahrain. Arcapita is an investment bank. HT
Troplast produces vinyl profiles for windows and doors, vinyl sheets and
vinyl shutters. The operation was examined under the simplified merger
review procedure.
[05] Andris Piebalgs receives assurances from Kiev of a speedy solution of
the gas payment issue
European Energy Commissioner Andris Piebalgs had a phone conversation with
the Minister of Energy and Fuel of Ukraine, Mr Yuriy Boiko, on 4 October.
The Minister informed Commissioner Piebalgs that the issue of payments for
gas between the companies involved will be solved by 1st of November 2007.
Minister Boiko confirmed Ukraine's commitment to be a reliable transit
country for gas to the European Union. "Transparency is capital in our
relations with gas supply and transit countries. I welcome the information
that Minister Boiko has provided and I expect the issue to be solved by 1st
of November ", Commissioner Piebalgs said after the telephone conversation.

[07] Making it happen : launch of 2007 OPEN DAYS European Week of Regions
and Cities
Danuta Hübner, European Commissioner for Regional Policy, and Michel
Delebarre, President of the EU Committee of the Regions, launch OPEN DAYS,
the European Week of Regions and Cities, on 8 October in Brussels. The
event runs from 8 to 11 October and involves a record 212 regions and
cities from 33Â countries. Organised by the EU Committee of the Regions and
the European Commission, this fifth edition of OPEN DAYS brings together
local, regional, national and EU politicians and decision-makers, policy
experts and representatives of business, banking and civil society
organisations. The seminars this year will focus on the new regional
programmes for 2007-2013. The headline is: 'Making it happen: regions and
cities deliver growth and jobs'.
